Whereas, Dr. Reuben D’Souza, was appointed to
the post of Senior Surgeon under Directorate of
Health Services on the recommendation of the Goa
Public Service Commission and was kept on
probation for a period of two years vide Order No.
22/4/98-I/PHD/Part/2544 dated 26-11-2021.
And whereas, the Director (Admn.)/Vigilance
Officer, Directorate of Health Services vide letter
dated 27-03-2023 informed that there were many
complaints against Dr. Reuben D’Souza, Senior
Surgeon, Sub-District Hospital, Ponda, for
demanding money from the patients for delivering
services such as consultation operations, dressings,
etc.
And whereas, the Director (Admn.)/Vigilance
Officer, Directorate of Health Services with the
permission of Director of Health Services visited
Sub-District Hospital, Ponda, alongwith two staff
members of the Vigilance Cell, wherein enquiries
were made with the staff members as well as
Medical Superintendent, Sub-District Hospital,
Ponda and also some of the patients and Staff Nurses
who asserted that there was a commotion and
protest of group of people against Dr. Reuben
D’Souza.
And whereas, the Medical Superintendent, Sub-
District Hospital, Ponda, during the visit of the

Vigilance team headed by the Director (Admn.)/
/Vigilance Officer informed that Dr. Reuben D’Souza
has been indulging in corrupt practices in the
premises of Sub-District Hospital, Ponda, charging
money for operations, dressings, private rooms etc.
And whereas, the Medical Superintendent, Sub-
District Hospital, Ponda, informed that she had
issued written warnings to Dr. Reuben D’Souza and
had also verbally warned him not to indulge into
the above type of misconduct, reflecting on his
integrity and devotion to duty. However, Dr. Reuben
D’Souza did not show any improvement.
And whereas, as informed by the staff members,
Nurses and the Medical Superintendent, Sub-
District Hospital, Ponda there is a prima facia
evidence that Dr. Reuben D’Souza has been
demanding and accepting money for operations,
dressings, arrangements of private rooms, etc. which
is reflecting of his integrity, devotion to duty and
act unbecoming of a Government servant.
And whereas, Dr. Reuben D’Souza, Senior
Surgeon was called in the chamber of the Director
(Admn.)/Vigilance Officer on 16-03-2023 and
confronted with the facts pertaining to the
allegations against him and confessed that he has
been indulging in the misconduct as stated herein
above.
And whereas, the performance of Dr. Reuben
D’Souza during probation period is not satisfactory.
Now therefore, Government hereby terminates
Dr. Reuben D’Souza, from his services as Senior
Surgeon in Directorate of Health Services with
immediate effect, as provided under Rule 5 (1) of
CCS (Temporary Service) Rules, 1965.

3. The Feeder boats catering to the Casino shall
halt their operations from 17:00 hrs. to 21:00 hrs.
on 22-7-2023.
Further, in exercise of the powers conferred on
me under the provision of section 116 of the above
Act, I also authorize the erection of traffic signboards
in order to caution/regulate the motor vehicular
traffic.
The Mamlatdar of Tiswadi Taluka is directed to
publish this notification on the notice board of his
Office for wide information of general public.

erection of “Rumbler strips” on the above locations
along with installation of cautionary signboards
i.e. speed breaker ahead, road markings of
thermoplastic luminous paint/strips, median
markings for better visibility, guidance of motorists
and embedded cat-eyes as per IRC specifications
laid down by the Ministry of Road Transport and
Highways and as published in the Official Gazette,
Series I No. 15 dated 15th July, 2005 by the
Government of Goa. The signboards shall be
installed as per specifications laid in the Scheduled
under the Goa Motor Vehicles (Amendment) Rule,
2005 and shall be located 40 meters in advance of
the first hump type speed breakers and the
placement of the hump type speed breakers.
Action taken report including photographs of
the work executed must be submitted to this office
within 30 days.
Non compliance of order shall attract penal
provisions under section 188 of I.P.C., 1860.

Conditions for the Auction
(1) Every contesting bidder other than applicant
should deposit an EMD in the Office of Administrator
of Comunidades of North Zone, Mapusa, Bardez-
Goa, in cash an amount equivalent to five times of
the initial minimum amount lease bid as fixed
above. The said EMD amount should be deposited
in this office on the previous day of auction between
10.00 a.m. to 12.00 noon and only those persons
who have deposited such amounts a list thereof
will be displayed in this office notice board by
1 p.m. on the same day alongwith the cost incurred
by the applicants during the process of the file till
the day of auction of the plot. Only those who fulfill
the above condition laid down in this notice shall
be allowed to participate in auction on the
appointed date and time subject to the other
conditions.
(2) The contesting bidders other than the
applicants are also required to produce an Affidavit
sworn stating that the contesting bidders, the
contesting bidder’s spouse and the minor children
do not own any house or land within the State of
Goa alongwith valid residential status of proof of
fifteen years residency issued by the competent
authority.
(3) The bidders participating for the auction
should obtain NOC from the concerned Comunidade
3 (three) days before the auction and submit the
same to the office of the Administrator of
Comunidades North Zone, Mapusa.
(4) In the event of the applicants winning the
bids one year’s lease rent is to be immediately
deposited in the Administrator’s office.
(5) On the day of the auction if there are no
bidders then the plots will stand allotted to the
applicant on payment of one year’s lease rent to
the office of Administrator of Comunidades of North
Zone, Mapusa.
(6) The persons other than the applicant winning
bid should deposit one year’s lease rent and also
double the costs incurred by the applicant for
processing the file on the spot. The EMD in such a
case will be adjusted against the above payments.
In case successful bidders fails to deposit one year’s
lease rent and double the costs incurred by the
applicants for processing the file on the spot in
such a case the EMD deposited shall be forfeited.
In such case the second highest bidders and so on
will be considered for acceptance of their bids and
fulfilment of payment conditions as laid down. Only
cash payments shall be accepted. Also such
defaulters shall not be allowed to participate in
any future auctions of Comunidade plots.
(7) The Administrator of Comunidades of North
Zone, Mapusa, Bardez-Goa, reserves the right to
accept or reject any bids without assigning any
reasons and the decision of the Administrator shall
be final in all matters.
