Declaration of the Premises of M/s. Power Grid Corporation of India Limited, 765/400 KV Substation, located at

Somenahalli and Pangunatham Villages, Nallampalli Taluk, Dharmapuri District as "Prohibited Place" under

the Official Secrets Act.

No. II(1)/PUSC/3/2026.—

WHEREAS, the Assistant General Manager, Power Grid Corporation of India Limited, 765/400 KV

Substation, 15th Km, Dharmapuri Hogenakkal Highway, Indur Post, Dharmapuri District-636 803 in his letter

No.SRTS-II/DPI/CAO/SS/F-101/2015/781, dated 02.09.2015, addressed to the District Collector, Dharmapuri District,

among other things, has requested to declare the area of 112.261 acres at Somenahalli Village Survey Nos. 102/1C2 to

149/5 and at Pangunatham Village Survey Nos.54/3B2B to 61/1 in Nallampalli Taluk, Dharmapuri District belonging to

Power Grid Corporation of India Limited, wherein the substation, a vital infrastructure installation is evacuating the power

from the upcoming new generating stations in the coastal districts of Tamil Nadu (Thoothukudi and Nagapattinam districts)

and transmitting from the Somenahalli & Madhugiri (Karnataka), Salem and further inter connection to TANGEDCO,

Dharmapuri District, as Prohibited Place, under sub-clause (d) of clause (8) of section 2 of the Official Secrets Act, 1923

(Central Act XIX of 1923);

AND WHEREAS, based on the reports and recommendations of the Revenue Divisional Officer and the

Superintendent of Police, Dharmapuri District, the District Collector, Dharmapuri in his letters ந.க.எண். 15706/2020/சி3,

dated 15.05.2025, 24.06.2025 and 27.10.2025 has recommended to declare the premises of M/s.Power Grid Corporation

of India Limited, 765/400 KV Substation, located at Somenahalli and Pangunatham villages in Dharmapuri District to an

extent of 112.21 acres as "Prohibited Place" under the Official Secrets Act, 1923 (Central Act XIX of 1923);

AND WHEREAS, the Collector, Dharmapuri District has informed that the total area of the land of 112.21 acres at

Somenahalli Village Survey Nos.102/1C2 to 149/5 and at Pangunatham Village Survey Nos.54/3B2B to 61/1 in Nallampalli

Taluk, Dharmapuri District has been acquired by the Power Grid Corporaiton of India Limited, through compulsory land

acquisition and land alienation method (Poramboke lands);

AND WHEREAS, the Deputy Inspector General of Police, Intelligence (Security), Security Branch CID, Chennai-600 028,

in the letter No.SCA.3. No.2696-1/2024/C, dated 29.05.2024, has also recommended to declare the above premises as

"Prohibited Place" under sub-clause (d) of clause (8) of section 2 of the Official Secrets Act, 1923 (Central Act XIX of 1923);

AND WHEREAS, the reports/recommendations of the Collector, Dharmapuri District and the Deputy Inspector

General of Police, Intelligence (Security), Chennai-600 028, were examined carefully and the Government have come

to a conclusion that it is necessary to declare the premises of M/s.Power Grid Corporation of India Limited, 765/400 KV

Substation, located at Somenahalli and Pangunatham villages, Nallampalli Taluk, Dharmapuri District, as specified in the

Schedule, as "Prohibited Place" under sub-clause (d) of clause (8) of section 2 of the Official Secrets Act, 1923 (Central

Act XIX of 1923), on the grounds that the premises is being dealt with for transmission of power (electricity works); that

any information with respect thereto, or damage thereto, or the destruction or obstruction thereof, or interference therewith,

would be useful to an enemy;

AND WHEREAS, in pursuance of clause (1) of Article 258 of the Constitution of India, the Government of India,

Ministry of Home Affairs, New Delhi, have in its Notification No.S.O.1285, dated the 4th May 1963, published in the

Gazette of India, dated the 11th May 1963, entrusted to the Government of Tamil Nadu, the functions of the Central

Government in relation to any matter specified in sub-clauses (c) and (d) of clause (8) of section 2 of the Official Secrets

Act, 1923 (Central Act XIX of 1923);

NOW, THEREFORE, in exercise of the powers conferred by sub-clause (d) of clause (8) of section 2 of the Official

Secrets Act, 1923 (Central Act XIX of 1923), the Governor of Tamil Nadu hereby declares, with effect on and from the date

of publication of this Notification in the Tamil Nadu Government Gazette, the premises of M/s.Power Grid Corporation of

India Limited, 765/400 KV Substation, located at Somenahalli and Pangunatham villages, Dharmapuri District, as specified

in the Schedule below, to be a "Prohibited Place" for the purposes of the said Act:-
