Whereas, it has been reported by the Superintendent of Police, South Goa District, Margao, that certain

criminals, with an intent to commit crimes in Goa, stay in hotels with fictitious names and bogus residential/

/official address and telephone numbers and after commission of crime, it becomes very difficult to locate

the culprits on the basis of available information recorded in the Registers of Hotels/Guest House/Inns, as

the information provided is often found to be bogus during verification.

And whereas, this situation poses a serious threat, as terrorist/anti-social elements can camouflage their

identity for their operations in Goa. Likewise, it has become the tendency of Landlords/Tenants to rent out

the premises to anyone without any verification of their antecedents and intimation to the local Police, thereby

increasing security concerns.

Now therefore, upon being satisfied of the need to take preventive action based on the report of the

Superintendent of Police, South Goa District, Margao, I, Egna Cleetus, IAS, District Magistrate, South Goa

District, Margao, in exercise of the powers vested in me under Section 163 of the Bharatiya Nagarik

Suraksha Sanhita, 2023, do hereby order as follows:-

a) All owner of the houses, buildings, flats and other residential accommodations, and the Owners/

/Management of all Hotels, Lodging & Boarding, Shacks, Private Guest Houses, Paying Guest facilities,

religious bodies, offering temporary accommodations, Temporarily residential accommodation, etc., in

the whole of South Goa District must verify the bonafides of persons/occupants through their proof of

identify such as Election Card, Driving License, Aadhar Card, Passport, Smart Card, etc.

b) No landlords, tenants, owners or person of any house/property falling under the territorial jurisdiction

of South Goa District, Goa, shall let, sublet or rent out any accommodation to any person unless the

particulars of the tenants/occupant have been furnished to the Officer-In-Charge of the concerned

Police Station.

c) All In-Charges of such accommodations shall maintain proper records and provide facilities for inspection

by the Police Authorities or any other authority authorized by the undersigned.

d) All Head/In-charges of Nationalized Banks of South Goa District shall deploy security guards for round

the clock security of their ATM’s and install CCTV cameras surveillance or shall install ESS (Electronic

Survey System) equipped with Panic button hooter, two-way communication system & remote outstanding

control.

The circumstances do not permit serving of the notice individually to the concerned persons. Therefore,

this order is hereby passed ex-parte. It shall be published for public information through the Press, Electronic,

Social Media, etc. and also by affixing copies on the Notice Boards of all Sub-Divisional Magistrates,

Mamlatdars and Police Stations.

This order shall come into force with effect from 10-07-2025 and shall remain in operation for a period

of 60 days (both days inclusive) unless withdrawn earlier.

Violation of this order is punishable under Section 223 of the Bharatiya Nyaya Sanhita, 2023.

All the Deputy Collector and Sub-Divisional Magistrates of South Goa are authorized to verify the violation

of this order issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 and to file FIR

before the concerned Court/Police Station and to lodge complaint before the concerned Judicial Magistrate.

The Superintendent of Police (South), Margao-Goa, is directed to issue direction to all the Police Stations

of South Goa District to take note of this order and to place the matter before the concerned Deputy

Collector and Sub-Divisional Magistrates of South Goa in case of violation under Section 223 of the

Bharatiya Nyaya Sanhita, 2023.

And whereas, in terms of sub-rule (1) of rule 4 of the Goa Town and Country Planning (Change of zone

of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the

“said Rules”), the Town and Country Planning Department, after scrutinizing the said proposals, had placed

such proposals alongwith it’s scrutiny reports before the Goa Town and Country Planning Board for its

recommendation/approval/decision;

And whereas, the Goa Town and Country Planning Board in it’s 216th Meeting held on 13-06-2025 has

approved the said proposals as specified in above table;

Now, therefore, as required by sub-rule (2) of rule 4 of the said Rules, a notice is hereby given to the

public that the Goa Town and Country Planning Board in it’s 216th Meeting held on 13-06-2025 has approved

the said proposals for change of zones, in respect of the plots of land as specified in above table, which were

placed before it under sub-rule (1) of rule 4 of the said Rules and suggestions are hereby invited from the

public within a period of thirty days from the date of publication to this Notification in the Official Gazette.

All the proposals as specified in the above table are available for the purpose of inspection in the Regional

Plan Cell, Office of Tiswadi Taluka, Town and Country Planning Department, Kamat Tower, 5th Floor, Patto,

Panaji-Goa.

Suggestions, if any, to the said proposals as approved by the Goa Town and Country Planning Board may

be forwarded to the Chief Town Planner (Planning), 2nd Floor, Dempo Tower, Patto Plaza, Panaji-Goa,

before the expiry of the said period of thirty days, so that the said proposals alongwith suggestions, if any

received, can be placed before the Goa Town and Country Planning Board for its recommendation/approval/

Road improvements at Guirim, Bardez-Goa.

