In exercise of the powers conferred on me under
Section 117 of the Motor Vehicles Act, 1988 and
under Rule 117 of the Goa Motor Vehicle Rules,
1991, I, Asvin Chandru A, IAS, District Magistrate,
South-Goa, Margao, in public interest do hereby
notify the places as indicated in column 2 of the
schedule below as Pay Parking for 2 wheelers
parking of 150 Nos., 4 wheelers parking of 84 Nos.,
Car parking of 64 Nos., Taxi parking of 15 Nos., Auto
Rickshaw parking and Pilot two wheeler parking.
The Notification shall be applicable 24 hours on all
days, within Survey No. 40/1(part), 37/2, 37/3, 37/4,
37/5, 37/6, 37/8, 37/10, 37/11, 38/1 and 23/1 in the
Village Colva in Salcete Taluka, subject to the
stipulated conditions:
Further, in exercise of the powers conferred on
me under the provision of Section 116 of the Act, I
also authorize the erection of traffic signboards for
2 wheelers parking of 150 Nos., 4 wheelers parking
of 84 Nos., Car parking of 64 Nos., Taxi parking of
15 Nos., Auto Rickshaw parking and Pilot two
wheeler parking in order to regulate the motor
vehicular traffic.
Note:- There is one Supplement & one Extraordinary
to the Official Gazette, Series III No. 34 dated
23-11-2023 as follows:
1. Supplement dated 23-11-2023 from pages 1631 to
1644 regarding Notifications from Department of
Finance (Goa State Lottaries).
2. Extraordinary dated 25-11-2023 from pages 1645
to 1646 regarding Order from Department of Home.
The Director, Department of Tourism, Panaji
through its contractor for operation and
maintenance of parking lot at Colva shall take
necessary steps for installation of signboards at the
above locations alongwith installation of cautionary
signboards i.e. road markings of thermoplastic
luminous paint/strips, median markings for better
visibility, guidance of motorists and embedded cat-
eyes as per IRC specifications laid down by the
Ministry of Road Transport & Highway & as
published in the Official Gazette, Series I No. 15
dated 15th July, 2005, by the Government of Goa.
The signboards shall be installed as per
specifications laid in the scheduled under the Goa
Motor Vehicles (Amendment) Rules 2005.
The Director, Department of Tourism, shall notify
the pay parking fees as applicable.
The persons/attendant engaged/authorized in
collecting parking fees shall be compulsorily
wearing proper uniform and display proper photo
ID cards with unique numbers issued by the
contractor of Department of Tourism which shall be
displayed on the person. The said person/
/attendant shall also carry a certified copy of rate
chart notified by the Director of Tourism for showing
to the citizens as and when demanded.
The parking slip/receipt issued to the motorists
shall bear the letter head of Department of Tourism
& the contact number of the competent officer of
Department of Tourism, Government of Goa to
ensure that grievance if any is addressed by the
Director of Tourism. Also complaints if any shall be
addressed by the Department of Tourism,
Government of Goa, Panaji.
It shall be ensured that no vehicle will be allowed
to be parked at the corners or close to an
intersection which will block the vision of the
motorists.
Double parking, parking on footpaths, parking
on Zebra Crossing, parking at the entrance of any

residential building having parking facilities shall
not be allowed.
In case of any eventuality or any event or a public
function to be held/organizes in the close vicinity,
Traffic Police will have the right to evacuate the
parking lots.
The parking lots allotted to persons with
disability must be maintained by the Directorate of
Tourism.
Authorised persons collecting the parking fees
should compulsorily be able to communicate
fluently in the local language.
The pay parking should not cause any
obstruction to normal flow of vehicular and also
pedestrian.
All the persons appointed for collecting the fees
shall compulsorily undergo prior verification of
character and antecedents from Police.
Parking fees once charged shall be considered
valid for parking location within the Survey No. 40/1
(part), 37/2, 37/3, 37/4, 37/5, 37/6, 37/8, 37/10, 37/11,
38/1 and 23/1 in the Village Colva jurisdiction for
that time slot for the said vehicle.
All Government Vehicles Ambulance and Fire &
Emergency Service shall be exempted from paying
parking fees.
Any breach of conditions may invite withdrawal
of this Notification.
Action taken report including photographs of
the work executed must be submitted to this office
within 30 days.
Non compliance of order shall attract penal
provisions under section 188 of I.P.C., 1860.

Notification No. 5/28/88/TPT/(PART) dated 26th
September, 1989 and Rule 264-A of the Goa Motor
Vehicles (Amendment) Rules, 2005, I, Asvin Chandru
