Under Section 144 of the Code of Criminal
Procedure, 1973
Whereas it is apprehended that assemblies,
processions and morchas are likely to be carried
out during the 1st Session, 2022 of the Eight
Legislative Assembly of the State of Goa convened
on 29th March, 2022 at 11.30 a.m.
And whereas such activities are likely to create
not only traffic congestion but also disturbance to
the smooth and peaceful functioning of the
Assembly;
And whereas I am satisfied that adoption of
immediate preventive measures are necessary for
the maintenance of public peace, order and
tranquility;
And whereas I am satisfied that there are
sufficient grounds for proceeding under Section
144 (1) of the Code of Criminal Procedure, 1973 and
that the circumstances do not allow the serving of
notice individually.
Now, therefore, in exercise of the powers vested
in me under Section 144 (1) of the Code of Criminal
Procedure, 1973, I, Ajit Roy, IAS, District Magistrate,
North Goa, do hereby prohibits-
Note:- There is one Supplement to the Official Gazette,

(a) Assembly and gathering of five or more persons
and taking out or organizing of processions.
(b) The carrying of firearms or weapons of offences
such as lathis, swords, daggers or spears.
(c) The use of loudspeakers.
(d) The shouting of slogans.
(e) Burning of fire.
in any public place, street, road, square,
thoroughfare, by-lane or in any open space within
the radius of 500 meters around the Assembly
Complex at Porvorim and the area under the
jurisdiction of Panaji Police Station. I further direct
that the above restriction shall not apply to public
servants on duty and to bonafide marriage or
funeral processions or any special occasion or
occasions which in the opinion of the District
Magistrate/Additional District Magistrate/Sub-
Divisional Magistrates, are genuine and for which
prior permission in writing has/have been be
obtained from the District Magistrate/Additional
District Magistrate or the Sub-Divisional Magistrate
concerned.
This order shall come into force w.e.f. 10.00 a.m.
on 29-03-2022 and shall remain in force till the
Assembly Session is over.

And whereas, it has been reported by the
Superintendent of Police, South Goa District,
Margao, vide report No. SP/S-Goa/Reader/784/2022
dated 04-03-2022 stating that fear of disturbance of
the communal peace and harmony in the State of
Goa is not ruled out in case of entry of Shri Pramod
Mutalik, son of Hanmant Rao Mutalik, r/o Kulkarni
Galli, Taluka Hukkary, District Belgavi, leader of
“Sri Ram Sene” and his member associates in the
South Goa District. It is apprehended that his
communal speeches will promote enmity among
various religious communities and will be
prejudicial to maintenance of harmony, public peace
and safety;
And whereas, on going through the report of
Superintendent of Police, South Goa and having
examined the facts and circumstances brought out
in the said report, I am satisfied that there are
sufficient grounds for proceeding under Section
144 of Cr. P.C., 1973 to prohibit members of “Sri Ram
Sene” and its leader Shri Pramod Mutalik from
entering into jurisdiction of South Goa District and
making aggressive statement and comments which
could hurt the communal feeling of groups and
lead to violence which may result into serious law
and order problems;
And whereas, the circumstances do not allow
serving of notice individually except to Shri Pramod
Mutalik, leader of Sri Ram Sene;
Now therefore, I, Ruchika Katyal, IAS, District
Magistrate, South Goa District in exercise of the
powers vested in me under Section 144 of Cr. P.C.,
1973, do hereby prohibit the entry of Shri Pramod
Mutalik, s/o Shri Hanmant Rao Mutalik leader of
“Sri Ram Sene” and any of his associates or members
within the jurisdiction of South Goa District, State
of Goa for a period of 60 days with effect from 14th
March, 2022.

installation of cautionary signboards, road
markings of thermoplastic luminous paint/strips
and embedded cat-eyes as per IRC specifications
laid down by the Ministry of Road transport &
Highway vide notification No. D.Tpt/EST/1654/2005
dated 15th July, 2005 as published in the Official
Gazette Series I No. 15 dated 15th July, 2005, by
the Government of Goa. The signboards shall be
installed as per specifications laid in the scheduled
under the Goa Motor Vehicles (Amendment) Rule,
2005.
Action taken report including photographs of
the work executed must be submitted to this office
within 30 days.
Non compliance of order shall attract penal
provision u/s 188 of I.P.C., 1860.
This shall supersede the earlier Notification
issued in this regards.

Conditions for the Auction
(1) Every contesting bidder other than applicant
should deposit an EMD in the Office of
Administrator of Comunidades of North Zone,
Mapusa, Bardez-Goa, in cash an amount equivalent
to five times of the initial minimum amount lease
bid as fixed above. The said EMD amount should
deposited in this office on the previous day of
auction between 10.00 a.m. to 12.00 noon and only
those persons who have deposited such amounts
a list thereof will be displayed in this office notice
board by 1 p.m. on the same day alongwith the
cost incurred by the applicants during the process
of the file till the day of auction of the plot. Only
those who fulfill the above condition laid down in
this notice shall be allowed to participate in auction
on the appointed date and time subject to the
other conditions.
(2) The contesting bidders other than the
applicants are also required to produce an Affidavit
sworn stating that the contesting bidders, the
contesting bidder’s spouse and the minor children
do not own any house or land within the State of
Goa alongwith valid residential status of proof of
fifteen years residency issued by the competent
authority.
(3) The bidders participating for the auction
should obtain NOC from the concerned
Comunidade 3 (three) days before the auction and
submit the same to the office of the Administrator
of Comunidades North Zone, Mapusa.
(4) In the event of the applicants winning the
bids one year’s lease rent is to be immediately
deposited in the Administrator’s office.
(5) On the day of the auction if there are no
bidders then the plots will stand allotted to the
applicant on payment of one year’s lease rent to
the office of Administrator of Comunidades of North
Zone, Mapusa.
(6) The persons other than the applicant winning
bid should deposit one year’s lease rent and also
double the costs incurred by the applicant for
processing the file on the spot. The EMD in such
a case will be adjusted against the above payments.
In case successful bidders fails to deposit one year’s
lease rent and double the costs incurred by the
applicants for processing the file on the spot in
such a case the EMD deposited shall be forfeited.
In such case the second highest bidders and so on
will be considered for acceptance of their bids and
fulfilment of payment conditions as laid down. Only

cash payments shall be accepted. Also such
defaulters shall not be allowed to participate in
any future auctions of Comunidade plots.
(7) The Administrator of Comunidades of North

reasons and the decision of the Administrator shall
be final in all matters.
