through the Director of Information and Publicity
in local newspapers and P.W.D. (Engineering Cell)
to make necessary arrangements to erect the

Action taken report including photographs of
the work executed must be submitted to this office
within 30 days.
Non compliance of order shall attract penal
provisions under section 188 of I.P.C., 1860.

Whereas Shri S. G Benarji, JGM/CIVIL, Rail Vikas

applicant”) vide letter dated 13-05-2023 has
informed that they are dismantling the existing
ROB to reconstruct the same so as to accommodate
new double line of having carriage with 7.5 mtrs.
It is further informed that the Joint Inspection of
the location was carried out with the PWD officials
on 19-07-2022 & Joint Inspection report was also
submitted to District Administration. During the
Joint Inspection, PWD officials have suggested for
reconstruction of existing ROB with 1x30 m
composite grader at 106/200- 300 in lieu of existing
ROB of span 125.2 m PSC girder between DBM-VSG
section. It is also informed that there are two water
supply pipe line are running over the existing ROB
which are supplying water to New Vaddem. These
water supply pipe lines are crossing existing track
from LHS to RHS which are also required to be
relocated by dismantling existing bridge without
interrupting daily water supply, by providing a
separate bridge of 1x35 m steel truss at Km: 106/
/240 adjacent to proposed ROB and requested the
is office to close ROB. No. 290 at Km:106/280
Shantinagar New Vaddem for traffic movement and
diversion of road traffic for the period of 1 year for
dismantling and reconstruction, as per annexed
plan.
And whereas, the Dy. Superintendent of Police,
(Traffic) South Goa District, Margao-Goa vide letter
dated 12-06-2023, has submitted No Objection, for
temporary closure subject to compliance of the
conditions laid therein are followed;
And wheareas, the Superintendent of Police,
South Goa District, Margao-Goa vide letter dated
08-09-2023, has submitted No Objection, to grant
permission for the above subject to conditions laid
therein are followed;
Now Therefore, I, Asvin Chandru A., IAS,
Collector & District Magistrate, South Goa, Margao,
do hereby notify under Sections 115 and 116 of the
Motor Vehicles Act, 1988 (Central Act of 1988) read
with Government Notification No. 5/28/88 TPT
(PART) dated 26th September, 1989, the following
temporary partial road closure (one lane) for the
period of 1 year to dismantle and reconstruction
and for diverting of water supply pipeline through
new water supply bridge as per plan annexed,
subject to compliance with the following routes
and conditions.
Partial Road Closure
The temporary partial closure of ROB No. 209 A
at Km 106/280 at Shantinagar, New Vaddem for
traffic movement and diversion of road traffic for a
period of 01 year from for its dismantling and
reconstruction and for the diverting of water supply
pipeline through new water supply bridge.
Conditions to be Complied by the Applicant
1. The applicant is directed to obtain all
requisite prior permission’s from other
competent authorities.
2. The applicant/contractor is directed to ensure
that regular movement of vehicular traffic at
the work site should not be disturbed/blocked
and alternate temporary route should be
provided for the use of motorist by making an
opening to road, median at three places for
maintaining smooth movement of vehicular
traffic.
3. The applicant/contractor is directed to inform
in advance the exact date/time of commence-
ment of said work to the concerned Traffic
Cell and local Police.
4. The applicant/contractor is directed to display
proper signages, indicating flashlight for
traffic diversion road closure/work in progress/
/No entry/Take diversion for guidance to the
motorist on both side of road closure,

particularly during night and should be
directed to depute security guards/traffic
marshal with retro reflective jackets for
diversion of traffic, for traffic control/
/regulation during said works on internal/
/main roads.
5. The applicant/contractor is directed ensure
that work site be properly/strongly barricaded
to prevent accidently falling of pedestrians,
motorists and cattles. The barricading should
be properly illuminated with red light,
glowing/reflective taps etc., for clear visibility
of motorist during night time.
6. The applicant should be directed to give wide
publicity of the road closure and diversion
through print media and electronic media.
7. Footpath should not be used for stationing of
vehicles/equipments involved in work and
should be exclusively kept free for movement
of pedestrian.
8. During the movement of VVIPs or any other
untoward situation, there shall be no any work
carried out and Police will have right to stop
the said work to ensure smooth flow of traffic.
9. The applicant/contractor is directed to ensure
that loose gravels, soil and stones left behind
should be immediately removed and cleaned
after completion of work in order to prevent
skidding of vehicles and dust pollution.
10. The contact number of the Contractor/
/Supervisor or the responsible person is to be
displayed at all closure/diversion points so as
to enable him/her to contact if any emergency
situation arise.
11. The applicant/contractor before blocking the
approach road to any house or colony should
construct temporary pathway to allow to and
free movement of the vehicles of the residents.
12. The applicant/contractor is directed to ensure
that regular movement of vehicular traffic on
the site is not disturbed/blocked.
13. The applicant should be directed to properly
barricade the road closure point with proper
illumination for clear visibility of motorist and
other road users. In case of any untoward
incident
due
to
poor
barricading/
/nondisplaying of glowing/reflective tapes,
the concerned authorities shall be held
responsible for the same.
14. The applicant is directed to ensure that
original condition of the road is restored
immediately after completion of the work.
15. The applicant should be directed to approach
I/C Traffic Cell, Vasco with a formal request
for deployment of Traffic Police, for traffic
regulation, on advance payment basis as per
prevailing Govt. rates/service tax etc.
16. The applicant/contractor is directed to use
more manpower and more machinery to
complete the work within Scheduled time.
17. Material used for barricading the above
stretch should be pasted with florescent tape
for better and clear visibility.
18. Shall adhere to all the rules and regulation in
force.
19. If the organizer failed to abide by the
condition laid above or if the NOC issuing
authority feels so, the NOC is subject to
cancellation/revocation at any given time. If
the applicant fails to abide by the conditions
laid above, the NOC/Permission granted by
the authorities and this Order shall stand
revoked and render the applicant liable for
legal action as per law.
20. This Notification shall be valid only upto
31-10-2024.

Iqbal Rehman Bhai are all my names and I am
one and the same person.
