Whereas the Commissioner, Corporation of the

City of Panaji, Panaji-Goa vide letter referred at (1)

above had proposed to notify the places as “Pay

Parking” in Panaji City Phase-IV for Two Wheelers

and Four Wheelers in the jurisdiction of Corporation

of the City of Panaji, Panaji-Goa.

And whereas, the Dy. Supdt. of Police, Traffic

(North), Altinho, Panaji-Goa vide letter referred at

(2) above have recommended the said proposal.

Now therefore, I, Dr. Sneha S. Gitte, IAS, Collector

under Section 117 of the Motor Vehicle Act, 1988

Conditions

1) Proposed pay parking along with parking fees

shall be duly notified and published in the Official

Gazette of the Government of Goa.

2) Wide publicity shall be given in press and

electronic media for the information of the general

motorists as well as the local residents, well in

advance before implementation of pay parking

scheme.

3) Necessary signages/notice boards indicating

type of parking and fees (Rate Chart) with time

frame and conditions as per format enclosed of

minimum size of 2’x3’ shall be displayed prominently

in pay parking areas/stretch of roads as per format

enclosed.

4) All the pay parking lots should be painted

with thermoplastic fluorescent paint by keeping

sufficient space for the drivers to alight/enter the

vehicle. Persons/Attendant engaged in collecting

parking fees shall be compulsorily wearing proper

uniform prescribed by the CCP and display proper

Photo ID Cards with unique numbers issued by

CCP which shall be displayed on the person. The

attendant shall also carry a certified copy of rate

chart notified by this authority for showing to the

citizens as and when demanded.

6) The parking slip/receipt issued to the

motorists/driver should bear the letter head of CCP

and the contact number of the responsible Officer

of CCP, to ensure that any grievance if any is

expressed to the concerned. Also complaints if any

shall be redressed by such officer.

7) It shall be ensured that no vehicles shall be

allowed to be parked at the corners or close to an

intersection which will block the vision of the

motorist.

8) Parking space in Four Wheeler parking area

on each road for at least two emergency vehicles at

all times should be earmarked.

9) Parking space shall he reserved for 2 & 4

Wheeler for the vehicles of Persons with Disabilities.

10) In case parking is full, no double parking on

the road shall he allowed.

11) The access to the residential houses, Business

Premises and other buildings should not be blocked.

12) The Persons/Attendants collecting parking

fees shall not be having criminal background or

involved in criminal activities in the past.

13) The Parking attendants should behave in

courteous manner with motorists/drivers.

14) Parking in No Parking Zone, Double parking,

parking on footpaths, parking on Zebra Crossing,

parking at the entrance of a residential building

having parking facilities shall not be allowed.

15) In case of any eventuality, VIP/VVIP

movement or any other event or a public function

to be held/organized in the close vicinity, Traffic

Police shall have right to evacuate the parking lots

and the concern person/s/contractor collecting

Parking Fees/CCP shall provide all assistance to do

so.

16) The vehicles carrying fish to the fish market

shall not be allowed to park in the designated

parking lots, as there is spillage of water from those

vehicles, which results in unhygienic condition and

foul smell.

17) The CCP must furnish details including

phone number of the contractor who will be

collecting parking fees, to the Traffic Police to

contact him as and when required.

18) Parking fees shall not be levied in the notified

parking lots for persons with disabilities.

19) All Government vehicles are exempted from

paying parking fees.

20) NOC can he revoked if the above conditions

are not complied with.

Whereas, the Dy. Superintendent of Police, Traffic

(North) has informed that Goa Medical College &

Hospital, Bambolim, being a premier medical

healthcare institute witnesses heavy attendance of

patients from neighbouring States of Maharashtra

and Karnataka also to avail medical treatment and

this brings in lot of vehicular traffic at GMC

Bambolim and at Super Speciality Block of GMC. It

is further informed that due to the presence of Cujira

Educational Complex in close vicinity aggravates

the problem of traffic congestion during School

opening and closing hours.

And whereas, the Dy. Superintendent of Police,

Traffic (North), Altinho, Panaji, has proposed/

/recommended to divert the vehicular traffic during

peak hours between 07:00 hrs. to 10:30 hrs. and

between 12.00 hrs. to 14:30 hrs. in order to streamline

the movement of vehicular traffic around GMC

Complex, Bambolim.

