Under Section 144(1) of the Code of Criminal

Procedure of 1973

Whereas a report has been received from the

Superintendent of Police, North Goa, vide Nos. SP/

/North/Reader/792/2017 dated 06-04-2017, inter-

-alia, stating that the entry of associates/members of

Shri Ram Sena and its leader Shri Pramod Muthalik

is to be prohibited as their aggressive statements

and comments could hurt the feelings of certain

groups and create possibility of violence and serious

law and order problems. This could adversely affect

peace, harmony and create fear in the minds of the

public and tourists;

And whereas, after having carefully examined the

material put forth by the Superintendent of Police, I

am satisfied that there are sufficient grounds for

proceeding under Section 144 of the Criminal

Procedure Code, 1973 to prevent the entry of the

associates and members of “Sri Ram Sene” and its

leader, Shri Pramod Muthalik into the jurisdiction of

North Goa District as there is every possibility of

disturbance to law and order and danger to public

safety due to their aggressive statements or speeches

that could hurt the sentiments of certain groups of

the public and instigate violence, thus adversely

affecting public peace and tranquility;

And whereas, the circumstances do not allow

the serving of notice individually.

Now therefore, in exercise of the powers vested

in me under Section 144(1) of the Code of Criminal

Procedure, 1973, I, Nila Mohanan, IAS, District

Magistrate, North Goa, do hereby ban the entry of

Shri Pramod Mutalik, son of Hanumant Rao Mutalik,

leader of “Sri Ram Sene” and any of his associates

or members within the jurisdiction of the North

Goa District for a period of 60 days with effect

from 07-04-2017.

18-03-2017 of the Superintendent of Police

(Traffic), Panaji.

In exercise of the powers conferred on me

under Sections 115 & 116 of the Motor Vehicles

Act, 1988 and as recommended by the Superin-

tendent of Police (Traffic), Panaji and in view of the

ongoing construction work of third bridge across

Mandovi River I, Nila Mohanan, IAS, District

Magistrate, North Goa hereby order the following

temporary traffic arrangements from 08:00 hrs. to

22:00 hrs. as under:

From 8:00 hrs. to 22:00 hrs. all the heavy/

/medium commercial goods vehicles shall

be diverted at Karaswada junction and

Banastarim junction to proceed via Assnora -

Bicholim to their respective destination.

During the restriction timing if the heavy/

/medium commercial goods vehicle carrying

perishable or essential goods desires to

proceed beyond Karaswada Junction and

Banastarim Junction, they will be allowed only

after seeking written permission from Traffic

Headquarters, Altinho, Panaji and will have to

paste the same on the windscreen.

All the inter-state buses coming from

Karaswada side will not be allowed to cross

Hotel Green Park Junction after 08:00 hrs. and

they will have to curtail their journey at

Mapusa itself.

The above traffic arrangements shall be effective

till the completion of work.

Further, in exercise of the powers conferred on

me under Section 116 of the above Act, I also

authorize the erection of traffic signboards in order

to regulate the motor vehicular traffic.

The Public Works Department in consultation

with Superintendent of Police (Traffic) shall publish

this Order through the Director of Information and

Publicity in newspapers and to make necessary

arrangements to erect necessary signboards at all

the prominent places indicated above and report

compliance within fifteen days time.
