Order:- No.17, Home (Police-XIX), dated 3rd February 2025.

WHEREAS, complaints have been received from

a number of depositors that Messrs KCL (Krish Capital)

(M) SDN BHD, Thanjavur District, a financial establishment,

has defaulted the return of deposits made by the depositors

after maturity;

AND WHEREAS, the Government are satisfied that

the said financial establishment is not likely to return the

deposits to the depositors and hence, the Government

have to protect the interests of such depositors;

AND WHEREAS, the movable properties specified

in the Schedule to this Order are alleged to have been

procured by the said financial establishment from and out

of the deposits collected from the depositors;

NOW, THEREFORE, in exercise of the powers

conferred by Section 3 of the Tamil Nadu Protection of

Interests of Depositors (in Financial Establishments)

Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of

Tamil Nadu, hereby makes an ad-interim order attaching

the movable properties in the name of the A3-M.R.Ganesh,

A4-M.R.Swaminathan,

A10-Akila

@

Akilandam,

A13-Vedhavalli, of the defaulted financial establishment

Messrs KCL (Krish Capital) (M) SDN BHD, functioned at

Door No.51/38-A, Theetchithar Thottam, Srinagar Colony

2nd street, Kumbakonam, Thanjavur, as specified in the

Schedule to this Order and transfers the control over

the said movable properties to the Competent Authority,

namely, the Competent Authority and District Revenue

Officer, Thanjavur District appointed under the said Act.

2. The Competent Authority and District Revenue

Officer, Thanjavur District is requested to pursue further

action in accordance with the procedure laid down in

sub-sections (3) and (4) of section 4 of the said Act and

also the formalities prescribed in the Tamil Nadu Protection

of Interests of Depositors (in Financial Establishments)

Rules, 1997.

3. The Special Public Prosecutor, Special Court

for the Tamil Nadu Protection of Interests of Depositors

(in Financial Establishments) Act, 1997, Madurai is

requested to render necessary assistance to the Competent

Authority and District Revenue Officer, Thanjavur District in

filing the application before the Special Court constituted

under the said Act.

establishment under Section 3 of the said Act - Orders -

The following Government Order in Published:-

letter e-Rc. No.C1/EOW/11165/2024, 

dated 31.01.2025

Order:- No.31, Home (Police-XIX), dated 25th February 2025.

WHEREAS, complaints have been received from a

number of depositors that Messrs Sri Krishna Real Estate,

Tirunelveli, a financial establishment, has defaulted the

return of deposits made by the depositors after maturity;

AND WHEREAS, the Government are satisfied that

the said financial establishment is not likely to return the

deposits to the depositors and hence, the Government

have to protect the interests of such depositors;

AND WHEREAS, in addition to the immovable

properties ad-interimly attached in the Government Order

first read above, the immovable properties specified in the

Schedule to this Order are alleged to have been procured

by the said financial establishment from and out of the

deposits collected from the depositors;

NOW, THEREFORE, in exercise of the powers

conferred by Section 3 of the Tamil Nadu Protection of

Interests of Depositors (in Financial Establishments)

Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of

Tamil Nadu hereby makes an ad-interim order attaching

the immovable properties of the defaulted financial

establishment Messrs Sri Krishna Real Estate, functioned

at Door No.155, Priyam Plaza, Santhi Pillaiyar Kovil North

Side, West Car Street, Tirunelveli Town and District, as

specified in the Schedule to this Order and transfers

the control over the said immovable properties to the

Competent Authority, namely, the Competent Authority

and District Revenue Officer, Tirunelveli District, appointed

under the said Act.

2. The Competent Authority and District Revenue

Officer, Tirunelveli District, is requested to pursue further

action in accordance with the procedure laid down in

sub-sections (3) and (4) of Section 4 of the said Act and

also the formalities prescribed in the Tamil Nadu Protection

of Interests of Depositors (in Financial Establishments)

Rules, 1997.

3. The Special Public Prosecutor, Special Court

for the Tamil Nadu Protection of Interests of Depositors

(in Financial Establishments) Act, 1997, Madurai is

requested to render necessary assistance to the Competent

Authority and District Revenue Officer, Tirunelveli District in

filing the application before the Special Court constituted

under the said Act.

ORDER: No.95, Labour Welfare and Skill Development

(D2), dated 25th February 2025.

In the letter first read above, the Registrar (District

Judiciary), High Court,Madras has sent a letter seeking

approval for premature condemnation of old Ambassador

car bearing Registration No. TN-45-G-0754 which

was allotted to the Presiding Officer, Labour Court,

Tiruchirappalli after obtaining the recommendations from

an Expert Committee and has requested the orders of the

Government for premature condemnation of the said old

Ambassador car.

2. The Government after careful examination of

the request in the light of the recommendations made

in the letter second read above, hereby accept the

proposal of Registrar (District Judiciary), High Court,

Madras and issue orders accordingly for the premature

condemnation of the old Ambassador car bearing

Registration No. TN-45-G-0754 allotted for the use

of the Presiding Officer, Labour Court, Tiruchirappalli,

subject to the condition that premature condemnation

of the vehicle bearing Registration No. TN-45-G-0754

which have not fulfilled the conditions for condemnation

imposed in G.O.(Ms). No. 2275, Home (Transport- E)

department, dated 24.11.2021 should be scrupulously

adhered to other conditions mentioned for disposal of the

condemned vehicles issued in G.O.(Ms) No.2275,Home

(Transport-

E)

Notification, which is proposed to be issued in exercise of

the powers conferred by clause (b) of sub-section (1) of

Section 3 and sub-section (2) of Section 5 of the Minimum

Wages Act, 1948 (Central Act XI of 1948), is hereby

published for information of all persons likely to be affected

thereby, as required under clause (b) of sub-section (1) of

Section 5 of the said Act.

