Whereas, every Society shall maintain accounts and records as provided under Section 73 of the Goa

Co-op. Societies Act, 2001, hereinafter to be referred as ‘said Act’ and such accounts shall be audited

at least once in each financial year.

And whereas, as per provisions of Section 74 of the ‘said Act’, every Co-operative Society shall cause

to be audited by an auditor referred in sub-section (2) of Section 74 of the Act, appointed by the General

Body of the society.

And whereas, as provided in the said Section of the Act, no society shall appoint same auditor

consecutively for more than two years.

And whereas, the accounts of every society shall be audited within six months of the close of the

financial year to which such accounts relate.

And whereas, various co-operative societies are oblige to do Tax Audit in addition to Co-operative

Audit which not only leads to duplication of verification of statements of accounts but also leads to time

consuming and therefore need to be managed properly by appointing a common and familiar auditor.

Now therefore, in exercise of the powers vested in me under Section 74(2) of Goa Co-operative Societies

Act, 2001, I, Arvind B. Khutkar, Registrar of Co-operative Societies, Goa with the approval of the Government,

hereby constitute the Panel of Auditors comprising the Chartered Accountants, Certified Auditors and

Departmental Auditors for conducting Audit of Co-operative Societies Registered in the State of Goa.

For the purpose of Audit, Societies and Auditors are classified in the following manner.

The remuneration of auditors on the Panel of auditors and audit fees for those societies audited by the

Departmental auditors shall be fixed by the Registrar by issuing notification to that effect from time

to time.

It shall be ensured that the appointed Auditor be served with the notice of Annual General Body

Meeting and shall be entitled to attend the said meeting. It is mandatory on the part of the auditors to

abide with all the terms and conditions prescribed in the Annexure annexed to the application form and

any deviation in the said conditions shall be viewed seriously which may even amounts to expelling from

the Panel of Auditors.

The Societies, who have already appointed their Auditor for the year 2019-2020 as per the order of

panel of auditors dated 29-07-2020, need not require re-allotting the auditor as per this order.

In case a society’s AGM decided to get their audit done by Departmental Auditors then they shall

send their request to concern Assistant Registrar who will depute any one of the Auditor as per his

choice depending upon availability. The society cannot name any particular Government Auditor.

It shall also be ensured that the Auditor empanelled on Panel of Auditors, is not a defaulter member

of a particular society, whenever he/she is appointed as Statutory Auditor of the society.

The Auditors empanelled shall scrupulously follow the additional guidelines if any issued by RBI for

appointment of Statutory Auditor.

It is the principal duty of the Statutory Auditor to submit detailed report in the matter of financial

irregularities, mismanagement, misappropriation & frauds etc., if any, involving funds of the Co-op. Bank/

/Co-op. Societies observed during the course of Audit after fixing the responsibility against the concern

and file FIR with the Police Authorities and submit Special Report to that effect before the Registrar to

take recourse of action as provided under Section 82 of Goa Co-op. Societies Act, 2001.

The Auditor concerned shall prepare Audit Report in triplicate and submit one copy to the concerned

Co-operative Society/Bank and two copies of the same to the concerned office of the Asstt. Registrar of

Co-op. Societies of the respective jurisdiction.

The Auditors enlisted on the Panel are required to follow all the Circulars/Guidelines, Notification,

Orders issued by the Registrar and other Regulatory Authorities namely, Reserve Bank of India, NABARD

etc. from time to time. They shall also offer the comments on the Schemes/grants availed by the Coop.

Societies/Banks with their notable remarks and deviations/violations noted, if any.

The provision of sub-section (8) of Section 75 of the Goa Co-operative Societies Act, 2001 shall be

applicable to all the Auditors if they are found responsible for wilful omission or failure to report to the

Registrar of mismanagement, misappropriation of society’s funds or violation of any provision of the Act.

If re-audit of the society is called due to failure of auditor to identify or report irregularities in the

functioning of the society during the course of audit then audit fees paid for such audit shall be

reimburse from such auditors.

*An Auditor/Auditing firms can be removed from the Panel of Auditors for violation of duties of

and Boilers may make the factories eligible for such

auto-renewal based on the following conditions:

(i) Based on the closure of the findings of

Central Inspection System based inspection,

if any, conducted during previous period

and/or after evaluation of other risk

factors;

(ii) There is no change in the particulars

specified in License to Work a Factory in

Form 4 issued earlier for previous period

and/or no change in the Manager notified

in accordance with the prescribed

provisions;

(iii) The fee paid is as specified in Rule 6 of the

said Rules, as amended from time to time;

Application for renewal of Licence to Work a

Factory in respect of factories not meeting the

criteria laid down at (i) and/or(ii) above shall be

dealt with in accordance with the prevailing rules

in force.

The terms of reference shall be as per attached

annexure.

