The Government of Goa is pleased to
introduce a Scheme for One-Time Financial
Assistance to the recognised State Sport
Association of the State’s Official Sport.
(1) Short title and commencement.— i. The
scheme will be known as “One-Time Financial
Assistance to the recognised State Sport
Association of the State’s Official Sport”
(hereinafter referred to as the ‘Scheme’).
ii. The scheme shall come into force at
once.
(2) Introduction.— i. The Government of
Goa endeavours to promote and develop
sports and physical fitness in the State. The
Directorate of Sports and Youth Affairs
through the Sports Authority of Goa (SAG)
has taken forward this endeavour by
organising various championships, running
Coaching Centres, Centres for physical fitness

and by providing financial assistance to the
State Sports Associations and Sports Clubs
to field teams at Nationals, Zonals and
International Championships and for
organising various Championships in the
State.
ii. The Government of Goa has declared
Football as a State Sports and has attached
considerable importance for the further
development of activities of the Sport.
iii. For the development of a particular sport
in the State, the contribution of that State
Sports Association is essential. Goa being a
small State, corporate companies do not look
forward to State Sports Association, as a
potential opportunity to market their product,
the ‘reach’ being limited. Goa having
produced two Arjuna Awardees and one
Olympian in Football, shows there is immense
talent in the Football.
(3) Objective.—The objective of the scheme
is to bolster the efforts of the State Sport’s
Association of the State’s Official Sport in
promoting and conducting of its activities in
the State.

(4) Eligibility.— i. The State Sport
Association should be of the Sport that has
been declared as the State Sport in the State.
ii. The State Sport Association should be
affiliated with the Union Sports Ministry
recognized National Sport Federation.
iii. The State Sport Association should be
registered with the Sports Authority of Goa.
iv. The State Sport Association should have
a valid registration with the Registrar of
Cooperative Societies.
v. The State Sport Association should have
at least one registered office in the State for
the last 5 years.
vi. The State Sport Association should have
had conducted as a part of its activities for
the last three preceding years, fulfilled the
following:
a. League championships in the State of
at least four different age groups, in a year.
b. Should have employed at least 15
employees, on full-time basis, in a year, for
administrative and technical works.
c. Should have under its control and
management at least one training facility
throughout the year.
d. Should have conducted selection trails
for fielding of the State Team at Zonal/
/National.
e. Should have conducted at least one
Youth Development Programme in a year.
vii. The State Sport Association should
submit the application is a prescribed format
enclosed as ‘Annexure A’.
viii. Audited statement of accounts for the
last three financial years should be
accompanied with the application form.
ix. A detailed schedule of activities for the
financial year 2020-21 should be submitted,
having a total outlay of at least Rs. 8 crores.
(5) Quantum of Financial Assistance.— i. A
maximum grant of Rs. 50.00 lakhs (Rupees
Fifty Lakh only) shall be provided, subject to
receipt of the application in the prescribed
format and fulfillment of the eligibility
criteria.
ii. This financial assistance shall be paid
through the Sport Authority of Goa (SAG)
who will be the implementing agency for this
scheme.
(6) Budget Allocation for Scheme: A
provision of Rs. 50.00 lakhs (Rupees Fifty
Lakh only) will be made available with the
Sports Authority of Goa to implement this
scheme.
(7) Interpretation of the provision of the
scheme.— If any question arises regarding
interpretation of any clause, word, expression
of the scheme, the decision about the
interpretation shall lie with the Government
and this decision shall be final and binding
on all concerned.
(8) Redresssal of grievances and dispute.—
Grievances if any, arising out of the
implementation of this scheme, the Secretary
to the Government in-charge of Sports
Department shall hear and decide such
matters and the decision of the Secretary to
the Government in this regard will be binding
on all concerned.
