Sub.:- Limiting use of Ration Card for the purchase
of essential commodities.

Notification No. DCS/ENF/RC/15-16/58
dated 5th June, 2015 published in the
Official Gazette, Series I No. 12 dated 18th
June, 2015.
It has come to the notice that some Government
Departments are insisting on production of ration
cards for the purpose of availing benefits under
various schemes/public services. This is prompting
citizens to file applications claiming for ration cards
even though they may not have intention of availing
Targeted Public Distribution System (TPDS)
commodities from the Fair Price Shops (FPS).
The term “Ration Card” is defined in Section 2
(16) of the National Food Security Act, 2013 as “a
document issued under an order or authority of the
State Government for the purchase of essential
commodities from the Fair Price Shops under the
Targeted Public Distribution System”. Further, sub-
-clause 6 of clause 4 of the Targeted Public
Distribution System (Control) Order, 2015 issued by
the Government of India, Ministry of Consumer
Affairs, Food and Public Distribution, Department
of Food and Public Distribution, New Delhi, states
that ration card should not be used as document of
identity or proof of residence.
The Government of Goa has previously issued
Notification referred above to that effect in June
2015, however some Government organisations/
/departments continue to insist for Ration Cards as
identity proof or proof of residence from citizens for
availing benefits/schemes/public services.
Therefore in order to stop use of ration cards
issued under Targeted Public Distribution System
(Control) Order, 2015 as proof of residence/identity,
all Government Departments/Corporations/other
Government bodies are requested to stop insisting
on ration cards as proof of residence/identity and
are further requested to delete the provision of
accepting ration cards as proof for availing the
schemes/public services issued by Government
Departments/Corporations/Bodies.
This issues with the approval of the Government.

(1) Every contesting bidder other than applicant
should deposit in cash or in Demand Draft (DD) in
the Office of Administrator of Comunidades of North
Zone, Mapusa, Bardez-Goa, in cash an amount
equivalent to five times of the initial minimum
amount lease bid as fixed above. The said EMD
amount should be deposited in this office on the
previous day of auction between 10.00 a.m. to 12.00
noon and only those persons who have deposited
such amounts a list thereof will be displayed in

bids one year’s lease rent is to be immediately
deposited in the Administrator’s office.
(5) On the day of the auction if there are no
bidders then the plots will stand allotted to the
applicant on payment of one year’s lease rent to
the Office of Administrator of Comunidades of North
Zone, Mapusa.
(6) The persons other than the applicant winning
bid should deposit one year’s lease rent and also
double the costs incurred by the applicant for
processing the file on the spot. The EMD in such a
case will be adjusted against the above payments.
In case successful bidders fails to deposit one year’s
lease rent and double the costs incurred by the
applicants for processing the file on the spot in
such a case the EMD deposited shall be forfeited.
In such case the second highest bidders and so on
