Margao.
Whereas, it is reported by the Superintendent of
Police, South Goa District, Margao, that criminals
with an intention of committing crime in Goa,
usually stay in hotel/rented premises with fictitious
names and bogus residential/official addresses and
telephone numbers and after commission of crime,
it becomes difficult to identify culprits, as the
details furnished by them to the hotels, landlords
are found fictitious/bogus.
And whereas, anti-social/criminal or undesirable
elements can camouflage their identify for their
operations, which may be illegal/immoral and which
may be required to be contained/regulated and as
hotel owners/landlords have a tendency to rent out
premises without verifying the antecedents of the
person and information to local police.
Therefore, on being satisfied for the need to take
preventive action on the report of the
Superintendent of Police, South Goa District,
Margao, I, Srinet Kothwale, District Magistrate,
South Goa District, Margao in exercise of the powers

vested in me under section 144 of the Code of
Criminal Procedure, 1973, do hereby:-
a) Order that Owners/Management of all Hotels,
Lodging & Boarding, Private Guest Houses, Paying
Guest Accommodation, Temporarily Residential
Accommodation including that of religious bodies,
to prohibit any visitors/guest to check - in without
providing any photo identity proof such as Election
Card, Driving License, Smart Card, Employment
Card, Aadhar Card or any other Identity proof duly
issued by Government, A self attested copy of same
may be retained for records.
b) Order that no landlords/tenants/owner/person
of any house/property which falls under the
territorial jurisdiction of South Goa District, Goa
shall let/sublet/rent out any accommodation to any
person unless and until he/she has furnished the
particulars of the tenants to the Police-in-Charge of
the concerned area.
c) Order that the in-Charges of such
accommodation shall provide such facilities for
inspection of the record of the police authorities or
any other authority authorizes by the undersigned
if so desired by them.
The circumstances do not permit serving of the
notice individual to the concerned in due time.
Therefore, the order is hereby passed ex-parte. It
shall be published for information of public through
Press and also by affixing copies on the Notice
Boards of the offices of all Sub Divisional
Magistrates, Mamlatdars and Police Stations.
This order shall come into force with effect from
21-10-2022 and shall remain in operation for a period
of 60 days (both days inclusive) unless withdrawn
earlier.

Whereas, the Chief General Manager, Imagine
Smart City Panaji Development Ltd., Adil Shah
Palace, Old Secretariat, Panaji-Goa, vide letter
referred at Sr. No. (1) has requested permission for
excavation of the road and traffic diversion for the
work of Phase I in Panaji City for the period of 02
(two) months i.e. 15th October, 2022 to 15th
December, 2022.
And whereas, the Dy. Supdt. of Police Traffic
(North), Altinho, Panaji has recommended for
excavation of the road and traffic diversion for the
work of Phase I in Panaji city for the period of 02
(two) months i.e. 15th October, 2022 to 15th
December, 2022.
Now therefore, in exercise of the powers
conferred on me under Sections 115 & 116 of the
Motor Vehicles Act, 1988, and as recommended by
the Dy. Superintendent of Police (Traffic), Altinho
Panaji I, Mamu Hage, IAS, District Magistrate, North
Goa hereby order for excavation of the road and
traffic diversion for the work of Phase I in Panaji
city for the period of 02 (two) months i.e. 15th
October, 2022 to 15th December, 2022, subject to
the following conditions:-
1. The normal flow of the vehicular traffic on the
parallel and surrounding roads should not be
obstructed.
2. The contractor shall deploy maximum traffic
marshals round the clock for guiding the
motorists/regulating vehicular traffic.
3. The contractor shall install red lamps/lights, at
the site for clear visibility during night time.
4. No construction material should be dumped on
the road causing obstruction to the road users
and motorists.
5. Sufficient traffic signages/directional boards
should be erected at all the road closure points
for the information of motorists and other road
users.
6. Contractor under taking the work of any
digging, before blocking the approach road to
any house or colony should construct the
temporary pathway to allow to and fro
movements of the vehicles of the residents.
7. Whenever across road cutting will be taken up,
the work should be carried out on half portion
of the road at a time to allow normal vehicular
flow on remaining portion of the road.
8. Contractor shall convey PSI/PC Panaji before
commencing the work.
9. After completion of the work entire place
should be cleaned from all types of debris, mud
etc. and the road should be brought down to
its normalcy for the use of motorists and other
road user.
10. Notice should be given through Press/Media
regarding closure of the road on receipt of this
Notification.
11. Prior

12. Prior permission from other competent
authorities should be obtained in advance.
13. Prior intimation should be given to Traffic Police
and Local Police before commencement of the
work.
14. Material used for barricading the road should
be painted/pasted with fluorescent paint/tape
for illuminating the same during the night time.

15. Material used for barricading of the roads
should be removed immediately as soon as the
construction work is completed and road surface
to be tarred as it presently exists.
16. The work should be completed within the
stipulated time.
17. The participants should maintain social
distancing and shall wear face mask, face shield,
hand gloves and carry bottle of sanitizer for
frequent use and shall obey the notification/
/guidelines issued by Ministry of Health in view
of COVID-19 pandemic.
18. NOC from District Police should also be
obtained.
19. The permission is subject to cancellation/
/revocation at any movement.

Section 112 of the Motor Vehicles Act, 1988 and as
recommended by the Dy. Supdt. of Police (Traffic),
