Subject: Regarding engaging services of the Booth Level Officers (BLOs)

and Talathi’s in the elections to the local bodies.

As per the provisions contained in Section 13-B (2) of the Representation

of People Act, 1950, Booth Level Officers (BLOs) are being engaged for the

preparation and revision of the electoral roll for the constituency. Besides

this, their services are also engaged during the parliamentary and assembly

elections for assisting the election related officials. Further Booth Level

Officers (BLOs) are utilized as identifying officer in the Local body elections

vide standing order No. 1/199 Standing order/2020-SEC/1239 of this

Commission dated 30-10-2020.

The Commission in exercise of powers vested in it under Article 243 K of

the Constitution of India and in exercise of the powers conferred in me under

sub-section (3) of Section 7 of the Goa Panchayat Raj Act, 1994 (Goa Act 14

of 1994), hereby permit Electoral Registration Officers (EROs) to engage the

services of the BLOs and Talathi’s of their respective taluka for assisting them

in dividing Village Panchayat area in wards and other related tasks.
