conferred by clause (b) of sub-section (1) of Section

9 of the Indian Stamp Act, 1899 (Central Act II of

1899), the Governor of Tamil Nadu hereby make the

No.II(2)/HOU//1113/2025.—In exercise of the powers

conrerred by clause (b) of sub-section (1) of Section

10 of the Tamil Nadu Town and Country Planning Act,

1971 (Tamil Nadu Act 35 of 1972), the Governor·of

Tamil Nadu hereby declares his intention to include the

following revenue Villages to the Komarapalayam Local

Planning Area, which has been declared as such vide the

Housing and Urban Development Department's Notification

No.II(2)/HOU/3256/82, published at pages 456-457 of

Part II–Section 2 of the Tamil Nadu Government Gazette,

dated the 14th July 1982, namely:-

2. Notice is hereby given that any inhabitant or any

local authority or institution in the above said areas, may

or suggestions, if any which may be received within

the said period, will be taken into consideration before

pursuing further action in terms of sub-section (4) of

Section 10 of the said Act. The objections or suggestions,

ORDER:- No. 424, Home (SC), dated 20th August

2025. The Hon'ble Chief Minister of Tamil Nadu has made

the following Announcement on the floor of the Tamil Nadu

Legislative Assembly on 29.04.2025 as follows:-

அறிவிப்பு எண்-61:-

அறிவிப்பு எண்-61:- நுண்ணறிவு/சிறப்பு செெயலாாக்கப்

பிரிவில் சிறப்பாான பணிக்கான தமிழ்நாாடு முதலமைைச்சர்

பதக்கம் ரூ.1.20 கோ�ோடி செெலவில் வழங்கப்படும்.

2. Accordingly, the Government of Tamil Nadu is

pleased to institute a new medal namely "Tamil Nadu

Chief Minister's Medal for Excellence in Intelligence and

Excellence in Special Operation" to be conferred to the

members of the All India Service / Tamil Nadu Police

Service and other sub-ordinate ranks in the sub-ordinate

services of the Tamil Nadu Police and hereby makes the

following Rules governing the award of the said Medal":-

The award shall be in the form of a medal, styled

and designated as the "Tamil Nadu Chief Minister's

Medal for Excellence in Intelligence and Excellence

in Special Operation" (hereinafter referred to as the

Medal);

ii) The Medal shall only be awarded to those members

of the All India service / Tamil Nadu Police service

and other sub-ordinate ranks in the sub-ordinate

services of the Tamil Nadu Police for their excellence

work in Intelligence and Special Operations;

iii) The Medal shall be circular in shape, made of 22

Carat Gold weighing 10 (ten) grams, with one and

three-eighths inches diameter. On the obverse, the

emblem of the Government of Tamil Nadu in the

centre and surrounded by the words in Tamil Script

"தமிழக காவல் துறைை". The State moto should have

Tamil Script "வாய்மைையே� வெ�ல்லும்," below the Temple

motif. On the reverse of it, it shall have embossed

words "மெெச்சத்தக்க நுண்ணறிவு பதக்கம் / மெெச்சத்தக்க

சிறப்பு செெயலாாக்க பதக்கம்" as the case may be exactly

at the centre connected at *** either end to each

other by a concave line and the words in Tamil Script

"தமிழக முதல்வரின் விருது" and the year to which the

award relates to at the rear of the bottom, the whole

being encircled by a wreath joined by a plain clasp

at the bottom. The colour of the riband attached to

this medal shall be Blue, Grey and Black, 1/3rd inch

width each vertically;

iv) These Medals shall be awarded on Republic Day of

every year, and will be presented to the recipients

by the Hon'ble Chief Minister of Tamil Nadu at a

function;

v) The recipients of the Medal shall be granted a

lumpsum grant of Rs.25,000/- each irrespective of

ranks;

vi) The Medal shall only be awarded to those who have

either performed acts of excellence in Intelligence or

Special Operations for the Police Officials / Officers

serving in the State Intelligence Wing, District Special

Branch in District and Intelligence Section in Cities;

