In exercise of the powers conferred under

Article 187 of the Constitution of India, the

Governor of Goa, after consultation with the

Speaker of the Goa Legislative Assembly is

hereby

pleased

make

following

amendments to the Recruitment Rules to the

post of Joint Secretary, Group ‘A’ (Gazetted

post) in the Goa Legislature Secretariat in

supersession of the existing Recruitment

Rules.

1. Short Title.— These Rules may be

called ‘the Goa Legislature Secretariat,

Group ‘A’ (Gazetted) post, Recruitment

Rules, 2023’.

2. Application.— These rules shall apply to

the post specified in column 1 of the Schedule

to these rules (hereinafter called as the “said

Schedule”).

3. Number, classification and scales of

pay.— The number of posts, classification of

the said posts and the level in the pay matrix

attached thereto shall be as specified in

Columns 2 to 4 of the said Schedule.

4. Method of recruitment, age limit and

other qualifications.— The method of

recruitment to the said post, age limit,

qualification and other matters connected

therewith shall be as specified in column 5

to 13 of the aforesaid Schedule.

5. Disqualification.— No person (1) who

has entered into or contracted a marriage

with a person having a spouse living; or (2)

who, having a spouse living has entered into

or contacted a marriage with any person,

shall be eligible for appointment to

the service:

Provided that the Government may, if

satisfied that such marriage is permissible

under the personal law applicable to such

person and other party to the marriage and

that there are other grounds for so doing,

exempt any person from the operation of

these rule.

6. Power to relax.— Where the Board, Goa

Legislature Secretariat is of the opinion that

it is necessary or expedient to do so, it may

by order, for reasons to be recorded in

writing, relax the provisions of these rules

with respect to the period of probation or

required number of years in service in

particular grade of any posts, class or

category of persons.

7. Saving.— Nothing in these rules shall

affect reservations, relaxation of age limits and

other concessions required to be provided

for Scheduled Castes and Scheduled Tribes

and other special categories of persons in

accordance with the orders issued by

the Government from time to time in

this regards.

8. These rules will come into force with

immediate effect.

Midwifery/SBA/NSSK).

l Ensuring

respectful

maternity

care (including privacy, confidentiality,

provision of birth companion, choice

of birthing, cordial, congenial and

supportive environment etc.).

l Counseling during ANC and intra-

partum period on early initiation of

breastfeeding, benefits of breastfeeding

(including colostrums feeding) for

mother and baby and counseling for

exclusive breastfeeding during post-

partum period.

l Lactation support and management

services at health facilities and

counseling including support for

breastfeeding at community as well

as VHSNDs.

l Clean health facilities with provision

of water, hygiene and sanitation

measures. (As per Kayakalp and IPHS

guidelines).

l Free and zero out of pocket expense

services for beneficiaries - ANC, PNC,

delivery, maternal and newborn

complication management.

l Free referral transport from home to

facility, inter facility and drop back for

pregnant women at the time of

delivery and in case of ANC/PNC

complications along with sick infants

upto 1 year of age.

l Family participatory care.

l Conditional Cash Transfer under

Janani Suraksha Yojana and Pradhan

Mantri Matru Vandana Yojana and

any other State scheme.

l Time bound redressal of grievances

through SUMAN web portal/call

center/helpline/sms/help desks (only

at high case load facility).

SUMAN Service Guarantee Basic Package:

l Pre-Pregnancy Care Service Package.

l Detection of pregnancy through

pregnancy testing kits.

l Routine ANC, PNC and identification

and management of basic complications.

l At least 4 ANC checkups, referral for

one PMSMA checkup.

all pregnant women as per GoI ANC

guidelines.

l Breast examination during ANC visits

in 3rd trimester and diagnosis and

management of difficult breast

conditions (Inverted/cracked nipples)

and counseling on early initiation of

Whereas, the draft Rules, namely, the Goa

Land Revenue (Record of Rights and Register

of Cultivators) (Amendment) Rules, 2022

which the Government of Goa proposed to

make in exercise of the powers conferred by

sub-sections (1) and (2) of section 199 of the

Goa Land Revenue Code, 1968 (Act 9 of 1969)

(hereinafter referred to as the “said Code”)

so as to further amend the Goa Land Revenue

(Record of Rights and Register of Cultivators)

Rules, 1969, were pre-published as required

by sub-section (3) of section 199 of the said

Code vide the Government Notification No.

