Commission as conveyed vide their letter No. COM/

/I/5/78(1)/2018/64 dated 27-05-2024, Government is

pleased to appoint Mr. Gopinath Arjun Gawas to

the post of Assistant Professor in Harmonium (Group

“A” Gazetted) in unreserved category at Goa College

of Music, Panaji under Directorate of Higher

Education on temporary basis in the UGC pay scale

Matrix Level 10 with immediate effect, and as per

the terms and conditions contained in the

Memorandum cited above. He shall be on probation

for a period of two years.

Mr. Gopinath Arjun Gawas has been declared

medically fit by the Medical Board. The appointment

of Mr. Gopinath Arjun Gawas is made subject to the

verification of character and antecedents. In the

event of any adverse remarks noticed by the

Government on verification of character and

antecedents, his services shall be terminated.

He shall draw his salary against the newly

created post vide Order No. 1/5/2017-DHE/1024

dated 07-06-2018.

Pollution (Regulation & Control) Rules, 2000, the

Government of Goa is pleased to direct the

“authority” specified in the Government

Notification No. 7/4/98/STE/DIR/Part-I/922 dated

04-12-2007, published in the Official Gazette, Series II

No. 37 dated 13-12-2007, Notification No.7/4/98/STE/

/DIR/Part-I/1545 dated 15-01-2010, Notification No.

7/4/98/STE/DIR/Part-I/104 dated 23-04-2015 and

Notification No. 7/4/98/STE/DIR/Part II/480 dated

12-09-2019, to permit the use of loudspeakers or

public address system during night hours (between

10.00 p.m. to 12.00 midnight) during the year 2024,

on the days specified in the Schedule hereto,

throughout the State of Goa.

“Terms and conditions for issue of permission.

The permission shall be granted only on case-to-

case basis, in response to a specific application

made by the concerned Village Panchayat,

Municipal Corporation/Municipal Council or an

individual or any recognized entity in the State of

Goa.

The provisions of the Noise Pollution (Regulation

and Control) Rules, 2000 shall be strictly complied

with.

The ‘authority’ concerned shall monitor the noise

levels during the permitted festive occasion and

other occasion also, and take prompt remedial

action in the event of any violation of the same and

of above conditions.”

In exercise of the powers conferred by sub-

sections (3) and (4) of Section 215 of the Motor

Vehicles Act, 1988 (Central Act No. 59 of 1988), and

Section 21 of the General Clauses Act, 1897 (No. 10

of 1897), the Government of Goa hereby further

amends the Government Notification No. D.Tpt/

/LEADAGENCY/12/2022/1251 dated 19-05-2022,

published in Official Gazette, Series II No. 7, dated

19-05-2022 (herein after referred to as the “Principal

Notification”), as following namely:—

(1) In the Principal Notification for the entries

against serial number (xiii) under I. District Road

Safety Committee (North), the following entry shall

be substituted, namely:-

“(xiii) The Assistant Director of

(2) In the Principal Notification under I. District

Road Safety Committee (North), after the entry at

serial number (xiii), the following entry shall be

This Notification shall come into force on the

“Grants in Aids to Voluntary Organizations working

for Welfare of Scheduled Tribes” for the State of Goa

The functions of the State Committee for Support

of Voluntary Efforts (SCSVE) are as follows:

1. To make specific recommendations about the

application of the NGO within the timelines

stipulated by the Ministry.

2. To recommend a project to be undertaken by

NGO, if a project is not recommended by State

Committee, the reasons will be indicated.

3. To monitor the projects undertaken by the

NGOs.

4. To recommend suggestions time to time for

improvement and recommendations to be

proposed before the Ministry of Tribal Affairs,

New Delhi.

The State Committee for Support of Voluntary

Efforts (SCSVE) shall meet once in six months to

review the performance of the State PMU.

The Notification shall come into force on the date

of its publication in the Official Gazette.

This is issued with the approval of the

Government vide U.O. No. 5455/F dated 23-10-2024.
