Adjudication of disputes relating to Environment
and Pollution - Orders Issued.]
The following Government Order is published:-

Order: No. 17, Environment, Climate Change and Forest
(EC-1), 30th January 2024.
Section 28 of the Water (Prevention and Control
of Pollution) Act, 1974 and Section 31 of Air (Prevention
and Control of Pollution) Act, 1981 provides that the State
Government may constitute a State Appellate Authority
consisting of one or three persons as it may think fit, to be
appointed to help in the adjudication of disputes relating to
Environment and Pollution.
2.
In pursuance of the orders of the Supreme Court
in its Judgment in Civil Appeal No.368-371 of 1999 of SLP
(Civil) No. 10317-10320/98 and Civil Appeal Nos.372, 373/99
in SLP (Civil) No.10380 & 13380/98, the Authority has been
composed of a retired Judge of High Court as Chairman
and Experts / Scientists in the field of Pollution Control
as Members. Accordingly, the Appellate Authority for
Tamil Nadu was constituted vide G.O. (Ms) No. 208,
Environment and Forests (EC.I) Department, dated
15.09.2000.

In the G.O. second read above, the Government
had appointed two Experts / Scientists members for
Appellate Authority from the retired Senior Technical/
Scientist officer of Tamil Nadu Pollution Control Board
namely
Thiru.
Jeyakumar
T.C.
Ethiraju, Additional
Chief
Environmental
Engineer
(Retired)-Engineering
Service and Dr. B. Jeyaraman, Under Secretary (Retired)
Loss of Ecology Authority - Scientific Service for a period of
three years which expired on 04.07.2023.

The Chairperson, Tamil Nadu Pollution Control
Board in her letter fourth read above has sent a proposal
to Government and requested to appoint two experts/
Scientists as Members of the Appellate Authority for
Tamil Nadu Pollution .Control Board.
5.
The Government after careful consideration
hereby appoint the following two Experts / Scientists as
members for the Appellate Authority of Tamil Nadu Pollution
Control Board for a period of three years from the date of issue
of order:-
i. Dr.A.G.Murugesan, Senior Professor and Head
(Retd), SPK / Centre of Excellence in Environmental
Science, Manonmaniam Sundaranar University,
Tirunelveli.
ii. Dr. B. Jayaraman, M.Sc., Ph.D., (Chemical),
Former Under Secretary (Retired), Loss of Ecology
(P&PC) Authority - Scientific Service, Tamil Nadu
Pollution Control Board, Chennai-32.
6) The terms and conditions of appointment of the
member of Appellate Authority of Tamil Nadu Pollution
Control Board shall be as per Government Order first and
third read above.

of Law Officers of High Court of Madras and it Bench
at Madurai (Appointment) Rules, 2017, the Government
hereby appoints Thiru P. Muthukumar, State Government
Pleader as Additional Advocate General of Tamil Nadu in
the existing vacancy and Thiru A. Edwin Prabakar, Special
Government Pleader as State Government Pleader, High
Court of Madras in the vacancy arising on the appointment
of Thiru P. Muthukumar as Additional Advocate General.
2.
The Advocate General is requested to issue
orders by assigning the seniority among Additional Advocate
Generals.
