Public Notice
39. The undersigned-complainant informs in
public interest and without any intention to
defame or violate any law in force in Goa that he
has lodged complaints against three Police Officers
of the Goa Government for gross negligence in
discharging their duties. The three are : 1) Ex-P.I.
Devendra Gad (retired) 2) PSI Dinesh Gadekar 3)
PSI Videsh Shirodkar, all Police Officers and 4) APP
Ralston Barreto attached to the JMFC “C” Court at
Mapusa as on February 25, 2017. The undersigned
is publishing this under Article 19(1) (a) of the
Constitution only in public interest for the
information of the authorities due to immense loss
and injury caused to him.
The undersigned has alleged gross delay in
lodging F.I.R. 69/2011 of nearly one year by (Retd.)
P.I. Devendra Gad and PSI Dinesh Gadekar which
helped the Accused No. 1 Ritesh Gadkar, Clerk in
the Village Panchayat of Salvador do Mundo to
erase an alleged bogus entry 2190 in the inward
register of the Panchayat and overwrite the name
of Accused No. 3 Mahadev Shirodkar to allegedly
concoct a story that he had made a mistake. The
Accused No. 1 did this with the alleged connivance
of Accused No. 2, Bhagwant Ladu Naik, ex-
panchayat member of the Village Panchayat of
Salvador do Mundo from Ward VII (Gangoz) to assist
Accused No. 3 Mahadev Shirodkar to grab a plot of
land worth at least Rs. 50 lakhs admeasuring 1250
square metres in Survey No. 407/Part 14 of Salvador
do Mundo where he has allegedly built an illegal
house. Accused No. 3 is married to the daughter of
Roghuvir Naik, who is the paternal uncle of
Accused No. 2. Accused No. 3 has filed an
OFFICIAL GAZETTE — GOVT. OF GOA
SERIES III No. 47

1803
application to be declared as a Mundkar of Survey
No. 407/Part 14 to legalize his house built without
permission of any authority. This application is
pending before the Hon’ble Mamlatdar’s Court
while the undersigned has lodged a complaint
before the Deputy Director of Panchayats at Panjim.
The undersigned has alleged that two I.Os, PSI
Dinesh Gadekar and PSI Videsh Shirodkar did not
include Mahadev Shirodkar as a third accused
although the alleged crime by Accused Nos. 1 and 2
was done to assist him to legalize his illegal house
built between December, 2008 and January, 2009 in
Survey No. 407/Part 14. Accused No.1 Ritesh Gadkar
has admitted to the Director of Panchayats that he
has erased and overwritten the name of Accused
No. 3 but claimed it was a mistake. Accused No. 1
allegedly slipped inside a bogus application inside
the Panchayat file within the Panchayat office dated
January 15, 2009 by Accused No. 3 to assist and
benefit him to grab the land. The undersigned has
alleged no such application was ever made.
Hon’ble Magistrate Dvijple Patkar who was
earlier presiding over the JMFC “A” Court at
Mapusa issued a bailable and non bailable warrant
for the arrest of PSI Videsh Shirodkar for not
responding to summons to clarify why there was a
separate charge-sheet filed against Mahadev
Shirodkar in 47/S/2014 in the A Court when he
should have been made an accused in the same
charge-sheet against Accused Nos. 1 and 2 named
above in c.c. 240/S/2013 filed in the C Court of
JMFC N. S. Amonkar who discharged both the
Accused. Only after the discharge did PSI Videsh
Shirodkar appear in the A Court and submit a
discharge application for Accused Nos. 1 and 2
while stating the complaint against Accused No. 3
Mahadev Shirodkar should continue before the A
Court. The undersigned has complained against
PSI Dinesh Gadekar and Videsh Shirodkar to the
DGP.
The undersigned has also complained against
APP Ralston Barreto to the Home Department for
allegedly not informing Hon’ble Magistrate
Amonkar that there was a third accused in the
matter before the discharge order. Barreto recused
himself from the matter only on December 5, 2016
after the judgment in Criminal Revision Petition
No. 10 of 2015 of the Hon’ble District Judge P. V.
Sawaikar directed restoration of the case. Barreto
had earlier refused to submit the allegedly wrong
discharge order for revision.
Dated: 22nd February, 2017.
