Shamsundar Parab against the post of Assistant

Agriculture Officer as probationer to Group “B”

Gazetted under the Government of Goa, in the Level

6 of the Pay Matrix and post him at Zonal

Agriculture Office, Pernem. The pay will be fixed

in accordance with the Central Civil Service

(Revised Pay) Rules, 2016 with immediate effect.

The candidate has been declared medically fit

by the Medical Board of Goa Medical College and

Hospital, Bambolim-Goa. The letter to verify his

character and antecedents is send to the

concerned District Magistrate, the same will be

communicated when received.

The candidate shall be on probation for a period

of two years with effect from the date of his joining.

The pay and allowances of the above candidate

shall be debited to the Budget Head: 2401–Crop

Officer as provided under sub-section (1) of Section

relation to the recovery of debts and to attach and

sell the property of defaulters or to execute any

decree by attachment and sale of property and

execution of all recovery orders of decree holder

viz. The Shiroda Urban Co-operative Credit Society

Ltd., Shiroda-Goa passed by the The Asstt. Registrar

of Co-op. Societies, ABN/EXE, North Goa District,

Ponda-Goa or the Nominee of Registrar or such

other authority authorised by the Registrar is

hereby extended for further period of one year on

following conditions.

1. The Officer empowered with the powers of

Sales-cum-Recovery Officer shall work under

the general guidance, superintendence and

control of the Asstt. Registrar of Co-operative

Societies, Arbitration/Execution, North Goa

District, Ponda-Goa.

2. He shall follow all the procedures as laid

down under the Goa Co-operative Societies

Act, 2001 and the Goa Co-operative Societies

Rules, 2003 or in compliance with any other

relevant provisions of any other Act/Rules

and also bye-laws of the society concerned

while execution of decree.

3. The Board of Directors of the society shall be

fully responsible along with the Officer

empowered with the powers of Sales-cum-

-Recovery Officer for any acts in contravention

of the Act, Rules and Bye-laws.

4. The Board of Directors shall review the

performance of the Officer empowered with

the powers of Sales-cum-Recovery Officer

every month and ensure compliance.

5. The above extension Order shall remain in

force for further period of one year from the

date of its issue and the same can also be

withdrawn at any stage without assigning

any reason thereof.

Whereas, in terms of Section 68 of the Goa

Co-operative Societies Act, 2001, restrictions were

imposed on the various co-operative societies for

not complying the statutory provision of Section

74(3) & (4) of the Goa Co-operative Societies Act,

2001.

And whereas, the Asstt. Registrar of

Co-operative Societies, Ponda Zone, Ponda-Goa has

submitted that society at Sr. No. 14 of order referred

at Sr. No. 1 above, amongst the enlisted restricted

societies, have conducted audit subsequently after

imposition of restrictions.

And whereas, as per the provision of Section

68(2) of the Goa Co-operative Societies Act, 2001,

powers to modify or cancel any directions issued

under sub-section (1) of Section 68 lies with the

Government.

Now therefore, considering aforesaid fact and

circumstances as mentioned above, in exercise

of the powers under Section 68(2) of the Goa

Co-operative Societies Act, 2001, the Government

is pleased to withdraw the restrictions imposed on

Whereas, in the wake of the current crisis on

account of COVID-19 pandemic, there are

restrictions on movement of workers leading to

shortage of worker thereby causing the factories to

deal with an exceptional press of work.

And whereas, in order to enable the factories to

deal with said exceptional press of work in view of

said crisis, there is a need for relaxing certain

provisions of The Factories Act, 1948 (Central Act

No. 63 of 1948) (hereinafter called the “said Act”)

thereby extending the working hours for optimum

utilization of the workers in the factories which

have been operating under the guidelines issued

by the Ministry of Home Affairs, Government of

India and the Government of Goa from time to time.

Now therefore, in light of the above and in

exercise of the powers conferred by sub-section (2)

of Section 65 of the said Act, the Government of

Goa hereby exempts all of the adult workers

working in all of the factories situated in the State

of Goa, who are not holding positions of supervision

or management and/or not employed in a

confidential position within the meaning of sub-

section (1) of Section 64 of the said Act, from the

provisions of Sections 51, 52, 54 and 56 of the said

Act, for a period upto 30th September, 2021 with

effect from the date of publication of this Order in

the Official Gazette, subject to the following

conditions, namely:-

(i) the total number of hours of work in any day

shall not exceed twelve;

(ii) the spread over, inclusive of intervals for rest,

shall not exceed thirteen hours in any one

day;

(iii) the total number of hours of work in any

week, including overtime, shall not exceed

sixty;

(iv) no worker shall be allowed to work overtime,

for more than seven days at a stretch and

the total number of hours of overtime work

in any quarter shall not exceed seventy five;

(v) no worker shall work for more than five hours

before he has had an interval for rest of at

least half an hour;

(vi) where a worker works in a factory for more

than forty-eight hours in any week, he shall,

in respect of overtime work, be entitled to

wages at the rate of twice his ordinary rate

of wages in accordance with the provisions

prescribed under Section 59 of the said Act;

(vii) if a worker is required to work on weekly

holiday(s), he shall be allowed to avail

compensatory holiday(s) for having worked

on weekly holiday(s), within the month in

which the holidays were due to him or

within the two months immediately

following that month in accordance with the

provisions prescribed under Section 53 of

the said Act;

(viii) the instructions issued by the Ministry of

Home Affairs, Government of India and the

Government of Goa from time to time

regarding COVID-19 pertaining to social

distancing, sanitization, etc. shall be strictly

followed.

the operation of the provisions of Sections 30, 32 and 33 of the said Code subject to the condition that

by matrix level-7) with effect from 22-06-2010 in

accordance with Judgment order dated 20th

post of Water Management Specialist (WMS) in the

office of the Superintending Engineer, Circle IV,

Gogal, Margao, Goa on regular basis in the pre-

revised pay band PB-2 (9300- 34800)+Grade Pay Rs.

4600/- (Revised by matrix level-7) with effect from

22-06-2010 in accordance with Judgment order

dated 20th November, 2017.
