conferred by Section 87 read with Section 91A of the

Employees' State Insurance Act, 1948 (Central Act XXXIV

of 1948), the Governor of Tamil Nadu hereby exempts the

Poompuhar Shipping Corporation Limited, Chennai-35

from the operation of the said Act for the period of one year

from 01.04.2025 to 31.03.2026.

(1) The above exemption is subject to the following

conditions, namely:-

(a) The aforesaid management wherein the

employees employed shall maintain a Register

showing the names and designations of the

exempted employees.

(b) Not with standing the exemption, the employees

shall continue to receive such benefits under the

said Act to which they might have become

entitled to on the basis of the contributions paid

prior to the date from which exemption granted

by this Notification operates.

(2) The employer of the said management shall submit

in respect of the period during which that management was

subject to the operation of the said Act (hereinafter referred

to as "the said period") returns, in such form and containing

such particulars as were due from it in respect of the said

period under the Employees State Insurance (General)

(3) Any Social Security Officer appointed by the

Corporation under Sub-Section (1) of Section 45 of the said

Act, or other official authorized in this behalf shall, for the

purpose of,-

(i) verifying the particulars contained in any return

submitted under sub-section (1) of section 44

of the said Act for the said period, or

(ii) ascertaining whether registers and records

were maintained as required by the Employees

State Insurance (General) Regulations, 1950

for the said period; or

iii) ascertaining whether the employees continue to

be entitled to the benefits provided by the

employer in cash and in kind, being benefits in

consideration of which exemption is being

granted under this Notification; or

(iv) ascertaining whether any of the provisions of

the said Act had been complied with during the

period when such provisions were in force in

relation to the said workshops and stores be

empowered to,-

(a) require the principal or immediate employer

to furnish to him such information as he

may consider necessary; or

(b) enter any management office or other

premises occupied by such principal or

immediate employer at any reasonable

time and require any person found in

Security Officer or other official and allow

him to examine such documents, books

and other documents relating to the

2. In the letter fifth read above, the Director,

Department of Economics and Statistics has sent a

proposal to approve the regular panel for the post of

Assistant Director of Statistics by Recruitment by Transfer

for the year 2023-2024.

3. In the Government Order second read above,

amendment orders have been issued for deleting the

requirement of the field service for one year in the cadre

of Statistical Officer for promotion to the post of Assistant

Director of Statistics by Recruitment by Transfer under

Section 26-A(2)(a) of Tamil Nadu Statistics Service Rules.

4. As per the orders issued in the Government Order

third read above, the panel proposal was placed before the

newly constituted Departmental Promotion Committee and

the newly constituted Departmental Promotion Committee

has recommended the names of "10" (Ten) Statistical

Officers for inclusion in the Regular Panel for the post of

Assistant Director of Statistics included in the Tamil Nadu

Statistics Service for appointment by Recruitment by

Transfer for the year 2023-2024.

5. The Government accept the recommendations of

the Departmental Promotion Committee and approve the

regular panel for the post of Assistant Director of Statistics

in the Department of Economics and Statistics included

in the Tamil Nadu Statistics Service for appointment by

Recruitment by Transfer for the year 2023-2024 in the

order of preference noted against each as follows and issue

orders accordingly:-

ensure that the regular panel approved by the Government

for the post of Assistant Director of Statistics is displayed in

the Notice Board and requested to make appointment by

Recruitment by Transfer for the individuals included in the

panel subject to the following conditions:-

(i) The appointment should be made as per the order

of rotation prescribed in the Special Rules for Tamil Nadu

Statistics Service and ensure that at any point of time the

men in position shall not exceed the ratio prescribed in the

Government Order first read above.

(ii) Ensure that the seniority list furnished is not

challenged before the Court.

(iii) Ensure that no charges under Rule 17 (a) or 17(b)

of the Tamil Nadu Civil Services (D&A) Rules / Tribunal

Disciplinary Proceedings / Criminal Charge /Trap and arrest

by Directorate of Vigilance and Anti-Corruption are initiated

/pending against any of the individual included in the panel

before appointment.
