Director of Information and Publicity in newspapers

and P.W.D to make necessary arrangements to erect

the signboards at the places indicated above as

per the specification laid down by the Ministry of

Road Transport and Highways and as published in

the Official Gazette by the Government of Goa and

report compliance within thirty days time.

Read: Report No. SP/TRF/PAN/176/2023 dated

21-02-2023 received in this office on

23-02-2023 from the Supdt. of Police, Traffic

North, Panaji-Goa.

Whereas, the Superintendent of Police, Traffic,

Panaji Goa vide report read at above has submitted

that, there are various development works going

on in Panaji city and surrounding area under the

Smart City Project. The works include laying of

sewerage pipe line, development of smart roads

and beautification work. The work are being carried

out by various agencies such as PWD, GSUDA and

WRD etc.

And whereas, it has further submitted that, the

above mentioned agencies have obtained

permissions for road closures and diversions which

has been issued to them from the District

Magistrate. Further, as per requirements and scope

of work, many stretches of road have been partially

closed leaving space for movement of vehicles of

residents and business establishments. However it

is noted that soil structure of area in and around

Panaji is sandy and loose in nature, therefore the

soil tends to cave in and cavity is developed where

any digging work is undertaken. The situation is

mostly observed around Tonca and near printing

press area and due to the loose composition of soil,

incidents of heavy vehicles getting stuck inside

the trenches have been reported and recently

incidents of vehicles getting stuck inside dug up

trenches have been reported near Expert Pharmacy,

one near Tonca STP and one near printing press

junction.

And whereas, it has further requested this office

to issue order, to avoid such incidents in future, to

the concerned agencies to carrying out various

development works in and around Panaji City to

strictly restrict the movement of heavy vehicles

only on 18 June road/AB road in Panaji city between

22.00 hrs. to 07.00 hrs. only. The contractors engaged

in the work should also be instructed to seek

necessary assistance from traffic cell Panaji during

movement of any heavy vehicles around area which

is susceptible to getting caved in, in order to prevent

such incidents.

Now therefore, in exercise of the powers

conferred upon me under Sections 115 & 116 of the

Motor Vehicles Act, 1988, I, Mamu Hage, IAS, District

Magistrate, North Goa do hereby order that the

concerned agencies carrying out various

development works in and around Panaji city to

strictly restrict the movement of heavy vehicles

only on 18 June road/AB road in Panaji city between

22.00 hrs to 07.00 hrs. only.

The above restrictions shall be in force upto

completion of work.

the speed breaker in advance of the rumbler strips

and traffic signboard showing the sign “Speed

Breaker” at the placement of the speed breaker in

order to regulate the motor vehicular traffic.

The Secretary, Village Panchayat Morjim, Pernem

is directed to publish this notification through the

Director of Information and Publicity in local

newspapers and P. W. D. (Engineering Cell) to make

necessary arrangements to construct the Speed

Breakers and to erect the signboards at the places

indicated above as per the specification laid down

by the Ministry of Road Transport and Highways

and as published in the Official Gazette Series I

Conditions for the Auction

(1) Every contesting bidder other than applicant

should deposit an EMD in the Office of Administrator

of Comunidades of North Zone, Mapusa, Bardez-

Goa, in cash an amount equivalent to five times of

the initial minimum amount lease bid as fixed

above. The said EMD amount should be deposited

in this office on the previous day of auction between

10.00 a.m. to 12.00 noon and only those persons

who have deposited such amounts a list thereof

will be displayed in this office notice board by 1

p.m. on the same day alongwith the cost incurred

by the applicants during the process of the file till

the day of auction of the plot. Only those who fulfill

the above condition laid down in this notice shall

be allowed to participate in auction on the

appointed date and time subject to the other

conditions.

(2) The contesting bidders other than the

applicants are also required to produce an Affidavit

sworn stating that the contesting bidders, the

contesting bidder’s spouse and the minor children

do not own any house or land within the State of

Goa alongwith valid residential status of proof of

fifteen years residency issued by the competent

authority.

(3) The bidders participating for the auction

should obtain NOC from the concerned Comunidade

3 (three) days before the auction and submit the

same to the office of the Administrator of

Comunidades North Zone, Mapusa.

(4) In the event of the applicants winning the

bids one year’s lease rent is to be immediately

deposited in the Administrator’s office.

(5) On the day of the auction if there are no

bidders then the plots will stand allotted to the

applicant on payment of one year’s lease rent to

the office of Administrator of Comunidades of North

Zone, Mapusa.

(6) The persons other than the applicant winning

bid should deposit one year’s lease rent and also

double the costs incurred by the applicant for

processing the file on the spot. The EMD in such a

case will be adjusted against the above payments.

In case successful bidders fails to deposit one year’s

lease rent and double the costs incurred by the

applicants for processing the file on the spot in

such a case the EMD deposited shall be forfeited.

In such case the second highest bidders and so on

will be considered for acceptance of their bids and

defaulters shall not be allowed to participate in

any future auctions of Comunidade plots.

(7) The Administrator of Comunidades of North

Zone, Mapusa, Bardez-Goa, reserves the right to

accept or reject any bids without assigning any

reasons and the decision of the Administrator shall

be final in all matters.
