Under Section 144 of the Code of Criminal

Procedure, 1973

Whereas, it is reported by the Superintendent of

Police, South Goa District, Margao, that criminals

with an intention of committing crime in Goa,

usually stay in hotel/rented premises with fictitious

names and bogus residential/official addresses and

telephone numbers and after commission of crime,

it becomes difficult to identify culprits, as the

details furnished by them to the hotels/landlords

are found fictitious/bogus.

And whereas, anti-social/criminal or undesirable

elements can camouflage their identity for their

operations, which may be illegal/immoral and which

may be required to be contained/regulated and as

hotel owners/landlords have a tendency to rent

out premises without verifying the antecedents of

the person and information to local Police.

Therefore, on being satisfied for the need to take

preventive action on the report of the

Superintendent of Police, South Goa District,

Margao, I, Ruchika Katyal, IAS, District Magistrate,

South Goa District, Margao in exercise of the

powers vested in me under Section 144 of the Code

of Criminal Procedure, 1973, do hereby:-

a) Order that Owners/Management of all Hotels,

Lodging & Boarding, Private Guest Houses,

Paying Guest Accommodation, Temporarily

Residential Accommodation including that of

religious bodies, to prohibit any visitors/guest

to check-in without providing any photo

identity proof such as Elections Card, Driving

License, Smart Card, Employment Card, Adhar

Card or any other Identity proof duly issued

by Government. A self attested copy of same

may be retained for records.

b) Order that no landlords/tenants/owner/person

of any house/property which falls under the

territorial jurisdiction of South Goa District,

Goa

shall

let/sublet/rent

out

any

accommodation to any person unless and until

he/she has furnished the particulars of the

tenants to the Police In-Charge of the

concerned area.

c) Order that the In-Charges of such

accommodation shall provide such facilities

for inspection of the record to the Police

authorities or any other authority authorizes

by the undersigned if so desired by them.

The circumstances do not permit serving of the

notice individual to the concerned in due time.

Therefore, the order is hereby passed ex-parte. It

shall be published for information of public through

Press and also by affixing copies on the Notice

Boards of the offices of all Sub-Divisional

Magistrates, Mamlatdars and Police Stations.

This order shall come into force with effect from

06-04-2021 and shall remain in operation for a period
