Whereas, it is reported by the Superintendent of Police, South Goa District, Margao, that criminals with

an intention of committing crime in Goa, usually stay in Hotel/rented premises with fictitious names and

bogus residential/official addresses and telephone numbers and after commission of crime, it becomes

difficult to identify culprits, as the details furnished by them to the hotels or landlords are found fictitious/

/bogus/false;

And whereas, anti-social/criminal or undesirable elements can camouflage their identity for illegal/

/immoral operations, which need to be contained and regulated. Certain hotel owners/landlords/

/establishment have a tendency to rent out premises without verifying the antecedents of the person/

/tenants or informing the local Police;

Now therefore, on being satisfied of the need to take preventive action based on the report of the

Superintendent of Police, South Goa District, Margao, I, Egna Cleetus, IAS, District Magistrate, South Goa

District, Margao, in exercise of the powers vested in me under Section 163 of the Bharatiya Nagarik

Suraksha Sanhita, 2023, do hereby order that:-

a) All owner of the houses, buildings, flats and other residential accommodations, and the Owners/

/Management of all Hotels, Lodging & Boarding, Shacks, Private guest houses, Paying Guest facilities,

religious bodies, offering temporary accommodations, temporarily residential accommodation, etc., in

Reg. No. RNP/GOA/32/2024-2026

the whole of South Goa District must verify the bonafides of persons through their proof of identify

such as Election Card, Driving License, Aadhar card, Passport, Smart card, etc.

b) No landlords, tenants, owners or person of any house/property falling under the territorial jurisdiction

of South Goa District, Goa, shall let, sublet or rent out any accommodation to any person unless the

particulars of the tenants have been furnished to the Officer-In-Charge of the concerned Police

Station.

c) All In-Charges of such accommodations shall provide such facilities for inspection and the maintenance

of record in the aforementioned software by the Police Authorities or any other authority authorizes

by the undersigned.

d) All Head/Incharges of Nationalized Banks of South Goa District must deploy security guards for

security of their ATM’s round the clock and install CCTV cameras or shall installed ESS (Electronic

Survey System) equipped with Panic button hooter, two-way communication system & remote

outstanding control.

The circumstances do not permit serving of the notice individual to the concerned persons. Therefore,

this order is hereby passed ex-parte. It shall be published for public information through the Press, Social

Media, etc. and also by affixing copies on the Notice Boards of all Sub-Divisional Magistrates, Mamlatdars

and Police Stations.

This order shall come into force with effect from 09-03-2025 and shall remain in operation for a period

of 60 days (both days inclusive) unless withdrawn earlier.

Violation of this order is punishable u/s 223 of the Bharatiya Nyaya Sanhita, 2023.

All the Deputy Collector and Sub-Divisional Magistrates of South Goa are authorized to verify the

violation of this order issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 and to

file FIR before the concerned Court/Police Station and to lodge complaint before the concerned Judicial

Magistrate.

The Superintendent of Police (South), Margao-Goa, is directed to issue direction to all the Police Stations

of South Goa District to take note of this order and to place the matter before the concerned Deputy

Collector and Sub-Divisional Magistrates of South Goa in case of violation under Section 223 of the

Bharatiya Nyaya Sanhita, 2023.

And whereas, in terms of sub-rule (1) of rule 4 of the Goa Town and Country Planning (Change of zone

of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the

“said Rules”), the Town and Country Planning Department, after scrutinizing the said proposals, had

placed such proposals alongwith it’s scrutiny reports before the Goa Town and Country Planning Board

for its recommendation/approval/decision;

And whereas, the Goa Town and Country Planning Board in it’s 211th meeting held on 15-01-2015 has

approved the said proposals as specified in above table;

Now, therefore, as required by sub-rule (2) of rule 4 of the said Rules, a notice is hereby given to the

public that the Goa Town and Country Planning Board in it’s 211th meeting held on 15-01-2025 has

approved the said proposals for change of zones in the zone in the Regional Plan for Goa–2021, Outline

Development Plan of Mormugao Planning Area-2030, Outline Development Plan of Margao Planning Area-

2031 and Outline Development Plan of Calangute-Candolim Planning Area-2025 in respect of the plots of

land as specified in above table, which were placed before it under sub-rule (1) of rule 4 of the said Rules

and suggestions are hereby invited from the public within a period of thirty days from the date of

publication to this Notification in the Official Gazette.

All the proposals as specified in the above table are available for the purpose of inspection in the

Regional Plan Cell, Office of Tiswadi Taluka, Town and Country Planning Department, Kamat Tower, 5th

Floor, Patto, Panaji–Goa.

Suggestions, if any, to the said proposals as approved by the Goa Town and Country Planning Board

may be forwarded to the Chief Town Planner (Planning), 2nd Floor, Dempo Tower, Patto Plaza, Panaji-Goa,

before the expiry of the said period of thirty days, so that the said proposals alongwith suggestions, if any

received, can be placed before the Goa Town and Country Planning Board for its recommendation/

/approval/decision in terms of sub-rule (3) of rule 4 of the said Rules.