The term of Office of the State Steering

Committee (SSC) shall be for three years from the

date of its constitution or till the closure of the

STRIVE SCHEME, whichever is later, provided the

members representing the Industry and labour may

change by name and number depending upon the

necessity of the State Steering Committee from time

to time under specific orders of the Government.

Change in the Official members, if any, shall be on

the basis of the recommendation of the Director

(SD&E).

The State Steering Committee shall meet as

frequently as may felt necessary and otherwise at

least once in three months.

The non-official members, who attend the

meeting shall be paid a fixed honorarium of

Rs. 1500/- per meeting and no other TA/DA shall be

payable.

ANNEXURE

The Roles and Responsibilities of State Steering

Committee (SSC):-

1) SSC will be the apex body at the state level

and would be instrumental in reviewing the

implementation of the STRIVE project.

2) SSC would work in close co-ordination with

State Project Implementation Unit (SPIU).

3) Guiding and advising the work of the SPIUs

including State Apprenticeship Monitoring

Cell (SAMC) and authorizing reports to the

State Government, the Central Government,

the NSC, and the World Bank.

4) Assessing and recommending the Institute

Strategic Plan (ISP) of ITIs and proposals for Industry

Apprenticeship Initiative (IAI) from Industry

Clusters (ICs) for financing under the project.

5) Assisting selected ITIs in selection of Chairman

of Institute Management Committee, if

required.

6) Reviewing

implementation

progress

periodically and providing directions on

resolving the challenges faced in the

operations including reform activities.

7) Recommending to NSC proposal for use of

incentive funds for State reforms.

8) Reviewing and approving the Annual Work

Plan and Budget (AWPB) of the SPIU.

9) Overseeing operational activities of ITIs and

ICs covered under the project in the State.

10) Reviewing and approving the training plans

for the staff of SPIU and of Institutions.

11) Meeting quarterly, or more frequently as

required, to take stock of the project and

facilitate project implementation.

12) Scrutinizing and recommending proposals to

NSC for foreign training and study tours of

SPIU.

ANNEXURE – I

Terms of reference of the Committee

The following shall be the terms of reference for

the Committee:-

1. The Committee shall revise the Goa State

Water Policy 2000 by taking note of the draft

State Water Policy 2015 and the suggestions/

/comments received from the public and other

stakeholders in the possession of the Water

Resources Department.

2. The Water Resources Department shall

provide to the committee such data, statistics

etc. as it has in its possession necessary for

the finalization of the revised policy.

3. The Committee shall have the freedom to

co-opt any other expert as necessary. Such

additional member shall not however be

co-opted without obtaining the prior approval

of the Government.

4. The Committee shall finalize the revised draft

State Water Policy within a period of 4 months

from the date of its constitution.

5. The Committee shall regulate its own

proceedings and decide on the modalities and

procedures to be followed to carry out its

business.

6. The Committee may hold its proceeding either

by way of physical meetings in the Office of

the Chief Engineer, WRD, Porvorim-Goa or

virtually through video conferencing as per

their convenience or choice.

7. The Committee shall be entitled to receive

such logistical support and secretarial

assistance as is reasonably necessary for the

completion of its task.

8. The Government reserves the right to accept

fully or partially, modify/amend or reject

altogether the draft State Water Policy

prepared by the Committee.

ANNEXURE – II

Remuneration Payable to the Committee

1. Each member of the Committee will be paid

daily fees of Rs. 8000/- (Rupees Eight Thousand

only) for every day spent on work including

the day spent in travel for this work. The day

shall be defined as the time spent on work

pertaining to the Government of Goa

equivalent to an office working day. A half

working day may be calculated as half the

day and any other shorter period may be

neglected. The basis for payment will be the

diary of the member as certified by him/her.

2. Each member of the Committee will be

allowed T.A. for journey connected with his

work for the Government of Goa at the rates

admissible to Grade I officer of Government

of Goa, D.A. will also be admissible at the

highest rate admissible to a Group A Officer

of the Government of Goa. He/she is also

permitted to travel by air at his/her discretion.

In the case of railway journey, he/she will be

permitted to travel by A.C. Class I.

3. Each member of the Committee will be

allowed actual cost of pocket expenses for

stationery, typing work, postage and

telephone charges etc. subject to a maximum

of Rs. 500/- (Rupees Five Hundred only) per

month.

4. When in Goa, or outside the State, each

member of the Committee will be entitled to

travel by Government vehicles and stay at

Government bungalow and be given office

facilities and secretarial assistance as

admissible to an officer of his/her status.

Where Government accommodation is not

available, while on tour, he/she will be

provided free lodging and boarding at a

suitable place at Government cost. In addition,

he/she will be entitled to Rs. 100/- (Rupees

Hundred only) per day of pocket expenses

including a journey day in lieu of D.A.

5. The Headquarters of the members of the

committee will be at his or her place of

residence.

6. Officials of the Government and Aided

Institutes will not be paid daily fees.
