Whereas, the Government had issued
Notification No. 19/DP/ZP/ELN/2020/129 dated
10-01-2020 in Form No. 1A as provided under Rule
10(1) of the Goa Panchayat and Zilla Panchayat
(Election Procedure) Rules, 1996 in respect of twelve
Blocks/Talukas notifying that an election will be
held on 15th March, 2020 to elect the members of
the North Goa Zilla Panchayat comprising of
25 territorial constituencies and South Goa
Zilla Panchayat comprising of 25 territorial
constituencies and accordingly, it was informed
that nomination papers may be delivered by a
candidate to a Returning Officer in his office
between such hours as to be fixed by the State
Election Commission.
And whereas, the aforesaid Notification in
respect of twelve Blocks/Talukas was published in
Official Gazette (Extraordinary), Series II No. 41
dated 15-01-2020 for information of all concerned.
And whereas, it has come to the notice of the
Government that the said date of election on
15-03-2020 is in conflict with the “Shigmo” festival
which is celebrated on large scale in rural Goa
during which different villages celebrate Holi on
different days across Goa.
And whereas, in view of above reasons, the
Government is of the opinion that it is necessary
in the public interest to change the date of election
so fixed to a suitable fresh date by postponing the
elections with the previous sanction of the Goa
State Election Commissioner.
And whereas, vide letter No. 5/26/GZPNS/Elect/
/2019-SEC/209 dated 11-02-2020, the State Election
Commission has accorded sanction for postponing
the elections to a fresh date, i.e. 22nd March, 2020
in terms of Rule 10(4) of the Goa Panchayat and
Zilla Panchayat (Election Procedure) Rules, 1996.
Now, therefore, it is hereby informed to all
concerned that Notification No. 19/DP/ZP/ELN/
/2020/129 dated 10-01-2020 in Form No. 1A in
respect of twelve Blocks/Talukas notifying that an
election will be held on 15th March, 2020 stands
rescinded.
Notification in Form No. 1A in respect of twelve
Blocks/Talukas notifying the fresh date of election
to be held on 22nd March, 2020 is being issued
separately.
