Whereas, it is expedient to impose a ban on
digging and cutting of all types of roads, including
National Highways, State Highways, Major District
roads, road-shoulders, lanes, thoroughfares etc.
during the monsoons as these activities pose
imminent danger and disruption to the life of
motorists, pedestrians and general public;
And whereas, the adoption of immediate
preventive measures is necessary to ban all the
above mentioned activities so as to ensure public
life and safety;
Now, therefore, I, Mamu Hage, IAS, District
Magistrate, North Goa in exercise of the powers
vested in me under Section 144 of the Code of
Criminal Procedure, 1973 and having satisfied
myself and do hereby impose the following
prohibitory orders:
No person, agency, organization, Government
Department, local body, Public Sector undertaking
etc., shall undertake any digging or cutting of any
of the public roads and its shoulders including on
all the city & village roads without prior written
permission from the undersigned:
Provided that this prohibition shall not be
applicable to any road digging done by any
Government public utility service providing
departments such as electricity, BSNL and PWD for
urgent repairs of electric cables, telecommunication
cables & pipelines also digging by local bodies for
repairs of road and for diversion of water in
emergency cases shall not attract restrictions
contained in this Order.
It is further provided that such emergency
digging shall be covered immediately within less
than 6 hours of digging and properly paved/
/cemented within 24 hours.
As the notices cannot be served individually on
all concerned, the order is hereby passed ex-parte.
It shall be published for information of public
through press and also by affixing copies on the
Notice Boards of all Sub-Divisional Magistrates,
Mamlatdars and Executive Magistrates and all Police
Stations in North Goa District.
Any person, agency or department etc.,
contravening this order will be liable for
punishment under Section 188 of the Indian Penal
Code. This order shall come into effect from
01-06-2022 and shall remain in force for 60 days.

in newspapers and P.W.D to make necessary
arrangements to erect the signboards at the places
indicated above as per the specification laid

Whereas, the Executive Engineer, W.D.-XIII(R)
PWD, Mapusa-Goa, vide letter referred at Sr. No.(1)
has requested for diversion near Usapkar Junction
Khorlim to construct culvert & cross drains for the
work of improvement and hot mixing of road leading
from Maruti Temple/Police Station to DMC College
Mapusa Constituency in Bardez Taluka for the
period of 10 days.
And whereas, the DYSP Traffic (N), Altinho, PWD
Panaji has recommended for diversion of traffic
coming from Assagao towards Mapusa near
Chandrakant Garage, Khorlim to proceed via Canca
bypass road MDR at Khorlim, Simer to proceed
further to Mapusa side to construct culvert and
cross drains for the work of improvement and hot
mixing of road.
Now therefore, in exercise of the powers
conferred on me under Sections 115 & 116 of the
Motor Vehicles Act, 1988, and as recommended by
the Dy. Superintendent of Police (Traffic), Altinho
Panaji., I, Manu Hage, IAS, District Magistrate, North
Goa hereby order for diversion of traffic coming
from Assagao towards Mapusa near Chandrakant
Garage, Khorlim to proceed via Canca bypass road
MDR at Khorlim, Simer to proceed further to Mapusa
side to construct culvert and cross drains for the
work of improvement and hot mixing of road for the
period upto 8th June, 2022.
Conditions
1. The normal flow of the vehicular traffic on
parallel and surrounding roads shall not be
obstructed.
2. The PWD/Contractor shall depute traffic
marshals on the diversion/closure points to
regulate/divert traffic.
3. The PWD/Contractor is directed to display
details the type of work undertaken, duration
required to complete the said work, contact
number of site engineer, Supervisors or any
other responsible person who could be
contacted in the event of emergency.
4. The PWD/Contractor shall install red lamps/
/light at the construction site for clear
visibility during night time.
5. No construction material should be dumped
on the road causing obstruction to the road
users and motorists.
6. PWD/Contractor undertaking the work shall
construct the temporary pathway to allow to
and from movement of the vehicles.
7. Sufficient traffic signages/directional boards
should be erected at all the road closure points
for the information of motorists and other road
users.
8. Wherever across road cutting is taken up, the
work shall be carried out on half portion of
the road at a time to allow-normal vehicular
flow on remaining portion of the road.
9. Material used for barricading the road should
be painted/pasted with fluorescent paint/tape
for illuminating the same during the night
time.
10. After completion of the work entire place
should be cleaned from all types of debris,
mud etc. and the road should be brought
down to its normalcy for the use of motorists
and other road users.
11. Notice should be given through Press/Media
regarding closure of the road on receipt of
this order for the information of all concerned.
12. Prior permission should be given to Traffic
Police and local Police before commencement
of the work.
13. Prior permission from other competent
authorities should also be obtained in
advance.
14. The work should be completed on or before
08-06-2022 and the road should be resurfaced
for normal use.
15. This permission is subject to cancellation/
/revocation at any moment.
