In exercise of the powers conferred by the
proviso to Article 309 of the Constitution of
India, the Board of Directors, Goa Education
Development Corporation hereby makes the
following rules to regulate the recruitment to
the Group ‘A’ posts, in the Goa Education
Development Corporation, namely:—
1.
Short
title,
application
and
commencement.— (1) These rules may be
called the Goa Education Development
Corporation, Group ‘A’ posts, Recruitment
Rules, 2022.
(2) They shall apply to the posts specified
in column (2) of the Schedule to these rules
(hereinafter called as the “said Schedule”).
(3) The Recruitment Rules shall be
applicable from the date of publication in the
Official Gazette.
2. Number, classification and scale of pay.—
The number of posts, classification of the said
posts and the scale of pay attached thereto
shall be as specified in columns (2) to (4) of
the said Schedule:
Provided that the Corporation may vary the
number of posts specified in column (2) of
the said Schedule from time to time subject
to exigencies of work.
3. Method of recruitment, age limit and
other qualifications.— The method of
recruitment to the said posts, age limit,
qualifications and other matters connected
therewith shall be as specified in columns
(5) to (13) of the said Schedule.
4. Disqualification.— No person who has
entered into or contracted a marriage with a
person having a spouse living or who, having
a spouse living, has entered into or contracted
a marriage with any person, shall be eligible
for appointment to the service:
Provided that the Corporation may, if
satisfied that such marriage is permissible
under the personal law applicable to such
person and the other party to the marriage
and that there are other grounds for so doing,
exempt any person from this operation of this
rule.
5. Power to relax.— Where, the Corporation
is of the opinion that it is necessary or
expedient so to do, it may, by order, for
reasons to be recorded in writing, relax any
of the provisions of these rules with respect
to any class or category of persons.
6. Saving.— Nothing in these rules shall
affect reservations, relaxation of age limit and
other concessions required to be provided
for Scheduled Castes, and other special
categories of persons in accordance with the
orders issued by the Government from time
to time in that regard.

In exercise of the powers conferred by the

the Group ‘C’ posts, in the Goa Education
Development Corporation, namely:—

The number of posts, classification of the said

the said Schedule from time to time subject
to exigencies of work.
3. Method of recruitment, age limit and
other qualifications.— The method of
recruitment to the said posts, age limit,
qualifications and other matters connected
therewith shall be as specified in columns
(6) to (9) of the said Schedule.
4. Disqualification.— No person who has

In exercise of the powers conferred by sub-
section (1) of section 125 read with section
140 of the Goa Town and Country Planning
Act, 1974 (Act No. 21 of 1975) and all other
powers enabling it in this behalf, the
Government of Goa hereby makes the
following rules, namely:—
1. Short title and commencement.— (1)
These rules may be called the Goa Town and
Country Planning (Composition of Offences)
Rules, 2022.
(2) They shall come into force on the date
of their publication in the Official Gazette.
2. Definitions.— (1) In these rules, unless
the context otherwise requires,—
(a) “Act” means the Goa Town and
Country Planning Act, 1974 (Act No. 21 of
1975);
(b) “Outline Development Plan” means
a Development plan as notified under sub-
section (3) of section 37 of the Act;
(c) “Regional Plan” means a regional
plan as notified under section 15 of the Act;
(d) “section” means section of the Act.
(2) Words and expressions used and not
defined in these rules but defined in the Act
shall have the same meanings as are
respectively assigned to them in the Act.
3. Terms and conditions for compounding
of offences made punishable under section
17B.—An offence made punishable under
section 17B may be compounded under
section 125 on payment of penalty as
specified in the Schedule hereto, subject to
the following conditions, namely:—
(i) in case of filling of low lying land under
developable zones as per the statutory plans
in force, adequate drainage conditions and
other measures as may be required shall be
made available;
(ii) in case of filling of low lying land of
area more than 4000m2, approval of the Water
Resources Department shall be obtained for
drainage plan;
(iii) in case of filling up low lying land for
development of access to land locked
properties with NOC from concerned local
bodies, adequate drainage condition and
other measures as may be required shall be
made available;
(iv) in case of cutting of sloping land having
gradient upto 1:4, in developable zones as
per Regional Plan/Outline Development Plan,
as the case may be,—
(a) no development shall be permitted
on a site having a slope of more than 25%;
(b) in case of land having slopes varying
from 10% to 20%, the permission for
alteration of slope would depend on site
condition, so as to consider cutting and
back filling in a manner to make the site
most suitable for development. Cutting
carried out shall be in terrace formation,
where maximum cutting shall be restricted
to 2 to 2.5 mts for a terrace of 10 to 15 mts
width for building construction. However,
the same shall be not applicable for cutting
of land towards playground and other
facilities which require larger areas in same
level. In case the cutting is beyond the
limit, it shall be restored to maintain the
said limit.
(v) An application for compounding of
offence shall be accompanied by plans,
sectional drawings and other required
documents duly certified by Engineer/
Structural Engineer registered under the Goa
Land Development and Building Construction
Regulations, 2010.
(vi) for compounding of offences made
punishable under section 17B in respect of
land admeasuring more than 2000m2, the
recommendation of Board and approval of the
Government shall be obtained.
