hereby appoints Thiru. N.P.Usman Mohideen, S/o Thiru.

1st Avenue, Ashok Nagar, Chennai District as the Kazi

(Sunnis) for Chennai District. He shall hold the office of

2009, the Governor of Tamil Nadu hereby remits the

duty chargeable under the said Act amounting to

Rs.9,56,81,006/- (Rupees Nine crore fifty six lakh eighty

one thousand and six only) in respect of instruments of

sale executed in favour of the Tamil Nadu Urban Habitat

Development Board for the Schemes implemented by the

said Board in temple and private Lands in the villages

comprised in the Survey numbers as mentioned in the

Order:- No.1345, Home (police-XIX), dated 17th

October 2025.

WHEREAS, complaints have been received from

a number of depositors that Messrs Neomax Properties

Private Limited and its sister concerns, Madurai District,

financial establishments, have defaulted the return of

deposits made by the depositors after maturity;

AND WHEREAS, the Government are satisfied that

the said financial establishments are not likely to return

the deposits to the depositors and hence, the Government

have to protect the interests of such depositors;

AND WHEREAS, in addition to the immovable and

movable properties ad-interimly attached in the Government

Orders first to ninth read above, the movable properties

specified in the Schedule to this Order are alleged to

have been procured by the said financial establishments

from and out of the deposits collected from the depositors;

AND WHEREAS, the Hon'ble Madurai Bench of

Madras High Court in its Order 10th read above, among

others has ordered below:

"It should be seen that the usual process is also

for sale of the movables. After making the attachment

absolute and the Special Court ordering sale, the property

is ultimately going to be sold. The only persons who can

object to the same are the companies and the directors

who are the owners of these properties. They have straight

away come before this Court and say that they have no

objection In view thereof, without undergoing the formal

process of making the attachment absolute and the sale

order being passed by the Special Court, straight away

all these movables can be sold in public auction and

it is made clear that whoever is the highest bidder will

be given the sale certificate which will be authenticated

by this Court itself along with the endorsement from the

concern ed trial Court also and there will not be any

impediment with regard to the ownership of the vehicle

is concerned and the requisite registration document

etc., will be changed in their name without any further

encumbrance whatsoever. Their purchase is as is were

is condition and there will not be any further claim on the

vehicle by any person whatsoever. With that condition, the

properties can be auctioned."

NOW, THEREFORE, in exercise of the powers

conferred by section 3 of the Tamil Nadu Protection

of Interests of Depositors (in Financial Establishments)

Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor

of Tamil Nadu, hereby, makes an ad-interim order

attaching the movabie properties of the defaulted financial

establishments, namely, Messrs Neomax Properties

Private Limited and its sister concerns, functioned at Door

No.85, Subramaniya Pillai Street, Ricky Tower 2nd Floor,

By-Pass Road, S.S.Colony, Madurai, as specified in the

Schedule to this Order and transfers the control over

the said movable properties to the Competent Authority,

namely, the Superintendent of Police, South Zone,

Economic Offences Wing, appointed under the said Act,

by taking into account the direction of the Hon'ble Madurai

Bench of Madras High Court in its order 10th read above.

2. The Competent Authority/ Superintendent of

Police, South Zone, Economic Offences Wing is directed

to make necessary arrangements of bid process for the

movable properties attached in the Schedule to this Order,

as per the direction issued by the Hon'ble Madurai Bench

of Madras High Court in the order 10th read above.

3. The Special Public Prosecutor, Special Court for

the Tamii Nadu. Protection of Interests of Depositors (in

Financial Establishments) Act, 1997, Madurai, is requested

to render necessary assistance to the Competent Authority/

Superintendent of Police, South Zone, Economic Offences

Wing in this case.
