Under Section 144 of the Code of Criminal

Procedure, 1973

Whereas, it is apprehended that assemblies,

processions and morchas are likely to be carried

out during the Fifteenth Session of Sixth Legislative

Assembly of the State of Goa convened at 11.30 a.m.

on 28-02-2017 and such activities are likely to create

not only traffic congestion, but also disturbance to

the smooth and peaceful functioning of the

Assembly;

And whereas, I am satisfied that adoption

of immediate preventive measures are necessary

for the maintenance of public peace, order and

tranquility;

And whereas, I am satisfied that there are

sufficient grounds for proceeding under Section

144(1) of the Code of Criminal Procedure, 1973 and

that the circumstances do not allow the serving of

notice individually.

Now, therefore, in exercise of the powers vested

in me under Section 144(1) of the Code of Criminal

Procedure, 1973, I, Nila Mohanan, IAS, District

Magistrate, North Goa, do hereby prohibit:-

a) Assembly and gathering of five or more

persons and taking out or organising of

processions.

b) The carrying of firearms or weapons of

offences such as lathis, swords, daggers or

spears.

that the above restriction shall not apply to public

servants on duty and to bonafide marriage or

funeral processions or any special occasion or

occasions which in the opinion of the District

Magistrate/Additional District Magistrate/Sub-

Divisional Magistrates, are genuine and for which

prior permission in writing has/have been be

obtained from the District Magistrate/Additional

District Magistrate or the Sub-Divisional

Magistrate concerned.

This order shall come into force w.e.f. 7.00 a.m.

of 28-02-2017 and shall remain in force till the

Assembly Session is over.

In exercise of the powers conferred on me

under Section 112 of the Motor Vehicles Act, 1988,

and Rule 264A of the Motor Vehicles Rules, 1991 as

amended in 2005 and as recommended by the

authorities mentioned above, I, Nila Mohanan, IAS,

District Magistrate, North Goa hereby notify the

replacement of the Thick Strips (20 Nos.) of white

thermoplastic fluorescent paint near ferry ramp i.e.

main road at Sao Pedro, Ribandar, Tiswadi-Goa with

Rumbler Strips (05 Nos.) within the jurisdiction of

Village Panchayat Sao Matias in Tiswadi Taluka.

The above Rumbler Strips shall be painted with

white thermoplastic fluorescent paint and fixed

with blinkers for better visibility.

Further, in exercise of the powers conferred on

me under Section 116 of the above Act, I also

authorise the erection of cautionary signboards

“Rumbler Strips”, “Go Slow” & “Sharp Turn” in

order to regulate the motor vehicular traffic.

The Secretary, Village Panchayat Sao Matias,

Tiswadi and P.W.D. (Engineering Cell) are directed

to publish this notification through the Director of

Information and Publicity in newspapers and to

make necessary arrangement to erect the Rumbler

Strips at the place indicated above as per the

specification laid down by the Ministry of Road

Transport and Highways and as published in the

Official Gazette by the Government of Goa and

report compliance within fifteen days time.
