Sub: Amendment of the Scheme.

1. Read : “The scheme to provide Financial

Assistance in the form of Grant in Aid to the

Bhajani/Choir/Cultural Group/Institutions for

purchase of musical instruments” published

in Official Gazette, Series I No. 51 dated

19-03-2009, Series I No. 52 dated 28-03-2013,

Series I No. 18 dated 31-07-2014, Series I

No. 15 dated 09-07-2015 and Series I No. 6

dated 07-05-2020.

Whereas the Government has notified a

“Scheme to provide Financial Assistance in

the form of Grant in Aid to the Bhajani/Choir/

/Cultural Group/Institutions for purchase of

musical instruments” vide notification dated

19-03-2009, and published in the Govern-

ment Gazette, Series I No. 51 dated

19-03-2009, Series I No. 52 dated 28-03-2013,

Series I No. 18 dated 31-07-2014, Series I

No. 15 dated 09-07-2015 and Series I No. 6

dated 07-05-2020.

And whereas Government desires to

amend clause 1 (ii) of the “Scheme to provide

Financial Assistance in the form of Grant in

Aid to the Bhajani/Choir/Cultural Group/

/Institutions for purchase of musical

instruments” in public interest.

Now therefore the clause 1 (ii) of the

scheme “To provide Financial Assistance in

the form of Grant in Aid to the Bhajani/Choir/

/Cultural Group/Institutions for purchase of

musical instruments” is amended to read as

under:

“1 (ii) This scheme shall come into force

from the date of its publication in the Official

Gazette and shall remain in force upto 31st

March, 2025”.

The Government is pleased to amend the

Notification referred above at Sr. No. 1 as

under:—

Clause “6.— Selection Procedure” shall

be omitted and substituted as under:

6 - Selection Procedure — (i) Government

will constitute a committee of experts for

awards in language concerned which will

consist of the following:—

1. Director of Official

— Chairman

Language

2. Expert in the field of

Konkani Language-to be

nominated by Government

3. Expert in the field of

— Member

Marathi language

4. Expert in the field of

— Member.

Sanskrit language

ii) Tenure of the Expert committee shall be

of one year or till the presentation of awards,

whichever is earlier.

iii) The committee shall scrutinize the

nomination received from various agency/

/body/individual etc. The committee shall

meet at least three times in a year to discuss

the name and after perusing the proposal in

detail write a report in this regard and

recommend the name to Government for

award.

iv) Any member who gives dissenting

opinion shall also submit the report with

remarks. The committee may also prepare

separate guidelines/criteria before taking into

consideration of the nomination.

v) The report prepared by the committee

will be submitted to the Government for

approval.

vi) The Government reserves the right to

select or not to select all or any person for

award.

This Notification shall come into force with

immediate effect.

In exercise of the powers conferred by

the proviso to Article 309 of the Constitution

of India, and in supersession of the

Government Notification No. 1/25/87-PER

dated 17-04-1996, published in the Official

Gazette, Series I No. 9 dated 31-05-1996, the

Governor of Goa hereby makes the following

rules to regulate the recruitment to the Goa

General Service, Group ‘B’, Gazetted, Non-

Ministerial posts of Mamlatdar/Joint Mamlatdar/

Vigilance Officer, under Government of Goa,

namely:—

1. Short title, application and commence-

ment.— (1) These rules may be called the

Government of Goa, Mamlatdar/Joint

Mamlatdar/Vigilance Officer, Group ‘B’,

Gazetted, Non-Ministerial posts, Recruitment

Rules, 2022.

(2) They shall apply to the posts specified

in column (1) of the Schedule to these rules

(hereinafter called as the “said Schedule”).

(3) They shall come into force from the date

of their publication in the Official Gazette.

2. Number, classification and level in the

pay matrix.— The number of posts,

classification of the said posts and the level

in the pay matrix attached thereto shall be

as specified in columns (2) to (4) of the said

Schedule:

Provided that the Government may vary

the number of posts as specified in column

(2) of the said Schedule from time to time

subject to exigencies of work.

3. Method of recruitment, age limit and

other qualifications.— The method of

recruitment to the said posts, age limit,

qualifications and other matters connected

therewith shall be as specified in columns

(5) to (13) of the said Schedule.

4. Disqualification.— No person who has

entered into or contracted a marriage with a

person having a spouse living or who, having

a spouse living, has entered into or contracted

a marriage with any person, shall be eligible

for appointment to the service:

Provided that the Government may, if

satisfied that such marriage is permissible

under the personal law applicable to such

person and the other party to the marriage

and that there are other grounds for so doing,

exempt any person from the operation of this

rule.

5. Power to relax.— Where, the Government

is of the opinion that it is necessary or

expedient so to do, it may, by order, for

reasons to be recorded in writing and in

consultation with the Goa Public Service

Commission, relax any of the provisions of

these rules with respect to any class or

category of persons.

6. Saving.— Nothing in these rules shall

affect reservations, relaxation of age limit and

other concessions required to be provided

for Scheduled Castes, Scheduled Tribes, Other

Backward Classes, Ex-servicemen and other

special categories of persons in accordance

with the orders issued by the Government

from time to time in that regard.

These rules are issued in consultation with

the Goa Public Service Commission conveyed

vide their letter No. COM/II/13/42 (3)/89/485

dated 20-06-2022.
