conferred by clause (b) of sub-section (1) of Section 9

of the Indian Stamp Act, 1899 (Central Act II of 1899),

the Governor of Tamil Nadu hereby makes the following

amendment to the Notification No.II(2)/CTR/929/2025

published in page 568 of Part II—Section 2 of the

Tamil Nadu Government Gazette No.35, dated 03.09.2025:-

Amendments.

(a) For the expression "31.12.2025" appearing in the

said notification, the expression, "30.04.2026,"

shall be substituted.

(b) For the expression" Rs.7,70,00,000/- (Rupees

appearing in the said notification, the expression

Order:- No. 1396, Home (Police-XIX) dated 30th

October 2025.

WHEREAS, complaints have been received from

a number of depositors that Messrs Neomax Properties

Private Limited and its sister concerns, Madurai District,

financial establishments, have defaulted the return of

deposits made by the depositors after maturity;

AND WHEREAS, the Government are satisfied that

the said financial establishments are not likely to return

the deposits to the depositors and hence, the Government

have to protect the interests of such depositors;

AND WHEREAS, in addition to the immovable and

movable properties ad-interimly attached in the Government

Orders first to ninth, eleventh and twelfth read above, the

movable properties specified in the Schedule to this Order

are alleged to have been procured by the said financial

establishments from and out of the deposits collected from

the depositors;

AND WHEREAS, the Hon’ble Madurai Bench of

Madras High Court in its Order 10th read above, among

others, has ordered below:-

”It should be seen that the usual process is also for

sale of the movables. After making the attachment

absolute and the Special Court ordering sale, the

property is ultimately going to be sold. The only

persons who can object to the same are the

companies and the directors who are the owners

of these properties. They have straight away

come before this Court and say that they have no

objection. In view thereof, without undergoing the

formal process of making the attachment absolute

and the sale order being passed by the Special

Court, straight away all these movables can be

sold in public auction and it is made clear that

whoever is the highest bidder will be given the

sale certificate which will be authenticated by this

Court itself along with the endorsement from the

concerned trial Court also and there will not be any

impediment with regard to the ownership of the

vehicle is concerned and the requisite registration

document etc., will be changed in their name

without any further encumbrance whatsoever.

Their purchase is as is were is condition and there

will not be any further claim on the vehicle by

any person whatsoever. With that condition, the

properties can be auctioned.”

NOW, THEREFORE, in exercise of the powers

conferred by section 3 of the Tamil Nadu Protection

of Interests of Depositors (in Financial Establishments)

Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor

of Tamil Nadu, hereby, makes an ad-interim order

attaching the movable properties of the defaulted financial

establishments, namely, Messrs Neomax Properties

Private Limited and its sister concerns, functioned at Door

No. 85, Subramaniya Pillai Street, Ricky Tower 2nd Floor,

By-Pass Road, S.S.Colony, Madurai, as specified in the

Schedule to this Order and transfers the control over

the said movable properties to the Competent Authority,

namely, the Superintendent of Police, South Zone,

Economic Offences Wing, appointed under the said Act,

by taking into account the direction of the Hon’ble Madurai

Bench of Madras High Court in its order 10th read above.

2. The Competent Authority / Superintendent of

Police, South Zone, Economic Offences Wing, is requested

to pursue further action in accordance with the procedure

laid down in sub-sections (3) and (4) of section 4 of

the said Act and also the formalities prescribed in the

Tamil Nadu Protection of Interests of Depositors (in

Financial Establishments) Rules, 1997.

3. The Special Public Prosecutor, Special Court for

the Tamil Nadu Protection of Interests of Depositors (in

Financial Establishments) Act, 1997, Madurai, is requested

to render necessary assistance to the Competent Authority/

Superintendent of Police, South Zone, Economic Offences

Wing in filing the application before the Special Court

constituted under the said Act.

Order:- No. 193, Home (Police-XIX) dated 13th

October 2025.

WHEREAS, complaints have been received from

a number of depositors that Messrs Universal Trading

Solutions Private Limited, Coimbatore District, a financial

establishment, has defaulted the return of deposits made

by the depositors after maturity;

AND WHEREAS, the Government are satisfied that

the said financial establishment is not likely to return the

deposits to the depositors and hence, the Government

have to protect the interests of such depositors;

AND WHEREAS, in addition to the properties

ad-interimly attached in the Government Order first to

third read above, the movable and immovable properties

specified in the Schedule to this order are alleged to have

been procured by the said financial establishment from

and out of the deposits collected from the depositors;

NOW, THEREFORE, in exercise of the powers

conferred by section 3 of the Tamil Nadu Protection

of Interests of Depositors (in Financial Establishments)

Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of

Tamil Nadu hereby makes an ad-interim Order attaching

the movable and immovable properties in the name of the

accused persons and the sister concerns of the defaulted

financial establishment, namely, M/s.Universal Trading

Solutions Private Limited, functioned at Door No.3, VCS

Enclave, B.R.Puram, Peelamedu, Coimbatore, as specified

in the Schedule to this order and transfers the control

over the said movable and immovable properties to the

Competent Authority, namely, the Competent Authority/

Superintendent of Police (West Zone), Economic Offences

Wing, appointed under the said Act, as per Government

Order fifth read above.

2. The Competent Authority/ Superintendent of Police

(West Zone), Economic Offences Wing is requested to

pursue further action in accordance with the procedure

laid down in sub-sections (3) and (4) of section 4 of

the said Act and also the formalities prescribed in the

Tamil Nadu Protection of Interests of Depositors (in

Financial Establishments) Rules, 1997.

3. The District Revenue Officers, Coimbatore

and Karur Districts are requested to render necessary

assistance to the Competent Authority/ Superintendent

of Police (West Zone), Economic Offences Wing, in

attachment process on the properties located in their

districts, which are attached in the Schedule to this order.

4. The Special Public Prosecutor, Special Court

for the Tamil Nadu Protection of Interests of Depositors

(in Financial Establishments) Act, 1997, Coimbatore

is requested to render necessary assistance to the

Competent Authority and Superintendent of Police (West

Zone), Economic Offences Wing in filing the application

before the Special Court constituted under the said Act.
