Whereas, the General Elections to 48 Constituencies of Zilla Panchayats of North and

South Goa Districts in the State of Goa will be conducted on 12-12-2020.

Now therefore, I, Chokha Ram Garg, IAS, State Election Commissioner, Goa State, in

exercise of the powers conferred upon me under Article 243K of the Constitution of India

and Section 237 of the Goa Panchayat Raj Act, 1994 read with Rule 49 of the Goa

Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996, do hereby notify that the

counting of votes in respect of General Elections to 48 Constituencies of Zilla Panchayats

of North and South Goa Districts in the State of Goa will be done on 14th December, 2020

from 8.00 hrs. till the counting is completed as mentioned below:-

In exercise of the powers conferred by sub-rule (4)

of Rule 99 of the Goa Excise Duty Rules, 1964, the

Government of Goa, being satisfied that it is

necessary in the public interest, hereby directs that

all licensed premises “for the sale of liquor” located

within the Zilla Panchayat Constituencies of North

and South Goa Districts, shall be closed from 00.00

hrs. on 11th December, 2020 to midnight of 12th

December, 2020, being the day of Polling and from

00.00 hours of 14th December, 2020 upto midnight

being the day of counting of votes within the

jurisdiction of the local body where counting is

taking place in view of General Elections to Zilla

Panchayats Constituencies of North and South Goa

Districts, 2020, in the State of Goa.

The licensed premises having licence for “Bar

and Restaurant” may be allowed to keep the

restaurant open for serving food only. However, the

Bar counter shall be closed and no liquor shall be

allowed to be served on the above mentioned days.

The owners of the license premises having “Bar &

Restaurant” shall also display a board in the

licenced premises, stating that no liquor will be

served and that the restaurant will be open for

serving food only.

In exercise of the powers conferred by Sections 5

and 8 of the Goa Excise Duty Act & Rules, 1964 (Act 5

of 1964) (hereinafter called the “said Act”), the

Government of Goa hereby prescribes that, notwith-

standing anything contained in the Government

Notifications No. 2/6/2014-Fin (R&C)/(A)/1386 dated

28-8-2014 and No. 2/6/2014 -Fin(R&C)/(B)/1389 dated

28-8-2014, both published in the Official Gazette,

Series II No. 22 dated 28-08-2014, the following shall

be the maximum quantity of liquor which can be

transported from one place to another in the State of

Goa, or which can be possessed by any person within

the said areas without a permit issued in accordance

with the provision of said Act and the Rules made

thereunder, shall be closed from 00.00 hours of 11th

December, 2020 to midnight of 12th December, 2020

being the day of Polling and from 00.00 hours of 14th

December, 2020 upto midnight being the day of

counting of votes within the jurisdiction of local body

where counting is taking place in view of General

Elections to Zilla Panchayats Constituencies of North

and South Goa Districts, 2020 in the State of Goa.

(a) Three quart bottles of Indian made foreign

liquor or foreign liquor other than beer and six bottles

of 650 ml. of beer for any person including his

family.

(b) Three quart bottles of country liquor for any

person including his family.

This Notification shall remain in force only from

00.00 hours of 11th December, 2020 to midnight of

12th December, 2020 being the day of Polling and

from 00.00 hours of 14th December, 2020 upto

midnight being the day of counting of votes in

view of General Elections to Zilla Panchayats

Constituencies of North and South Goa Districts,

2020 in the State of Goa.
