made functional w.e.f. 21-09-2024. The objective of
the Gram Nyayalaya is to provide speedy and
affordable means of resolving disputes at the grass
root level by bringing justice to the citizens at their
doorstep and to ensure that opportunities for
securing justice are not denied to any citizen
without any discrimination on account of social,
economic or other disabilities and for matters
connected therewith or incidental thereto. The
hearing of Civil and Criminal cases will be taken up
in the Mobile Court. The Mobile Court will move to
all the village areas of the Sattari Taluka for
conducting trials, which are in close proximity to
the place where the parties of the respective Court
cases ordinarily reside. It also provides facilities
like mediation and conciliation to resolve disputes
amicably. The details of the Gram Nyayalaya are as
under;
1. Name of the Court: Gram Nyayalaya, Sattari at
Valpoi-Goa.
2. Office Address: 2nd floor, Administrative Block,
Valpoi Municipal Council, Valpoi, Sattari-Goa.
3. Presiding Officer: Civil Judge, Junior Division &
J.M.F.C., Sattari, Valpoi-Goa (until regular
Nyayadhikari is appointed for the Gram
Nyayalaya. Presently presided over by the Civil
Judge, Junior Division & J.M.F.C. ‘B’ Court,
Bicholim, on account of long leave of the Civil
Judge, Jr. Div. & J.M.F.C., Sattari at Valpoi).
4. Periodical visits: On every Court working
Saturday i.e. 1st Saturday, 3rd Saturday and 5th

dated 14-10-2024 of Dy., Supdt. of Police,
Traffic (North), Altinho, Panaji-Goa.
In exercise of the powers conferred on me under
Sections 117 & 116 of Motor Vehicles Act, 1988, I, Dr.
Sneha S. Gitte, IAS, District Magistrate, North Goa,
hereby notify “Temporary No Parking/No Stoppage
area from the road leading to Merces junction to
the new District and Session Court Complex on the
occassion of inaugural ceremony of the District Court
at Merces on 19-10-2024 from 09:30 hrs. till the end
of the function, subject to the following conditions.
1. The below mentioned area shall be demarcated
and proper signboards indicating the temporary
parking be erected.
2. Service road lane from Merces junction to Merces
VUP of NH-748 (both sides) to be temporarily
notified as Parking for Invitees (having valid
pass).
3. Service lane from Merces junction to Merces-St.
Cruz VUP of NH-66 (both sides) to be temporarily
notified as Parking for Invitees (having valid
pass).
4. No Parking on entire stretch of road from Merces
junction to New District Court Building and
Merces junction to Govekar Fast Food, Merces.
5. Movement of vehicles from Vaddy Merces
towards Merces junction from New District
Court Complex Road to be restricted at CMM
Arena Showroom.
6. The temporary parking shall be allowed only on
19th October, 2024.
7. All vehicles shall be parked in close proximity
and shall not he scattered all over.
8. Permission/NOCs from other competent
authorities should be obtained well in advance.
9. The permission is subject to cancellation/
/revocation at any moment.

In exercise of the powers conferred on me under
Section 112 of the Motor Vehicles Act, 1988 and
Rule 264A of the Motor Vehicles Rules, 1991 as
amended in 2005 and as recommended by the Dy.
Supdt. of Police, Traffic (North), Panaji and the
Assistant Engineer, SD-I, WD XIII (R), PWD, Pernem-
-Goa, I, Dr. Sneha S. Gitte, IAS, District Magistrate,
North Goa, hereby notify erection of “Speed
Breaker” at the places mentioned in Column No. 2
of the schedule herein below within the jurisdiction
of Village Panchayat Torxem, Pernem-Goa.

breaker in order to regulate the motor vehicular
traffic.
The Secretary, Village Panchayat Torxem, Pernem,
is directed to publish this notification through the
Director of Information and Publicity in local
newspapers and P.W.D. (Engineering Cell) to make
necessary arrangements to construct the Speed
Breakers and to erect the signboards at the places
indicated above as per the specification laid down
by the Ministry of Road Transport and Highways
and as published in the Official Gazette, Series I
No. 15 dated 15-07-2005 by the Government of Goa
and report compliance within thirty days time.

grounds for mosquitoes which causes rise in the
vector borne diseases and thus leads to health
hazard to the general public.
Now therefore, I, Dr. Sneha S. Gitte, IAS, District
Magistrate, North Goa District, in exercise of the
powers vested in me under Section 26 of the Indian
Police Act, 1861 call upon all the persons interested
in the said vehicles to submit their claims (if any)
to the Office of Dy. Collector & SDM, Bardez, Mapusa-
-Goa within a period of 06 (Six) months from the
date of publication of this proclamation.
If no objections/claims are received within the
stipulated time, the vehicles shall be forfeited in
favour of the State Government and shall be
disposed by public auction as provided under law
and no further claims shall be entertained from
anyone and the proceeds shall be forfeited to the
Government.
The list of all identified vehicles are available
with the Office of the Deputy Collector & Sub
Divisional Magistrate, Bardez, Mapusa-Goa.

Action taken report including photographs of
the work executed must be submitted to this office
within 30 days.
Non-compliance of order shall attract penal
provisions under Section 223 of the Bharatiya Nyaya
Sanhita, 2023.
