Sub.: Rules for Public Entry and Inspection of
Records in the General Servicing Area.
1. Public may enter the General Servicing Area
with only a paper and pen.
2. ID proof issued by State/Central Government to
be submitted for application of Records i.e. Land
Registration Records, Notorial Records, Court
files, etc.
3. No photography of records allowed. Mobiles to
be switched off in the General Servicing Area
and Research Room.
4. Public are not allowed to copy/write down the
contents of public records.
5. Research Scholars permitted to enter with a
book, pen/pencil and laptop.
6. Heirs/parties to the Inventory Proceedings can
apply or an authority letter from the heirs/
/parties with ID proof to be submitted for
inspection and application of the Inventory files.
7. Persons other than parties to the Inventory
Proceedings may apply with ID proof specifying
the reason for inspection and application of
certified copy of Inventory Proceedings.
This Notification shall come into force on the
date of its publication in the Official Gazette.

Whereas the Goa State Election Commission
Altinho, Panaji-Goa, has announced the Bye-
Elections to Ward No. VII of Parcem Village
Panchayat in Pernem Taluka and Ward No. V of
St. Estevam Village Panchayat in Tiswadi Taluka in
North Goa District scheduled to be held on
02-07-2023 and Counting on 03-07-2023 and the
Election Model Code of Conduct has already come
into force with immediate effect.
And whereas the Government of Goa vide
Notification No. 2/2/2022-Fin(R&C)(A)/3513 dated
27-06-2023 has directed that all the licensed
premises “for the sale of liquor” in the jurisdiction
of Village Panchayat Parcem and Village Panchayat
St. Estevam shall be closed on 01-07-2023,
02-07-2023 and 03-07-2023, in view of Polling and
Counting for Bye-Elections to Ward No. VII of Parcem
Village Panchayat in Pernem Taluka and Ward No.
V of St. Estevam Village Panchayat in Tiswadi Taluka;
And whereas Section 29(A) of Goa Excise Duty
Act, 1964 empowers the District Magistrate to order
the closure of the licensed premises “for the sale of
liquor” within his/her jurisdiction for such period
as may be necessary and appropriate for
maintenance of law and order.
And whereas in my considered opinion, there is
sufficient grounds for proceeding under sub-section
(1) of Section 144 of Code of Criminal Procedure,
1973 for closure of all the licensed premises “for the
sale of liquor” in the jurisdiction of Village

And whereas, I am satisfied that the
circumstances do not permit the serving, in due
time, of the notices individually upon the persons
against whom this order is directed and therefore,
under the powers vested in me under sub-section
(2) of Section 144 of the Code of Criminal Procedure,
1973 I hereby pass the order ex-parte.
Now therefore, in exercise of the power vested
in me under sub section (1) of Section 144 of Code
of Criminal Procedure, 1973 read with Section 29A
of the Goa Excise Duty Act, 1964, I, Mamu Hage,
IAS, District Magistrate, North Goa District, do
hereby order that all the licensed premises “for the
sale of liquor” situated in the jurisdiction of Village
Panchayat Parcem of Pernem Taluka and Village
Panchayat St. Estevam of Tiswadi Taluka, shall
remain closed from 01-07-2023, 02-07-2023 and
03-07-2023, in view of Polling and Counting for Bye-
Elections to Ward No. VII of Parcem Village
Panchayat in Pernem Taluka and Ward No. V of St.
Estevam Village Panchayat in Tiswadi Taluka in
North Goa District.
Further, the licensed premises having license for
Bar and Restaurant are allowed to keep the
Restaurant open for serving food only and the Bar
counter shall be closed and no liquor shall be
allowed to be served on the above mentioned days
and time. The owners of the licensed premises
having Bar and Restaurant shall display a board in
the premises stating that No Liquor will be served
on the said days and time and that only the
Restaurant is open for serving food.
Failure to comply with this order shall result in
the cancellation of licences and the owner or
offender shall be liable for penal action under
Section 188 of Indian Penal Code, Section 30 of the
Excise Duty Act, 1964 and other relevant provisions
of laws in force.
