Whereas, the Casa Grande De St. Antonio
Co-operative Housing Society Ltd., having registered
address at Village Marra, Pilerne, Bardez-
-Goa has been registered with this office on

5-11-2018 under code symbol No. AR/NZHSG/443
with the main objects to maintain, manage and
administer the property of the Society.
And whereas, it is observed that the management
of the society has convened its Annual General
Meeting in terms of provisions of Section 72 (2) of
the Act as on 6th August, 2023. Annual returns are
filed under Section 81 of the Act from the year 2018-
-2023 of the Goa Co-operative Societies Act, 2001
and Rules, 2003.
And whereas, the statutory annual audit of the
financial statement of the society has been carried
out since the co-op. year 2019-2023. The election of
the society has not been conducted since inception.
And whereas, this office has received a letter
dated 17-10-2023 from the Chairman, Mr. Purumu
Naraimhalu, wherein he informed that the committee
members of the society has unanimously resolved in
the meeting dated 06-08-2023 for deregistration of
the society. The documents such as certified copy of
extract of aforesaid meeting, resolution of meeting,
attendance of said meeting and notice duly
submitted.
From the above facts and circumstances, it
transpires that no members are not interested in
running the affairs of the society and as such no
purpose will be served if the society is allowed to
continue. I am therefore inclined to pass the
following interim order.
ORDER
In exercise of power vested in me under Section 92
of the Goa Co-operative Societies Act, 2001 read
with Rule 127 of the Goa Co-operative Societies Act,
2001.
I, Harish S. Naik, Asstt. Registrar of Co-operative
Societies, North Zone, Mapusa, hereby direct/order
that the Casa Grande De St. Antonio Co-operative
Housing Society Ltd., Village Marra, Pilerne, Bardez-
-Goa registered with this office on 5-11-2018 under code
symbol No. AR/NZ/HSG/443(b)/Goa be wound up.
I call upon the society to submit its say, if any
within one month from date of issue of this interim
order as to why the said society should be taken into
liquidation.
Further, in exercise of power vested in me under
Section 93 (1) of the Goa Co-operative Societies Act,
2001 read with Rule 129 hereby appoint Shri Sairaj
S. Naik, Jr. Auditor, Co-op. Societies, North Zone,
Mapusa-Goa as the Liquidator of the Casa Grande
De St. Antonio Co-operative Housing Society Ltd.,
Village Marra, Pilerne, Bardez-Goa.

Pattern of Assistance for utilising Grant-in-aid to the Department of Legal Metrology, towards India
Energy Week (IEW), 2024
Background:
1. The Government is pleased to frame the Pattern of Assistance as Grant-in-aid for the organization of
India Energy Week, 2024 in the State.
2. The Ministry of Petroleum & Natural Gas, Government of India held its flagship energy event, titled
“India Energy Week (IEW), 2024” from 6th to 9th February, 2024, at Betul, South Goa. The Secretary (Legal
Metrology) had been appointed as the Nodal Officer and the Department of Legal Metrology was the Nodal
Department for said India Energy Week, 2024.
3. The India Energy Week, 2024 welcomed 17 Energy Ministers, 35000 Attendees, 900 Exhibitors, 400
Speakers and Delegates from over 100 Countries. “India Energy Week (IEW), 2024” featured 06 dedicated
Country Pavilions and a special “Make in India Pavilion” to showcase innovations by Indian MSMEs in
Energy Sector. It was truly a global gathering, convening policy makers, business leader and energy
pioneers to collaborate, discover new opportunities and strengthen partnerships.
4. The State Government of Goa provided comprehensive support for India Energy Week, 2024
encompassing logistical assistance, security provisions and all necessary regulatory compliance besides
setting up of Goa pavilion, Goa shack and promotion of Goan crafts and merchandise to ensure the event’s
success as per requirements of the Government of India.
In this regard, Government of Goa appointed the following Officers and entrusted them to execute
various duties.

5. Therefore, in pursuance of sub-rule (1) of Rule 230 of the General Finance Rules, 2017, the Government
of Goa hereby prescribes the pattern of financial assistance to the tune of Rs. 100.00 Lakhs.
The purpose for which said Grant-in-aid shall be utilized will be as follows:

Stationery, laptop and printer purchased for IEW 2024, inverter purchased for conference room
set up for IEW 2024 meetings and other related office expenditure which will be utilized later for
Departmental use.

Payment for fuel charges for transport for Department of Legal Metrology/Nodal Department for
India Energy Week, 2024 for event related work.
4.
Lunch, dinner, refreshments in connection to ‘India Energy Week’ 2024.
5.
Any other miscellaneous expenditure related to India Energy Week, 2024.
6. The Drawing and Disbursing Officer shall maintain the register of the Grant-in-aid sanctioned.
Secretary (Civil Supplies/Legal Metrology), Controller, Legal Metrology (HOD Nodal Department for India
Energy Week, 2024) and Assistant Controller, Legal Metrology, Central Laboratory shall be the cheque
signing authorities. The Office of Nodal Officer (India Energy Week, 2024) shall evolve its own procedure
and manner in which the Grant-in-aid is to be utilized for the purposes specified in this Pattern of
Assistance. Any portion which is not ultimately required, shall be refunded back to the Treasury.
7. The Department of Legal Metrology shall be the Budget Controlling Authority for the purpose of
making budgetary provision, release of grants, utilization certificate etc.
8. The funds once sanctioned in the Grant-in-aid, shall be transferred to Bank Account which will be
opened in the Bank as specified by the Government. The quantum of funds as Grant-in-aid will be Rs. 100.00
Lakhs. The funds sanctioned shall be utilized for the Financial Year 2023-24 and 2024-25, in three
installments of Rs. 30.00 Lakhs as 1st installment, 2nd installment of Rs. 30.00 Lakhs and 3rd installment
of Rs. 40.00 Lakhs.
9. The second installment may be released after utilization of 80% of the 1st installment.
10. The amount shall be drawn under Demand No. 80, Budget Head of Accounts 2810—New and Renewable
Energy; 00—; 105—Supporting Programmes; 01—India Energy Week; 31—Grant-in-aid.

11. Further, in order to avoid hardship for sanctioning of Grant-in-aid to incur the expenditure as per
approved Pattern of Assistance in time bound manner and as approved by Secretary (Legal Metrology)/
/Administrative Secretary under Rule 17 of the Goa Delegation of Financial Powers Rules, 2008, the
Controller (Legal Metrology) has been bestowed the power to sanction grant upto 10.00 Lakhs under
Pattern of Assistance.
12. All the expenditure shall be in accordance with all the O.M’s/Instruction of Finance Department.
13. The Pattern of Assistance shall be valid for two financial years i.e. 2023-24 and 2024-25.
14. This is issued with the concurrence of the Finance (Exp.) Department vide their U.O. No. 1540 dated
04-03-2024.
