Order

No. 3/5/Urban/TS-II/SZ/2020/RCS/Suppl-I/5958

Whereas, the Visionaries Urban Co-operative

Credit Society Ltd., Loutolim, Salcete-Goa (herein-

after referred to as “the said society”) was

registered on 16th April, 1999 under registration

No. 8/RES(a)-85/South Goa/99 with its area of

operation confined to entire Salcete Taluka.

And whereas, the main object of the society is

to cater the financial needs of its members by

providing loan at reasonable terms and conditions.

And whereas, as per statute the society have to

conduct its audit every year and place it before

the general body for its approval. Accordingly audit

has been conducted regularly till 2017-2018.

And whereas, the members being aggrieved

with the management of the society for not

honoring their fixed deposits on maturity,

addressed their grievances before the Economic

Offence Cell and the Registrar being the regulatory

Authority, the matter was referred to him seeking

detailed report.

And whereas, it has been reported by the

Assistant Registrar of Co-operative Societies, South

Zone, Margao that the society have sustained

continuous loss since 2012-2013. The details of

which are as under:

Years

(Rs.)

2012-2013

2,68,17,947.88

2013-2014

2,86,65,467.51

2014-2015

2,44,62,125.00

2015-2016

3,29,36,804.15

And whereas, it is reported that Miss Leonie C

D’Silva, Ex-Secretary has illegally purchased in her

personal name a policy bearing No. 13903873 dated

27-02-2009 amounting to Rs. 10,00,000/- from

Reliance Life Insurance and the said amount of

Rs. 10,00,000/- was paid from the society’s fund by

cheque bearing No. 243683 of Axis Bank, Margao.

The said policy was auto surrendered on 9-03-2012

and an amount of Rs. 10,62,664/- was paid to Miss.

like advancing loans beyond the prescribed limits,

utilization of funds for purchase of properties etc.

were also reported.

And whereas, as per the financial statement on

resources and utilization, the society has eroded

the deposits of the members as the society does

not have any sizable investments. The ratio of CRR

is 0.32% and SLR is 5.11% which is far below then

the required norms. The outstanding loan amount

also appears to be doubtful.

And whereas, from the financial parameters of

the society it appears that the entire 51% of deposit

Therefore from the past experience and predicting

such type of unpleasant eventualities and to restrict

the society from carrying out the business in a

manner detrimental to the interest of the members/

/depositors in particular and the society in general,

the Government on receipt of the report from the

Registrar and in exercise of the powers vested in
