TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY
(i)
Tamil Nadu is multi-hazard prone State and faces the brunt of the cyclonic storms during the Northeast
Monsoon periods and in addition the State also faces spells of heavy downpours and cloud bursts resulting
in damages due to fl oods. During the current Northeast Monsoon 2023, the cyclonic storm “Michaung”
(MIGJAUM) which originated in Bay of Bengal moved to South Andhra Pradesh Coast very close to Chennai
and as a result Chennai, Tiruvallur, Chengalpattu and Kancheepuram Districts experienced unprecedented
intermittent heavy to extremely heavy rainfall between 03.12.2023 and 04.12.2023 causing inundation in low
lying areas. The average rainfall recorded in the above-mentioned districts between 54.80 cm on 03.12.2023
and 54.61 cm on 04.12.2023 (48 hours) totally 109.41 cm.
(ii) The rainfall recorded on 03.12.2023 and 04.12.2023 is high in Chennai, Tiruvallur, Chengalpattu and
Kancheepuram districts and as such the rainfall recorded in 4 days from 01.12.2023 to 04.12.2023 is 200%
to 291% more than the normal rainfall for the month of December.
(iii) Further, the rainfall received in Chennai, Tiruvallur, Chengalpattu and Kancheepuram districts between
03.12.2023 and 04.12.2023 is also higher than the normal rainfall for the above two days.
(iv) In spite of the best eff orts and advance preparedness by the State the enormity of the unprecedented rainfall
has aff ected all walks of life caused extensive damages to Micro, Medium and Small Enterprises, ravaged
the economy of the fi shermen, crippled power, transport infrastructure, agricultural and horticultural crops
and seriously aff ecting the livelihood of lakhs of people.
(v) It is requested that, Chennai, Tiruvallur, Chengalpattu and Kancheepuram Districts may be declared as
“Cyclone aff ected districts”.
2. In the letter second read above, the Additional Chief Secretary/Commissioner of Revenue Administration and
State Relief Commissioner has stated as follows: -
(i)
The State faced unprecedented extremely heavy rainfall on 17.12.2023 and 18.12.2023 in four Southern Districts of
Tamil Nadu viz., Thoothukudi, Tirunelveli, Tenkasi and Kanniyakumari and consequent devastative fl ooding.
Moreover, the Ramanathapuram and Virudhunagar Districts were also moderately aff ected by heavy to very
heavy rains.
(ii)
The Unprecedented historic rainfall on 17th and 18th December, 2023 has far exceeded the season’s normal
rainfall at many places. In some places, it has exceeded even annual rainfall for the region in a single day.
For example, at Kayalpattinam in Thoothukudi district 94.6 cm rainfall has been received between 08.30 Hrs.
of 17.12.2023 to 08.30 Hrs. of 18.12.2023, which is more than the annual rainfall for that station. Similarly,
many stations in Tirunelveli and Thoothukudi districts recorded over 40 cm of rainfall in less than 24 hours.
Further, it is stated that 76% of the season’s rainfall for Tirunelveli District has been received in just one
day i.e. on 17.12.2023 (08.30 AM) to 18.12.2023 (08.30 AM). Similarly, in Thoothukudi District, 86% of the
season’s rainfall has been realized. Due to the above, many parts of the Thoothukudi and Tirunelveli Districts
have been devastated due to the fl ooding and inundation throwing the normal life out of gear.
(iii) The State has taken all preparatory and precautionary steps to face the challenge. However, the magnitude of
the rainfall has been extremely heavy and widespread in the 4 districts of Southern Tamil Nadu viz., Tirunelveli,
Thoothukudi, Tenkasi and Kanniyakumari and other two district of Ramanathapuram and Virudhunagar.
(iv) The extremely abnormal heavy downpour due to upper air circulation and consequent fl ooding had caused
loss of human lives, cattle and also heavy damages to houses, huts, agricultural/ horticultural crops, public
infrastructure like roads, bridges, power, water supply etc. Lakhs of people have been aff ected due to
fl oods and inundation in their habitations resulting in loss of houses, clothing and utensils and aff ecting their
livelihood. Many poor and daily wage earners have lost their livelihood completely. There has been extensive
damage to micro, small and tiny industrial units which are in thousands in the aff ected areas. Further, the
fi shermen were off shore for more than a week which aff ected their livelihood.
(v) Hence, the Additional Chief Secretary/ Commissioner of Revenue Administration & State Relief Commissioner
has requested that the Tirunelveli, Thoothukudi, Kanniyakumari, Tenkasi, Ramanathapuram and Virudhunagar
districts may be declared as the Flood aff ected districts due to the Flood caused by Unprecedented Extremely
Heavy Rainfall on 17-18 December 2023.
