1997) – Messrs Fly World Shares Private Limited, Madurai
District - Default in return of deposits by the financial
establishment - Ad-interim order attaching the movable
property of the said financial establishment under section
3 of the said Act - Orders - Issued.]

No.C1/EOW/3695/2023-3, dated 16.03.2025.
Order: No. 214, Home (Police-XIX), dated 3rd November
2025.
WHEREAS, complaints have been received from a
number of depositors that Messrs Fly World Shares Private
Limited, Madurai District, a financial establishment, has
defaulted the return of deposits made by the depositors
after maturity;
AND WHEREAS, the Government are satisfied that
the said financial establishment is not likely to return the
deposits to the depositors and hence, the Government
have to protect the interests of such depositors;
AND WHEREAS, in addition to the properties ad-
interimly attached in the Government Order first and
second read above, the movable properties specified in the
Schedule to this Order are alleged to have been procured
by the said financial establishment from and out of the
deposits collected from the depositors;
NOW, THEREFORE, in exercise of the powers
conferred by section 3 of the Tamil Nadu Protection of
Interests of Depositors (in Financial Establishments)
Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of
Tamil Nadu hereby makes an ad-interim Order attaching the
movable property i.e., cash seized during house search of
the Accused No.4-Manojkumar (Manager) of the defaulted
financial establishment, namely, Messrs Fly World Shares
Private Limited, functioned at Door No.21-A, Senthamarai
Transport Building, Bethel Nagar, Kalavasal, Madurai, as
specified in the Schedule to this Order and transfers the
control over the said movable property to the Competent
Authority, namely, the Competent Authority and District
Revenue Officer, Dindigul District, appointed under the said
Act.
2. The Competent Authority and District Revenue
Officer, Dindigul District is requested to pursue further
action in accordance with the procedure laid down in sub-
sections (3) and (4) of section 4 of the said Act and also
the formalities prescribed in the Tamil Nadu Protection of
Interests of Depositors (in Financial Establishments) Rules,
1997.
3. The Special Public Prosecutor, Special Court for
the Tamil Nadu Protection of Interests of Depositors (in
Financial Establishments) Act, 1997, Madurai is requested
to render necessary assistance to the Competent Authority
and District Revenue Officer, Dindigul District in filing the
application before the Special Court constituted under the
said Act.

the immovable properties of the defaulted financial
establishments, namely, Messrs Neomax Properties
Private Limited and its sister concerns, functioned at Door
No. 85, Subramaniya Pillai Street, Ricky Tower 2nd Floor,
By-Pass Road, S.S.Colony, Madurai, as specified in the
Schedule to this order and transfers the control over the
said immovable properties to the Competent Authority,
namely, the Superintendent of Police, South Zone,
Economic Offences Wing, appointed under the said Act.
2. The Competent Authority/Superintendent of Police,
South Zone, Economic Offences Wing is requested to
pursue further action in accordance with the procedure
laid down in sub-sections (3) and (4) of section 4 of
the said Act and also the formalities prescribed in the
Tamil
Nadu
Protection
of
Interests
of
Depositors
(in Financial Establishments) Rules, 1997.
3. The District Revenue Officers, Madurai and Theni
Districts are requested to render necessary assistance
in attachment process on the properties located in their
district, which is attached in the Schedule, to the Competent
Authority/Superintendent of Police, South Zone, Economic
Offences Wing.
4. The Special Public Prosecutor, Special Court for
the Tamil Nadu Protection of Interests of Depositors (in
Financial Establishments) Act, 1997, Madurai, is requested
to render necessary assistance to the Competent Authority
and Superintendent of Police, South Zone, Economic
Offences Wing in filing the application before the Special
Court constituted under the said Act.

WHEREAS, complaints have been received from
a number of depositors that Messrs Blessing Agro
Farm India Private Limited, Madurai District, a financial
establishment, has defaulted the return of deposits made
by the depositors after maturity;
AND WHEREAS, the Government are satisfied that
the said financial establishment is not likely to return the
deposits to the depositors and hence, the Government
have to protect the interests of such depositors;
AND WHEREAS, in addition to the movable and
immovable
properties
ad-interimly
attached
in

Government Orders first to sixth read above, the immovable
properties specified in the Schedule to this order are alleged
to have been procured by the said financial establishment
from and out of the deposits collected from the depositors;

NOW, THEREFORE, in exercise of the powers
conferred by section 3 of the Tamil Nadu Protection of
Interests of Depositors (in Financial Establishments)
Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of
Tamil Nadu, hereby, makes an ad-interim order attaching
the immovable properties owned by the accused No.5 –
Joseph Jeyaraj and the defaulted financial establishment,
namely, Messrs Blessing Agro Farm India Private Limited
functioned at Door No.10-E and 1K Kajiar Complex, North
Gate, SS Colony, Madurai, as specified in the Schedule
to this order, and transfers the control over the said
immovable properties to the Competent Authority, namely,
the Competent Authority / Superintendent of Police, South
Zone, Economic Offences Wing appointed under the said
Act.
2. The Competent Authority / Superintendent of
Police, South Zone, Economic Offences Wing is requested
to pursue further action in accordance with the procedure
laid down in sub-sections (3) and (4) of section 4 of
the said Act and also the formalities prescribed in the
Tamil Nadu Protection of Interests of Depositors (in
Financial Establishments) Rules, 1997.
3. The District Revenue Officer, Madurai District
is requested to render necessary assistance to the
Competent Authority/ Superintendent of Police, South
Zone, Economic Offences Wing, in attachment process on
the properties located in their district, which are attached
in the Schedule to this order.
4. The Special Public Prosecutor, Special Court for
the Tamil Nadu Protection of Interests of Depositors (in
Financial Establishments) Act, 1997, Madurai is requested
to render necessary assistance to the Competent Authority
and District Revenue Officer, Madurai District in filing the
application before the Special Court constituted under the
said Act.

Wing, appointed under the said Act.
2. The Competent Authority/Superintendent of Police,
South Zone, Economic Offences Wing is requested to
pursue further action in accordance with the procedure

2. The Competent Authority / District Revenue
Officer, Salem District, is requested to pursue further
action in accordance with the procedure laid down in sub-
sections (3) and (4) of section 4 of the said Act and also
the formalities prescribed in the Tamil Nadu Protection
of Interests of Depositors (in Financial Establishments)
Rules, 1997.
3. The Special Public Prosecutor, Special Court
for the Tamil Nadu Protection of Interests of Depositors
(in Financial Establishments) Act, 1997, Coimbatore
is requested to render necessary assistance to the
Competent Authority and District Revenue Officer, Salem
District in filing the application before the Special Court
constituted under the said Act.
