1. To give inputs for the Heritage Policy.

2. To supervise and scrutinize the draft of Heritage Policy.

of the Heritage Policy.

4. To recommend the draft of Heritage Policy for confirmation of the Government.

[Under Section 126A of the Goa Co-operative

Societies Act, 2001 (Goa Act No. 36 of 2001)]

Whereas, the Harbans Vihar Residency Welfare

Association Co-op. Housing Maintenance Society

Ltd., Chimbel, Tiswadi-Goa was registered on

06-03-2019 under Code Symbol/Registration No. [Reg.

No. ARCS/CZ/792/7(d)/Goa] and is having as on date,

total membership of 111 as per the voters list

(hereafter referred as “said Society” or as “Society”).

And whereas, the Unit Incharge-II, O/o the Asstt.

Registrar of Co-op. Societies, Central Zone, Panaji-

-Goa, vide letter dated 10-10-2023 requested to grant

exemption from the applicability of the provisions of

Section 60(3) (b) of the Goa Co-operative Societies

Act, 2001 (Goa Act No. 36 of 2001) (hereafter referred

to as “said Act” or as “Act”) by invoking powers

under Section 126 A of the said Act. The strength of

the Board of the said Society consists of 05 (five)

Directors i.e. 2 (two) from the General Category,

2 (two) from Women Category and 1 (one) from SC or

ST Category.

And whereas, the matter was referred to the

Government in terms of Section 126 A of the Act for

exempting the society from the applicability of

Section 60(3) (b) of the Goa Co-operative Societies

Act, 2001 (Goa Act No. 36 of 2001) and the

Government vide U.O. No. 633/F dated 23-11-2023

has granted exemption from the applicability of

above referred section.

Therefore, in terms of the exemption granted by

the Government under U.O. No. 633/F dated

23-11-2023 by exercising the power under Section

126 A of the Act, the Harbans Vihar Residency

Welfare Association Co-op. Housing Maintenance

Society Ltd., Chimbel, Tiswadi-Goa is hereby

exempted from the applicability of provisions of

Clause (b) of sub-section (3) of Section 60 of the Act,

for the election of the Board of Director to be

conducted for the term of 5 years i.e. 2023-2028.

Whereas, vide Notification at reference No. 1 above

issued by the Government exercising the powers

under Section 126A of the Goa Co-operative Societies

Act, 2001 (Goa Act 36 of 2001) (hereafter referred to

as Act), the provision of sub-section (1) of Section

91D of the Act was modified and the Registrar of

Co-operative Societies was authorized to appoint

Officers of Co-operative Credit Societies, V. K. S. S.

Societies having credit counters and Multipurpose

Societies as RECOVERY OFFICER/SALE OFFICER

upon receipt of individual proposals subject to the

terms and conditions as may be incorporated in the

Order.

And whereas, vide Order at reference No. 2 above

issued by the Registrar of Co-operative Societies, Shri

Vitthal G. Prabhudesai, the Managing Director of the

Bicholim Urban Co-operative Bank Ltd.,

“Nandanvan”, Bicholim-Goa was delegated with the

powers vested in Registrar of Co-operative Societies

under Section 91 D of the said Act, read with Rule

124 of the Goa Co-operative Societies Rules, 2003 to

recover certain sums by attachment and sale of

property for a period of one year from 13-07-2022 to

12-07-2023, subject to the following conditions.

1. The Officer appointed and delegated with

powers of Sales-cum-Recovery Officers shall

follow all the procedures as laid down under the

said Act and the Goa Co-operative Societies

Rules, 2003 or in compliance with any other

relevant provisions of any other Act/Rules and

also Bye-laws of the Bank concerned while

execution of decree.

2. The Board of Directors of the Bank shall be fully

responsible along with the Chief Executive

Officer for any acts of the above officer in

contravention of the Acts, Rules and Bye-laws of

the said Bank.

3. The Board of Directors shall review the

performance of the above Officer every month

and ensure compliance by them.

4. This appointment is valid for one year unless

renewed. The Order may also be withdrawn/

/revoked at any time without assigning any

reason.

And whereas, vide letter dated 05-08-2023 at

reference No. 3 above, the Chairman of the Bicholim

Urban Co-operative Bank Ltd., “Nandanvan”,

Bicholim-Goa requested this office to grant further

extension of one year to Shri Vitthal G. Prabhudesai

as Sale-cum-Recovery Officer of the said Bank.

Now, therefore in exercise of the powers conferred

upon the undersigned under Section 123 (B) of the

Goa Co-operative Societies Act, 2001 read with the

Notification at reference No. 1 above, the powers

delegated to Shri Vitthal G. Prabhudesai, the

Managing Director of the Bicholim Urban

Co-operative Bank Ltd., “Nandanvan”, Bicholim-Goa

are hereby extended for further period of one year

with retrospective effect from 13-07-2023 to

12-07-2024.

Further, all the terms and condition mentioned in

the Order referred at reference No. 2 above shall

continue to apply and the undersigned reserves the

right to withdraw this Order at any stage without

assigning any reasons.

Whereas, the Department is in receipt of an

application dated 17-05-2023 (hereinafter referred to

as the “said Application”) under sub-section (2) of

Section 17 of the Goa Town and Country Planning

Act, 1974 (Act 21 of 1975) (hereinafter referred to as

the “said Act”) for correction of is advertent error as

regards to the deletion of proposed 10.00 mts. road

shown in the Regional Plan for Goa-2021 (RPG-2021)

passing through properties bearing survey No. 244/

/1-A, 5-A (P), 6-A (P), 7-A (P), 8-A (P), 9-A (P) & 10-A (P)

of Village Siolim, Bardez Taluka, District South Goa,

State of Goa (hereinafter referred to as the “said plot

of land”);

And whereas, the correction/rectification as

requested by the applicant has been scrutinized and

a Report of the Department alongwith the report from

a registered professional was submitted to the

Government for decision (hereinafter referred to as

the “said Reports”);

And whereas, the Government has considered the

said Reports and it is of the opinion that alteration/

modification is necessary to be carried out to the

RPG-2021 for the purpose of rectifying inadvertent

error that has occurred in the RPG-2021 and it has

directed the Chief Town Planner (Planning) to carry

out alteration/modification to the RPG-2021 for the

purpose of correcting/rectifying in RPG-2021, by

deletion of proposed road passing through properties

bearing Survey No. 244/1-A, 5-A (P), 6-A (P), 7-A (P),

8-A (P), 9-A (P) & 10-A (P) of Village Siolim, Bardez

Taluka by issuing Notification under sub-section (2)

of Section 17 of the said Act;

Now, therefore, as directed by the Government and

in pursuance of sub-section (2) of Section 17 of the

Goa Town and Country Planning Act, 1974 (Act 21 of

1975), the following alteration/modification to the

RPG-2021 is hereby carried out, namely:-

Proposed road depicted on RPG-2021, passing

through properties bearing Survey No. 244/1-A,

5-A (P), 6-A (P), 7-A (P), 8-A (P), 9-A (P) & 10-A (P) of

Village Siolim, Bardez Taluka, stands deleted.

RPG-2021 is hereby carried out, namely:-

In the RPG-2021, the zone of the plot of land

admeasuring an area of 1347 m2, surveyed under

Survey No. 171, sub-division No. 5, of Village

Curtorim, Salcete Taluka, District South Goa, State of

Goa which is earmarked as Paddy Field as per

RPG-2021 is hereby corrected as Settlement zone.