16/28/2016-RD/PF-I/1569 dated 27-12-2022 of

the Department of Revenue, in the Official

Gazette, Series I No. 40 dated 05-01-2023,

inviting objections and/or suggestions from

all persons likely to be affected thereby within

a period of fifteen days from the date of

publication of the said Notification in the

Official Gazette;

And whereas, the said Official Gazette was

made available to the public on 05-01-2023;

And whereas, no objections or suggestions

have been received from the public on the

said draft Rules by the Government within

the stipulated period;

Now, therefore, in exercise of the powers

conferred by sub-section (1) and (2) of section

199 of the Goa Land Revenue Code, 1968 (Act

No. 9 of 1969) and all other powers enabling

it in this behalf, the Government of Goa

hereby makes the following rules so as to

further amend the Goa Land Revenue

(Record of Rights and Register of Cultivators)

Rules, 1969, namely:—

1. Short title and commencement.— (1)

These rules may be called the Goa Land

Revenue (Record of Rights and Register of

Cultivators) (Amendment) Rules, 2023.

(2) They shall come into force on the date

of their publication in the Official Gazette.

2. Amendment of rule 10.— In rule 10 of

the Goa Land Revenue (Record of Rights and

-rule (1), after clause (v), the following clause

shall be inserted, namely:—

section (3) of section 306 of the Goa

Municipalities Act, 1968 (Act No. 7 of 1969)

under Notification No. 14/49/90-DMA/Part

File/3106 dated 14-10-2022 of the Department

of Urban Development/Directorate of

Municipal Administration, in the Official

Gazette, Series I No. 29 dated 20-10-2022

inviting objections and suggestions from all

persons likely to be affected thereby before

the expiry of fifteen days from the date of

publication of the said notification in the

Official Gazette.

And whereas the said Gazette was

of their final publication in the Official Gazette.

2. Amendment of rule 4.— In rule 4 of the

Goa Municipalities Appellate Tribunal Rules,

1989,

(i) in clause (1), for the figures

“500/-”, the figures “1000/-” shall be

substituted;

(ii) in sub-rule (2), for the figures

“3000/-”, the figures “6000/-” shall be

substituted.

In exercise of the powers conferred by

Section 72 (1) of the Major Port Authorities Act,

2021 (1 of 2021), the schedule laying down the

manner of appointment for Class II, III and IV

posts consolidated, including amendments

made from time to time by the Board of

Mormugao Port Authority are here set out in

the Schedule annexed to this Notification and

published as per sub-section (1) of section 72

of the Act.

Mormugao Port Authority

Mormugao Port Authority Employees (Recruitment,

Seniority and Promotion) Amendment Regulations,

2023.

In exercise of the powers conferred by Section 72

(1) of the Major Port Authorities Act, 2021, the Board

of Mormugao Port Authority hereby makes the

following Regulations further to amend the

Mormugao Port Trust Employees’ (Recruitment,

Seniority and Promotion) Regulations, 2010,

namely:—

1. (i) Short title and commencement.— These

Regulations may be called the Mormugao Port

Authority Employees’ (Recruitment, Seniority and

Promotion) Amendment Regulations, 2023.

(ii) They shall come into force on the date of

publication in the Official Gazette of State

Government.

2. In the Mormugao Port Trust Employees’

(Recruitment, Seniority and Promotion) Regulations,

2010, in the Schedule provided under the

Recruitment Rules for Class II, III & IV posts for Work

Maistry/Maistry and Maistry (Water Supply) under

Engineering Civil Department:-

(i) In Regulation 1 (i) under the heading “Short

Title and Commencement,” the short title appearing

as “Mormugao Port Trust Employees’ (Recruitment,

Seniority and Promotion) Regulations, 2010” shall be

substituted with the words “Mormugao Port

Authority Employees’ (Recruitment, Seniority and

Promotion) Regulations, 2023”.

(ii) The posts as indicated at Sr. No. 11 & 12 namely,

Work Maistry/Maistry and Maistry (Water Supply) of

the existing Class II, III and IV Recruitment Rules of

Engineering Civil Department shall be replaced by

six Recruitment Rules according to the trade by

indicating at Sr. No. 11. Maistry (Carpenter), Sr. No.

12. Maistry (Fitter), Sr. No. 48. Maistry (Mason), Sr. No.

49. Maistry (Painter), Sr. No. 50. Maistry (Blacksmith)

and Sr. No. 51. Maistry (Mate).