vii) The Medal shall only be awarded to those Officers

who have done exemplary service and who have

shown their ability, keenness, Zeal and interest of

high order their official works;

viii) A member of service should have completed service

for a period of at least 5 years to be calculated from

the date of joining the respective wing;

ix) The awardee should not have received any medal

within last 2 years. These criteria may be exempted

for Operations category alone;

x) 20 Medals for Excellence in Intelligence and 10

Medals for Excellence in Special Operation would

be the upper limit. The allocation of award of medal

cannot be categorized, since the medal is awarded

purely based on the excellence in Intelligence or

excellence in Special Operations;

xi) Considering the significance attached to these

medals, the Committee shall be frugal in finalizing the

number of awardees. There can be a year wherein

no medals are awarded if no member of service

found suitable;

xii) The names of those to whom the Medal awarded

shall be published in the Tamil Nadu Government

Gazette and a register of such names shall be kept

by the Director General of Police/Head of Police

Force, Tamil Nadu, Chennai as well as by the

Government of Tamil Nadu in Home, Prohibition and

Excise Department;

xiii) While wearing this Medal along with other Medals

and decorations, it shall be worn to the left of the last

Medal awarded by the Government of Tamil Nadu;

xiv) An awardee who has received this medal in any

year should not ordinarily be nominated again for

this award for another three years;

xv) As the Medal will carry the Chief Minister's name,

the nominations for this award should be done in all

seriousness in order to expose the human face of

the Police Force. Seniority and category will not be

a criterion for selecting the nominee for this award;

xvi) The Medal is liable to be forfeited anytime before

the awardees retirement when the holder is guilty of

lack of integrity, disloyalty, indiscipline, negligence,

cowardice in action and of such conduct as in the

opinion of the Government brings disrepute to the

force;

xvii) The Government is competent to cancel and annul

the award to any person of the above Medal and

thereupon his name in the register shall be erased. It

shall, however, be competent for the Government to

restore any medal which may have been so forfeited;

xviii) The following Officers will be the nodal Officers to

collect the recommendations from the Units and

send their recommendations with relevant supporting

materials to the Government through the Director

General of Police/Head of Police Force before

November 1st of every year.

a) Additional Director General of Police, Law & Order

will be the nodal Officer and propose suitable

nomination from the Districts and Cities (including

Chennai), other units for 5 numbers in Operations

and for 5 numbers in Intelligence.

b) Additional Director General of Police, Intelligence

will be the nodal Officer and propose suitable

nomination for 5 Numbers in Operations & 15

numbers in Intelligence.

c) The Integrity Certificates mentioned in the

Annexure II should be furnished by the Nodal

Officer.

xix) To select nominees for this award, a Committee

consisting of the following Officers may be formed:

(i)

The Director General of Police / The

Additional Director General of Police

(Administration)

(iii)

The Additional Director General of

Police (Law & Order)

Member

(iv)

The Director General of Police/Head of Police Force

will forward the recommendations of the Committee to

the Government before December 1st of every year. He

should furnish a certificate to the effect that the nominees

have not been awarded the above said Medal during the

last 3 years.

xx) A Scrutinizing Committee consisting of the following

shall scrutinize the recommendations of the Director

General of Police/Head of Police Force and finalize

the case to be recommended for the award before

January 1st of every year:

a) Additional Chief Secretary to Government/Principal

Secretary to Government, Home, Prohibition and

Excise Department.

Intelligence / Excellence in Special Operation underlying

the recommendation. Further it is certified that the

recommendee has not been recommended earlier for the

same operation/same category.

conferred by the first paragraph of section 4 of the

Tamil Nadu Civil Courts Act, 1873 (Central Act III of

1873), the Governor of Tamil Nadu, hereby makes the

following amendment to the Home Department Notification

No.II(2)/HO/846/2022 published at page 1012 of Part II-

Section 2 of the Tamil Nadu Government Gazette, dated the

2nd November, 2022:-

Amendment.

In the said Notification, for the expression, "for Vellore