Now therefore, in exercise of the powers

conferred on me under Sections 115 & 116 of the

Motor Vehicles Act, 1988 and as proposed/

/recommended by the Dy. Superintendent of Police,

Traffic (North), Altinho, Panaji, I, Pundalik V.

Khorjuvekar, Addl. District Magistrate, North Goa,

H/C of District Magistrate, North Goa, do hereby

notify diversion of vehicular traffic during peak

hours between 07:00 hrs. to 10:30 hrs. and between

12:00 hrs. to 14:30 hrs. around GMC Complex,

Bambolim. During working days the vehicular

traffic shall take diversion as under:-

1) The vehicular traffic coming from Panaji/Merces

and proceeding to GMC, Bambolim or Dona Paula

via Niyaz Restaurant-GMC Underpass shall take

diversion on NH-66 to proceed further upto

Military Camp Underpass and take a

U-Turn to proceed to GMC or Dona Paula via the

Service Road (Morgue side).

2) Only Ambulances coming from Panjim/Merces

shall be permitted to proceed via Niyaz

Restaurant-GMC Underpass to reach GMC,

Bambolim.

3) The Route Buses coming from Panaji shall be

permitted to proceed via Niyaz Restaurant and

shall drop the passengers intending to visit GMC

at Dental College Bus Stop.

The Superintendent of Police (Traffic), Altinho,

Panaji is directed to publish this Notification

through the Director of Information and Publicity

in press/media/social media regarding the traffic

diversion and to make necessary arrangements to

erect the signboards at the required places for the

information of the motorists and other road users.

50. This Notice of Auction is being given in order

to curb the illegal and unauthorized parking of

vehicles in comunidade land and in order to put to

use such unusable Sancoale Comunidade land by

way of Pay Parking and accrue maximum lucrative

benefits to comunidade treasury and its

shareholders through transparent Bidding/Auction

by involving potential shareholders of Sancoale

Comunidade.

Further, this Notice of Auction is also in

pursuance to the decision of the Sancoale

comunidades “extraordinary general body meeting”

of dated 7th April, 2024 and approval from the Office

of the Administrator of Comunidades South,

Margao-Goa dated 15th July, 2024 with following

general terms and conditions.

The name of items and land survey numbers

along with the area in square meters to be

auctioned for pay parking is as mentioned herewith

1) Sy. No. 154/1 (part) 11366 sq. mtrs., 2) Sy. No. 122/1

(part) 8750 sq. mtrs., 3) Sy. No. 68/1 (part) 3048 sq.

mtrs., 4) Sy. No. 66/1 (part) 2918 sq. mtrs and 5) Sy.

No. 67/1 (part) 1050 sq. mtrs.

1. The bidder or participant has to be the

shareholder of Sancoale Comunidade.

2. The bid shall be in the form of “Ascending Bid

Auction” and the “Three Minute Auction Rule”

shall be followed/observed in the auction.

3. The succession of increasing bids or offers by

potential purchasers shall be considered only

after the highest and final bid is accepted by

the auctioneer.

4. Only those shareholders will be allowed to

participate in the auction who has paid Earnest

Money Deposits (EMD) in the form of demand

draft drawn in the name of Comunidade of

Sancoale, amounting to Rs. 1,00,000/- (Rs. one

lakh only) which shall be returned back after

conclusion of the bidding process. However the

DD (EMD) received from the highest bidder will

be retained back until the first installment

amount (final sale amount) is paid by the bidder

(or the DD can be adjusted against the first

instalment amount on request from the bidder).

5. The Demand Draft as above should hand over to

the concerned Clerk prior to beginning of the

auction.

6. The term period of auction shall be for three

years from the date of signing agreement terms

of contract with the comunidade.

7. Infrastructure such as wash rooms, electricity

and water will be acquired and provided by

Sancoale Comunidade. However, the monthly

bills against the use of water and electricity

shall be borne by the user/bidder/purchaser and

receipts of such payment shall be produced in

the comunidade office for its record.

8. The base rate of auction will be @ Rs. 5/- per sq.

mtr.

9. The highest successful bidder/purchaser shall

deposit minimum of “three months calculated

total amount” in the treasury of Sancoale

Comunidade at the beginning of the term of

each year of contract. The first installment shall

be paid at the time of signing the agreement

with the comunidade.

10. In case of failure to pay the deposits or bid

amount as above, the contract/agreement shall

treated

immediately after the first day of expiry of 30

days of grace period granted if any at the request

of the bidder and accepted by the comunidade

managing committee.
