Whereas, vide Order No. 6/1/2006-PER dated

12-04-2006, Smt. Shanti Makwana Harding, Section

Officer in Secretariat, was promoted on ad hoc basis

to Junior Scale of Goa Civil Service in the pay scale

of ` 8000-275-13500;

And whereas, the ad hoc appointment of

Smt. Harding was extended time to time until

31-12-2018;

And whereas, Smt. Harding vide Order

No. 6/16/2012-PER dated 17-10-2013 was posted as

Deputy Director (Apna Ghar);

And whereas, while functioning as Deputy

Director (Apna Ghar), a disciplinary proceeding

was initiated against Smt. Harding and was placed

under suspension in exercise of the powers

conferred by sub-rule (1) of Rule 10 of the Central

Civil Services (Classification, Control and Appeal)

Rules, 1965, vide Order No. 15/13/2013-VIG/2227

dated 12-11-2013;

And whereas, vide Order No. 15/13/2013-VIG/

/341 dated 12-02-2014, the disciplinary authority

revoked the suspension of Smt. Harding without

prejudice to the disciplinary proceeding initiated

against her, under Rule 14 of the Central Civil

Services (Classification, Control and Appeal) Rules,

1965;

And whereas, the ad hoc appointment of

Smt. Harding to Junior Scale of Goa Civil Service

was extended till 31-12-2017;

And whereas, a proposal to extend the ad hoc

promotion for a further period upto 30-06-2019 was

referred to GPSC vide letter No. 5/9/2017-PER dated

16-01-2019 since the recommendations in respect

of Smt. Harding for regular promotion in Junior

Scale of Goa Civil Service were kept under sealed

cover;

And whereas, the Directorate of Vigilance vide

letter No. 1/3/2019-VIG/PER (Part I)/903 dated

22-03-2019 informed this department that a major

penalty of reduction to a lower stage in the time

scale of pay for three years without any increments

during three years with cumulative effect has been

imposed upon Smt. Harding vide Order dated

06-02-2019;

And whereas, GPSC vide its letter No. COM/II/

/11/42(2)/2016/768 dated 05-08-2019 has not agreed

to grant extension of ad hoc promotion to

Smt. Harding in view of the penalty imposed on

her by the Directorate of Vigilance and has further

informed that since the penalty is imposed on her,

the findings of the sealed cover cannot be acted

upon and her case for promotion has to be

considered by the next DPC in the normal course

and therefore Smt. Harding has be reverted to the

substantive post.

Now therefore, Smt. Shanti Makwana Harding is

hereby reverted to the post of Section Officer in

Secretariat (Group ‘B’ Gazetted) in the Level 7 of

the pay matrix as per Central Civil Service (Revised

Pay) Rules with immediate effect.
