It is hereby notified to all concerned that the
Cashew Zones of the Talukas which have remained
unbidded in the course of 1st & 2nd Cashew
Auction shall be disposed of by way of Sealed
Tenders at the discretion of the Commissioner of
Excise in terms of Rule 72(5) of the Goa Excise Duty
Act & Rules, 1964.
For the above purpose, the Commissioner of
Excise hereby invites tenders in the prescribed
forms which are available in the Office of the
Commissioner of Excise, Panaji and will be made
available at all Excise Stations of respective
Talukas. Every such tender duly filled in by the
interested person should accompany a receipt in
prescribed form for having deposited an amount of
Rs. 100/- (Rupees one hundred only) as earnest
money. Separate tenders shall be submitted for
each zone.
The tenderer to whom the right to distill liquor
is adjudicated by the Commissioner of Excise, shall
have to pay the total amount of the offer quoted
by him/her in tender, no sooner his offer is accepted
by the Commissioner. In case of failure, the earnest
money deposit shall be forfeited in favour of the
Government. The earnest money deposited by the
unsuccessful tenders shall be returned to them
against respective receipts.
The envelope containing the tender must be
duly sealed and superscribed with the words
“Sealed Offer” and should be addressed to the
Commissioner of Excise, Panaji mentioning the Name
of the Person, Name of the Zone, Name of the Taluka
as specified below:

After the aforesaid time is over, the tenders in
respect of cashew zones of the concerned Taluka
will be opened in presence of the tenderer who
remain present on the above dates, time and venue
and the cashew zones will be disposed off to the
highest tenderer either by way of tender or as per
the discretion of the Office of the Commissioner of
Excise.
In case of each cashew zones taken on tender,
the Excise Duty shall be collected from the
tenderers with reference to the liquor actually
produced. However, no refund shall be allowed if
the Excise Duty corresponding to production is
below the tendered price.
The particulars in respect of the Cashew Zones
which have remained unbidded and will be opened
for inviting sealed tenders may be obtained from
the Office of the Commissioner of Excise, Old High
Court Building, Panaji-Goa during office hours. The
Tenderer shall have to observe provisions of the
Goa Excise Duty Act, 1964 and the rules made
there under as far as they are applicable to them.
Further, cashew zones which remained unbidded
during sealed tender will not be disposed by open
tender.
The Commissioner of Excise, reserves the right
to reject any tender or all tenders without assigning
any reason thereof.

Under Section 144 of the Code of Criminal
Procedure of 1973
Whereas it is apprehended that assemblies,
processions and morchas are likely to be carried
out during the 13th Session, 2021 of the Seventh
Legislative Assembly of the State of Goa convened
from 25-01-2021 to 29-01-2021.
And whereas such activities are likely to create
not only traffic congestion but also disturbance to
the smooth and peaceful functioning of the
Assembly;
And whereas I am satisfied that adoption of
immediate preventive measures are necessary for
the maintenance of public peace, order and
tranquility;
And whereas I am satisfied that there are
sufficient grounds for proceeding under Section 144
(1) of the Code of Criminal Procedure, 1973 and that
the circumstances do not allow the serving of notice
individually.
Now, therefore, in exercise of the powers vested
in me under Section 144 (1) of the Code of Criminal
Procedure, 1973, I, R. Menaka, IAS, District
Magistrate, North Goa, do hereby prohibit:-
(a) Assembly and gathering of five or more
persons and taking out or organizing of
processions.
(b) The carrying of firearms or weapons of
offences such as lathis, swords, daggers or
spears.
(c) The use of loudspeakers.
(d) The shouting of slogans.
(e) Burning of fire.
in any public place, street, road, square,
thoroughfare, by-lane or in any open space within
the radius of 500 meters around the Assembly
Complex at Porvorim and the area under the
jurisdiction of Panaji Police Station. I further direct
that the above restriction shall not apply to public
servants on duty and to bonafide marriage or funeral
processions or any special occasion or occasions
which in the opinion of the District Magistrate/
/Additional District Magistrate/Sub-Divisional
Magistrates, are genuine and for which prior
permission in writing has/have been be obtained
from the District Magistrate/Additional District
Magistrate or the Sub-Divisional Magistrate
concerned.
This order shall come into force w.e.f. 11.00 a.m.
on 25-01-2021 and shall remain in force till the
Assembly Session is over.

Whereas vide order referred to at 1 above, the
transportation and entry of birds from Karnataka
and Maharashtra States into North Goa District was
prohibited.
And whereas the Director of Animal Husbandry
and Veterinary Services, Panaji vide his letter
referred to at 2 above, has informed that the
Government has approved to lift the ban imposed
on transportation and entry of live poultry birds
and eggs from neighboring States of Karnataka and
Maharashtra in the State of Goa with immediate
effect except birds and eggs within the radius of 10
kilometers of infected zones i.e. from Mumbai, Thane,
Parbhani, Dapoli and Beed areas of Maharashtra
State.
And whereas from the perusal of the said report,
I am of the considered opinion that prohibitory order
issued by this office needs to be modified.
As the notice cannot be served individually on
all concerned, the order is hereby passed ex-parte.
Now therefore, I, R. Menaka, IAS, District
Magistrate in exercise of the powers conferred upon
me by Section 144 Cr. P. C., 1973, do hereby prohibit
entry of live poultry birds and eggs from within the
radius of 10 kilometers of infected zones i.e. from
Mumbai, Thane, Parbhani, Dapoli and Beed areas of
Maharashtra State into North Goa District.
The order dated 12th January, 2021 issued by

order to regulate the motor vehicular traffic.
The Secretary, Village Panchayat, Siolim-Sodiem,
Bardez-Goa is directed to publish this notification
through the Director of Information and Publicity
in local newspapers and P.W.D. (Engineering Cell)
to make necessary arrangements to construct the
Speed Breakers and to erect the signboards at the
places indicated above as per the specification laid
down by the Ministry of Road Transport and
Highways and as published in the Official Gazette,
Series I No. 15 dated 15-07-2005 by the Government
of Goa and report compliance within fifteen days
time.

To decide on auctioning of fishing rights in
water body bearing survey No. 492/1 at
Loutolim belonging to the Comunidade.
6.
To brief the general body on the subject of
non release of zonn/dividends for last three
years.
7.
Opinion on grant of NOC to PWD to widen
the main road on right hand side from
Tolleaband to Angdi through Comunidade
owned land.
8.
Concurrence on appointment of office peon
in place of the deceased peon.