2. Notice is hereby given that the draft Notification will

be taken into consideration on or after the expiry of two

months from the date of publication of this Notification in

the Tamil Nadu Government Gazette and that any objection

or suggestion, which may be received from any person with

respect thereto, before the expiry of the aforesaid period

will be considered by the Government of Tamil Nadu.

Draft Notification.

In exercise of the powers conferred by clause (b)

of sub-section (1) of Section 3 and sub-section (2) of

Section 5 of the Minimum Wages Act, 1948 (Central Act XI

of 1948) and in supersession of the Labour and

Employment Department Notification No. II(2) LE/378/2019,

published at pages 246 and 247 of Part II—Section 2 of

the Tamil Nadu Government Gazette, dated the 7th

July 2021, the Governor of Tamil Nadu hereby revises

the minimum rates of wages payable to the classes of

employees in the Employment in Paper and other incidental

processes connected with hand made paper Industry in the

State of Tamil Nadu specified in column (1) of the Schedule

below, as specified in the corresponding entries in column

(2) thereof.

Explanations.- (1) Dearness Allowance.- In addition to the minimum rates of basic wages fixed above, the employees shall be paid dearness allowance as indicated below:-

to the minimum raates of basic wages fixed above, the

employees shall be paid dearness allowance as indicated

below:-

The dearness allowance is linked to the Average

Chennai City Consumer Price Index for the year

2010, that is 161 points (with base 2001=100) and

for every rise of one point over and above 161

points, an increase of Rs. 43.00 (Rupees forty

three only) per month shall be paid as dearness

allowance.

2.

The dearness allowance shall be calculated on

the 1st April of every year on the basis of the

average of the indices for the preceding twelve

months, that is from January to December.

3.

The first calculation shall be effective from the

date of publication of the Notification in the

Tamil Nadu Government Gazette based on the

Average Chennai City Consumer Price Index

Number for the previous year.

(2)

Where the nature of work is the same, no

distinction in the payment of wages shall be made between

men and women employees.

(3) To arrive at daily rates of wages, the monthly

wages shall be divided by 26.

(4) Wherever the existing wages are higher than the

minimum wages fixed herein, the same shall be continued

to be paid.

Exemption granted to the Tamil Nadu Co-operative Milk

Producers' Federation Limited, Chennai for certain

period under the Employees State Insurance Act.

F¼õœÀõ˜ ݇´-2056.]

No.II(2)/LWSD/242/2025.—In exercise of the powers

conferred by Section 87 & 88 read with section 91A of the

Employees State Insurance Act, 1948 (Central Act XXXIV

of 1948), the Governor of Tamil Nadu hereby exempts

the Tamil Nadu Co-operative Milk Producers Federation

Limited, Chennai from the operation of the said Act for the

period of one year from 01.02.2025 to 31.01.2026.

(1) The above exemption is subject to the following

conditions, namely:-

(a) The

aforesaid

Management

wherein

the

employees employed shall maintain a Register

showing the names and designations of the

exempted employees.

(b) Notwithstanding the exemption, the employees

shall continue to receive such benefits under the

said Act to which they might have become entitled

to on the basis of the contributions paid prior to

the date from which exemption granted by this

Notification operates.

(c) The contribution for the exempted period, if

already paid shall not be refunded.

(2) The employer of the said Management shall submit

in respect of the period during which that Management was

subject to the operation of the said Act (hereinafter referred

to as "the said period") returns, in such form and containing

such particulars as were due from it in respect of the said

period under the Employees State Insurance (General)

Regulations, 1950.

(3) Any Social Security Officer appointed by the

Corporation under sub-section (1) of Section 45 of the said

Act, or other official authorized in this behalf shall, for the

purpose of,-

(i)

verifying the particulars contained in any return

submitted under sub-section (1) of section 44 of

the said Act for the said period of,-

(ii) ascertaining whether registers and records were

maintained as required by the Employees State

Insurance (General) Regulations, 1950 for the

said period; or

(iii) ascertaining whether the employees continue

to be entitled to the benefits provided by the employer in

cash and in kind, being benefits in consideration of which

exemption is being granted under this Notification; or

(iv) ascertaining whether any of the provisions of

the said Act had been complied with during the period

when such provisions were in force in relation to the said

workshops and stores be empowered to,-

(a) require the principal or immediate employer

to furnish to him such information as he may

consider necessary, or

(b) enter any Management, office or other premises

occupied by such principal or immediate employer

at any reasonable time and require any person

found in charge thereof to produce to such Social

Security Officer or other official and allow him

to examine such documents, books and other

documents relating to the employment of persons

and payment of wages or to furnish to him such

information as he may consider necessary; or

(c) examine the principal or immediate employer, his

agent or servant, or any person found in such

Management office or other premises, or any

person when the said Social Security Officer or

other official has reasonable cause to believe to

have been an employee, or

(d) make copies of or take extracts from any register,

account book or other document maintained in

such Management office or other premises.

the “All Institutions engaged in procurement, storage and

distribution of milk and manufacture of milk products and

registered under the Tamil Nadu Co-operative Societies

Act, 1983” should be declared as a public utility service for

the purposes of the Industrial Disputes Act, 1947 (Central

Act XIV of 1947);

NOW, THEREFORE, in exercise of the powers

conferred by sub-clause (vi) of clause (n) of section 2 of

the said Act, the Governor of Tamil Nadu hereby declares

the “All Institutions engaged in procurement, storage and

distribution of milk and manufacture of milk products and

registered under the Tamil Nadu Co-operative Societies

Act, 1983” to be a public utility service for the purposes

of the said Act for a period of six months with effect on

and from the date of publication of this Notification in the
