Order

No. 15/342/ADT/RCS/2020/1452

Read: 1. Inspection report dated 15-01-2020 in

respect to the Indraprastha Urban

Co-operative Credit Society Ltd.,

Ponda-Goa.

2. Letter No. 3/12/11-12/ARPZ/URB/ADM/

/3048 dated 04-03-2020 of the Asstt.

Registrar of Co-operative Societies, Ponda

Zone, Ponda-Goa.

Whereas, it is informed by the Asstt. Registrar of

Co-operative Societies, Ponda Zone, Ponda, Goa

vide letter referred at Sr. No. 2 above, that the

Indraprastha Urban Co-operative Credit Society

Ltd., Ponda-Goa has shown accumulated loss of

Rs. 25,11,396/- in its tentative statement of accounts

for the year 2015-16 and 2016-17. It is also reported

that the society has maintained only 2.36%

statutory liquidity which is far below required

percentage of 25% i.e. 5% in cash/Bank and 20%

investment as per prescribed norms.

And whereas, the Inspecting Officer vide report

read at Sr. No. 1 above has reported that:

1. The Indraprastha Urban Co-operative Credit

Society Ltd. has failed to draw the statement

of accounts as required under Section 73(4)

of the Goa Co-operative Societies Act, 2001.

2. The society has failed to undertake the audit

of accounts of the society from the year 2015-

-2016 onwards as required under sub-section

3 of Section 74 of the Act, and disclose its

true & fair view of the financial statements

before the members/depositors as per

mandatory requirements.

3. The annual returns has not been filed as per

Section 81 of the Goa Co-operative Societies

Act, 2001.

4. It is also reported that the society has

accepted different kinds of deposits from its

members to raise the funds and the said

funds are utilised to disburse the loan to

their needy members and earning incomes

in form of interest received on advances.

During the period under inspection, the

society has accepted deposit to the tune of

Rs. 31,67,187/- and whereas the total loan

outstanding of the society is Rs. 33,05,709/-

and total overdue amount of the society was

Rs. 13,89,822/- with 65 defaulter members.

Considering the above, there is wide scope to

believe that the functioning of the society is carried

out in violation of the various provisions of the Act,

Rules and Bye-laws of the society, the Board of

Directors have failed to perform their duties as laid

down under the Bye-laws of the society and

therefore there is every possibility that there can

be financial misappropriation/fraud in the various

accounts of the society.

Therefore, in order to protect the interest of the

members/depositors and for successful conduct of

the business and on all matters incidental thereto,

I, the Registrar of Co-operative Societies,

Government of Goa, Patto, Panaji-Goa feels it is

necessary to impose certain restrictions on the

Indraprastha Urban Co-operative Credit Society

Ltd., Ponda-Goa, in exercise of the powers vested

in me under Section 69 of the Goa Co-operative

Societies Act, 2001 give following directions:
