1. The PWD shall deploy maximum Traffic
Marshals round the clock for guiding the
motorist/regulating vehicular traffic during
laying crossing of sewer lines.
2. The PWD shall install red lamps/lights at the
construction site for clear visibility during
night time.
3. No construction material should be dumped
on the road causing obstruction to the road
users and motorists.
4. Sufficient traffic signages/directional boards
should be erected at road closure points for
the information of motorists and other road
users.
5. Material used for barricading the road should
be painted with fluorescent paint/tape for
better visibility during the night hours.
6. PWD under taking the work of laying sewer
pipe line, before blocking the approach road
to any house or colony shall construct
temporary pathway to allow to and fro
movements of the vehicles of the residents.
7. Wherever across road cutting will be taken
up, the work shall be carried out on half
portion of the road at a time to allow normal
vehicular flow on remaining portion of the
road.
8. After completion of the work entire place
should be cleaned from all types of debris,
mud etc. and the road shall be brought down
to its normalcy for the use of motorists and
other road user.
9. Notice shall be given through Press/Media
regarding closure of the road for the
information of all concerned.

10. Prior permission from other competent
authorities including District Police shall be
obtained well in advance.
11. The work shall be necessarily completed
before the stipulated date and the road should
be made free for vehicular flow after
resurfacing the same.
12. The permission is subject to cancellation/
/revocation at any moment.

The Executive Engineer, W. Div. XVIII(R), P.W.D.,
Ponda-Goa, vide letter No. PWD/Div-XVIII(R)/TECH/
/F-26/2019-20/1182 dated 13-01-2020 has informed
that the site proposed for installation of speed
breakers near Government Primary School,
Deulwada, Borim i.e. internal road leading from Top
Cola Borim to Shirshirem, has been inspected by
Sub Divisional Officers and the proposal for hump
type speed breakers along with signboards, 05
meters away on either side of Top Cola Shirshirem
road near Government Primary School, has been
recommended, in order to ensure safety of school
going students and other road users and to keep a
check on the speed of vehicular traffic as per the
annexed sketch. The Executive Engineer W. Div.
XVIII(R), P.W.D., Ponda-Goa, shall take the necessary
steps for erection of “Hump type Speed Breaker”.
The work be strictly as per the specification
alongwith the installation of necessary cautionary
signboards and road marking of thermoplastic paint,
fixing of cat eyes, as per IRC specification laid down
by the Ministry of Road, Transport and Highways
and as published in the Official Gazette Series I
No.15th July, 2005 by the Government of Goa. The
signboards shall be installed as per specifications
laid in the Seventh Scheduled under the Goa Motor
Vehicles (Amendment) Rules, 2005 & shall be
located 40 meters in advance of the Hump type
Speed Breaker and at the placement of the speed
breaker and to submit compliance report within 30
days.
Non-compliance of the Order amounts to be an
offence u/s 188 of I.P.C., 1860.
