In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in
supersession of the Telangana Handicapped Welfare Subordinate Service Rules issued in G.O.Ms.No.25, WD,
CW &L (WH.Desk) Dept. dt: 15.3.1990 and as amended subsequently from time to time, the Governor of Telangana
hereby makes the following Special Rules for the Telangana State Welfare of Disabled & Senior Citizens Subordinate
Service:-
RULES
1.
Short Title:
These rules may be called the Telangana State Welfare of Disabled & Senior Citizens Subordinate Service
Rules, 2022.

The following categories of posts shall constitute the Telangana

Note-1:50% of the number of vacancies in the categories of Warden
Grade-I [Class-A,Category(2)(a)], Matron Grade-I [Class-A, Category
(2)(b)], and Trained Graduate Teachers [Class-B,Category (2)] shall be
filled by Direct Recruitment and 50% posts shall be filled by promotionin
the ratio of 1:1.
Note-2 :For purpose of promotion to the post of Superintendent of Homes
[Class-A,Category (1)] a combined common seniority list of Warden
Grade-I and Matron Grade-I [Class A - Category (2)(a) &(2)(b)] shall be
prepared.
Note-3: The subject - wise seniority shall be prepared in the category (2)
of Class-B i.e., Trained Graduate Teacher posts for the purpose of
promotion to the Category (1) of Class-B i.e. Post Graduate Teachers.
Note- 4: For the promotions to Trained Graduate Teachers from
categories (3) to (6) and (8) of Class-B, subject-wise promotions shall be
considered. A combined common seniority list of Audiologist-cum-Speech
Therapist, Mobility Orientation Training Teacher, Craft Instructors and
Music Teachers shall be prepared.
NOTE 5: The filling up of posts of Trained Graduate Teachers, by way of
promotion, shall be in the order of a cycle of 9vacancies as detailed below,

as per subject requirement. If no qualified candidates in the category of
Audiologist-cum-Speech Therapist, Mobility Orientation Training Teacher,
Craft Instructor & Music Teacher are available at that time, the vacancy
shall be filled by qualified Secondary Grade Teacher (SGT).

4.Reservation:-
(a) The Rule of Special Representation as per General Rule 22 & 22-A
shall apply to appointments by Direct Recruitment to the various
categories in this service.
(b) In the matter of Direct Recruitment to the posts of Matron Grade-I,
Nurse and Matron Grade-II [Category (2)(b), Category-(3) and
Category-(4)(b) of Class-A] and Craft Instructor [Category (6) of Class-
B], Music Teacher [Category (8) of Class-B] shall be reserved to be
filled by women only.
(c) 4% of the posts meant for Direct Recruitment shall be reserved in
favour of Persons with benchmark Disability, in respect of the various
categories of posts.
5. Qualifications:
No person shall be eligible for appointment to the category specified in
column (1) by the method specified in the corresponding entry in column (2) and
shall possess the qualifications specified in column (3) thereof.

B.P.EdDegreeof any University in India

(ii) Must possess Intermediate Certificate
issued by the Board of Intermediate
Education and an under graduate diploma
in Physical Education.
(8)Music Teacher
By direct
recruitment
(i) Must be a Bachelor’s Degree of any
University

incorporated by or under a Central Act,
Provincial Act or a State Act or by an
Institution recognized by the University
Grants Commission or its equivalent
qualification; and
(ii) Must possess a Diploma in Carnatic
Vocation Music from the Government
College of Music or from a recognized
Institution by State Government and a
Technical Teacher Certificate of State
Government.
6. Age:
No person shall be eligible for appointment by direct recruitment if she/he
has completed Thirty Four years of age as on the first day of July of the year in
which the notification for selection is made.
7. Minimum Service:
No person shall be eligible for appointment by promotion unless he has
put in not less than three years of service in the category from which promotion is
made.
8. Probation:
(a) Every person appointed by direct recruitment to any of the posts shall from
the date on which he commences his probation, be on probation for a total
period of two years on duty within a continuous period of three years.
(b)Every person appointed to any of the posts either by promotion or
appointment by transfer shall from the date on which he commences his
probation, be on probation for a total period of one year on duty within a
continuous period of two years.

9. Tests:
Every person appointed by direct recruitment to the posts of Warden Grade-I
[Class-A, Category (2)(a)], Matron Grade-I [Class-A Category (2)(b)] shall pass
the Accounts Test for Subordinate Officers Part-I within the period of probation.
10. Unit of Appointment :-
For the purpose of Recruitment, Appointment, Discharge for want of
vacancy, Re-appointment, Posting and Transfers to the post specified in Column
(2) of the Table below, the Unit of Appointment shall be as specified in Column-

11. Savings:
No person who has been appointed before the issue of these rules, to any
of the posts mentioned in these rules, shall be disqualified from holding the said
posts if he/she does not possess the qualifications etc., mentioned in these rules,
and the appointment shall not that could be deemed as not in accordance with
these rules.
