In exercise of the powers conferred on me under
Section 117 of the Motor Vehicles Act, 1988 and
under Rule 117 of the Goa Motor Vehicles Rules,

Further, in exercise of the power conferred on
me under the provision of Section 116 of the Act, I
also authorize the erection of traffic signboards for
4 wheelers parking in order to regulate the motor
vehicular traffic.
The Chief Officer, Mormugao Municipal Council
through its contractor for operation and
maintenance of parking lot at Vasco shall take
necessary steps for installation of signboards at the
above locations along with installation of cautionary
signboards i.e. road markings of thermoplastic
luminous paint/strips, median markings for better
visibility, guidance of motorists and embedded cat-
eyes as per IRC specifications laid down by the
Ministry of Road Transport & Highway & as
published in the Official Gazette, Series I No. 15
dated 15th July, 2005, by the Government of Goa.
The signboards shall be installed as per
specifications laid in the schedule under the Goa
Motor Vehicles (Amendment) Rules, 2005.
The Chief Officer, Mormugao Municipal Council,
shall notify the pay parking fees as applicable.
The Persons/Attendant engaged/authorized in
collecting parking fees shall be compulsorily wearing
proper uniform and display proper photo ID cards
with unique numbers issued by the Mormugao
Municipal Council which shall be displayed on the
person. The said person/attendant shall also carry
a certified copy of rate chart notified by the
Mormugao Municipal Council for showing to the
citizens as and when demanded.
The parking slip/receipt issued to the motorists
shall bear the letter head/seal of Mormugao
Municipal Council, unique number & the contact
number of the competent officer of Mormugao
Municipal Council to ensure that grievance if any
is addressed by the Chief Officer, Mormugao
Municipal Council. Also complaints if any shall be
addressed by the Chief Officer, Mormugao
Municipal Council, Vasco-da-Gama, Goa.
It shall be ensured that no vehicle will be allowed
to be parked at the corners or close to an intersection
which will block the vision of the motorists.
Double parking, parking on footpaths, parking
on Zebra crossing parking at the entrance of any
residential building having parking facilities shall
not be allowed.
In case of any eventuality or any event or a public
function to be held/organizes in the close vicinity,
Traffic Police will have the right to evacuate the
parking lots.
The parking lots alloted to persons with disability
must be maintained by the Mormugao Municipal
Council.
Authorized persons collecting the parking fees
should compulsorily be able to communicate
fluently in the local language.
The pay parking should not cause any
obstruction to normal flow of vehicular and also
pedestrian.
All the persons appointed for collecting the fees
shall compulsorily undergo prior verification of
character and antecedents from Police.
Parking fees once charged shall be considered

on the 31st March, 2024, being the end of financial
