Whereas, a report dated 18-04-2014 was prepared
by the Superintendent of Police, South Goa,
requesting for action against Shri Pramod Mutalik,
r/o Kulkarni Galli, Hukkery Taluka, Belgaum District
Karnataka, Founder & Chief of “Sri Ram Sene”.
And whereas, it has been reported by the
Superintendent of Police, South Goa District Margao,
vide report No. SP/S-Goa/Reader/1133/2023 dated
27-03-2023 stating that fear of disturbance of the
communal peace and harmony in the State of Goa
is not ruled out in case of entry of Shri Pramod
Mutalik, son of Hanmant Rao Mutalik, r/o Kulkarni
Galli, Taluka Hukkary, District Belgavi, leader of
“Sri Ram Sene” and his member associates in the
South Goa District. It is apprehended that his
communal speeches will promote enmity among
various religious communities and will be
prejudicial to maintenance of harmony, public peace
and safety;
And whereas, on going through the report of
Superintendent of Police, South Goa and having
examined the facts and circumstances brought out
in the said report, I am satisfied that there are

sufficient grounds for proceeding under Section 144
of Cr. P.C. 1973 to prohibit members of “Sri Ram
Sene” and its leader Shri Pramod Mutalik from
entering into jurisdiction of South Goa District and
making aggressive statement and comments which
could hurt the communal feeling of groups and
lead to violence which may result into serious law
and order problems;
And whereas, the circumstances do not allow
serving of notice individually except to Shri Pramod
Mutalik, leader of Sri Ram Sene;
Now therefore, I, Asvin Chandru A., IAS, District
Magistrate, South Goa District in exercise of the
powers vested in me under section 144 of Cr. P.C.
1973, do hereby prohibit the entry of Shri Pramod
Mutalik, s/o Shri Hanmant Rao Mutalik, leader of
“Sri Ram Sene” and any of his associates or members
within the jurisdiction of South Goa District, State
of Goa for a period of 60 days with effect from 30th
March, 2023.

In exercise of the powers conferred on me under
Section 112 of the Motor Vehicles Act, 1988 and
Rule 264A of the Motor Vehicles Rules, 1991 as
amended in 2005 and as recommended by the
Assistant Engineer, Work Division-XIII (R), PWD,
Pernem-Goa and the Dy. Supdt. of Police Traffic
(North), Altinho, Panaji-Goa, I, Mamu Hage, IAS,
District Magistrate, North Goa hereby notify erection
of “Speed Breakers” at the places mentioned in
Column No. 2 of the schedule herein below within
the jurisdiction of Villlage Panchayat Dhargalim in
Pernem Taluka.

The above Speed Breakers shall be painted with
white thermoplastic fluorescent paint and fixed
with blinkers for better visibility.
Further, in exercise of the powers conferred on
me under Section 116 of the above Act, I also
authorize the erection of cautionary signboards
“Speed Breaker”, at about 40 mts. on either side of
the speed breaker in advance of the rumbler strips
and traffic signboard showing the sign “Speed
Breaker” at the placement of the speed breaker in
order to regulate the motor vehicular traffic.
The Secretary, Village Panchayat Dhargalim,
Pernem is directed to publish this notification
through the Director of Information and Publicity
in local newspapers and P.W.D. (Engineering Cell)
to make necessary arrangements to construct the
Speed Breakers and to erect the signboards at the
places indicated above as per the specification laid
down by the Ministry of Road Transport and
Highways and as published in the Official Gazette
Series I No. 15 dated 15-07-2005 by the Government
of Goa and report compliance within thirty days
time.

Whereas, the District Magistrate, North vide order
referred at (1) read above, has ordered to restrict of
movement of Heavy Vehicles and Multi-axel vehicles
coming from Sawantwadi side towards Panaji side
on NH 66 and from Banastarim side towards Panaji
side from 07.00 hrs. to 20.00 hrs. Also as there is no
any holding space along NH 66 from Patradevi to
Porvorim, the Heavy Vehicles and Multi-axel vehicle
has been stopped at Banda (Maharashtra) and the
vehicles coming from Banastarim side towards
Panaji has been diverted at Banastarim Bridge upto
27-03-2023.
And whereas, the Superintendent of Police,
Traffic, Panaji-Goa vide report read at (3) above has
informed that the GSIDC has applied for the
extension of the closure period to carry out the
repairing work of Atal Setu, will be necessary to
extend the restriction of the movement of heavy
vehicles proceeding towards Panaji till the work of
repairing Atal Setu Bridge is completed.
And whereas, it has further requested this office
vide report read at (4) above to issue order for
restriction of movement of Heavy Vehicles and
Multi-axel vehicles coming from Sawantwadi side
and from Zuari Bridge towards Panaji side on NH 66
and from Banastarim side towards Panaji side
except the heavy vehicles carrying perishable
items/goods from 07.00 hrs. to 20.00 hrs. till the
completion of repairing work of Atal Setu Bridge.
And whereas, this office vide order read at (2)
above, has granted permission to the Goa State

28-03-2023 from the Dy. Supdt. of Police,
Traffic (North), Altinho, Panaji-Goa.
Whereas, Superintendent of Police, Traffic (North)
Panaji, vide his report referred above has requested
for prohibiting entry and plying of Heavy
Commercial Goods Vehicles (Multi Axle Vehicles)
on the stretch of road from foothills of Chorla Ghat
on SH No. 01 on the Keri to Belgaum Road. The
heavy vehicles coming from neighbouring states
are entering Goa via Chorla Ghat resulting to
increase in vehicular traffic plying throughout the
day and night.
And whereas, Dy. Supdt. of Police, Traffic (North),
Panaji, vide his report referred above has requested
for prohibiting entry and plying of Heavy
Commercial Goods Vehicles (Multi Axle Vehicles)
at Dattawadi junction Sankhali (SH-1), PHC junction
Sankhali (SH-1) and Honda junction (SH-1) and fro
for period upto 20-09-2023 except between 10.00
p.m. to 05.00 a.m.
And whereas, Dy. Supdt. of Police, Traffic (North),
Panaji, vide his letter referred above has requested
for prohibiting entry and plying of Heavy
Commercial Multi Axle Goods Vehicles at
Dattawadi junction Sankhali (SH-1), PHC junction
Sankhali (SH-1) and Honda junction (SH-1).
Now therefore, I, Mamu Hage, IAS, District
Magistrate, North Goa do hereby prohibit entry and
plying of Heavy Commercial Goods Vehicles (Multi
Axle Vehicles) to the following routes to & fro, for
the period upto 20-09-2023 except between 10.00
p.m. to 05.00 a.m.:-
a) From Dattawadi, Sankhali junction to the
end of the Goa State border on the Goa-
Belagavi State Highway No. 1 on the Chorla
Ghat.
b) From (PHC) Sankhali junction to the end of the
Goa State border on State Highway No. 1 on
Chorla Ghat.
c) Honda junction to the end of the Goa State
border on State Highway No. 1 on Chorla Ghat.
1. The PWD shall station at least 02 heavy cranes
at Chorla Ghat on foothills and at end of the
border to tow away or clear any road blockade.
2. The PWD shall put up necessary signboards for
the information of the vehicular traffic at the
starting point of Chorla Ghat, at Goa Karnataka
Border, all along the Ghat section upto Goa
Border and all the diversion points (Dattawadi
Sankhali junction, PHC Sakhali junction &
Honda junction).
3. Notice shall be published in newspapers
regarding prohibition for information of public.
4. Concerned Police Station shall be informed well
in advance regarding the road closure/
/diversion.