1. The Eastern side Service Road (Mapusa to Porvorim) shall be widened upto the merger point and

thereafter the stretch of NH-66 upto Mr. Farmers Nursery shall also be widened.

2. Delineators shall be installed at the merger point upto a distance admeasuring 50 meters.

3. Road side bushes from Green Park underpass upto Mr. Farmer Nursery shall be removed.

The Sarpanch/Secretary, Village Panchayat Guirim, Bardez-Goa, is directed to publish this notification

through the Director of Information and Publicity in newspapers and P.W.D. to make necessary arrangements

to erect the signboards at the places indicated above as per the specification laid down by the Ministry of

Road Transport and Highways and as published in the Official Gazette by the Government of Goa and report

Read: Letter No. DYSP/TRF/South/931/2025 dated 07-07-2025 received from the Deputy Superintendent

of Police (Traffic), South Goa, Margao.

Whereas, this office has received a proposal dated 08-07-2025 from the Deputy Superintendent of Police

(Traffic), South Goa, Margao, conveying the report of the Police Inspector, Traffic Cell, Vasco, regarding

a meeting held on 23-06-2025 in the Conference Hall of the Mormugao Municipal Council (MMC), Vasco.

It is submitted that the meeting was chaired by the Chief Officer of MMC, Vasco and was attended by the

Dy. SP (Traffic), Chairperson of MMC, Vasco, officials from the Mormugao Port Authority (MPA), Public

Works Department (PWD), Town & Country Planning Department and representative of the Dy. Collector

& SDM, Mormugao. Further, it is submitted that discussion was regarding the illegally constructed permanent

walls and iron/steel gates which are obstructing the right of way near the new flyover, thereby endangering

public safety and obstructing road visibility.

And whereas, it is further submitted in the report that during the site inspection, it was observed that

metallic gates were installed on the newly constructed lane leading to the Up Ramp under the FOB and at

the Down Ramp exit lane connecting to Patron Baina Beach (near Suresh Bar/RTO Office). Further, it is

submitted that a newly constructed compound wall on the road median under the FOB is obstructing the line

of sight of motorists descending from the Down Ramp towards Baina and Vasco City and that the median

opening for vehicles plying from Vasco to Baina are also obstructed by these structures, thereby increasing

the risk of accidents.

And whereas, further it is submitted that from traffic safety point of view the existence of the said wall

and gates poses a serious threat to the safety of road users.

And whereas, in the interest of public safety and accident prevention, immediate and appropriate remedial

measures are necessary;

Now, therefore, in exercise of the powers conferred under Sections 112 and 116 of the Motor Vehicles

Act, 1988 (Central Act 59 of 1988), read with Government Notification No. 5/28/88/TPT/(PART) dated

26th September, 1989 and Rule 264-A of the Goa Motor Vehicles (Amendment) Rules, 2005, I, Egna Cleetus,

IAS, District Magistrate, South Goa, in public interest, hereby notify the following Traffic Circulation Plan

and Road Remedial Measures:

Traffic Circulation Plan

1. Vehicles proceeding towards Patron Baina from Vasco/Beach shall, upon reaching near the Up Ramp

Entry (metallic gate), take a right onto the alternate lane before the gate to continue under the FOB.

2. Vehicles coming from Patron Baina intending to enter the Up Ramp towards NH-566 shall, upon

reaching near the Down Ramp Exit (metallic gate), take a right after the triangular divider and then

a left to proceed onto the Up Ramp lane under the FOB.

3. Vehicles descending from the Down Ramp shall, upon reaching the metallic gates, compulsorily keep

to the left to proceed towards their destinations.

4. Vehicles shall be prohibited from taking a right turn at the median opening after passing the Up Ramp

Entry gates under the FOB.

5. Vehicles coming from Patron Baina intending to use the Up Ramp Entry shall be prohibited from taking

a right turn at the median opening near the newly constructed compound wall under the FOB.

Road Remedial Measures

1. The metallic gates placed at the entry of the newly constructed lane under the FOB and at the Down

Ramp Exit near Suresh Bar/RTO Office shall be relocated to Pillar No. 94.

2. The compound wall constructed on the road median, which obstructs visibility, shall be removed to

ensure a clear line of sight.

3. A triangular divider shall be constructed at the Down Ramp Exit to channelize traffic and minimize

collision risk.

4. Right turn shall be prohibited at the divider opening for vehicles proceeding from Vasco to Patron Baina

under the FOB, post metallic gates, between two flyover pillars.

5. Hump-type speed breakers conforming to IRC specifications shall be constructed:

a) On Patron Baina Beach road, 15 meters prior to the Down Ramp Exit Junction.

b) On the Down Ramp lane, 25 meters prior to the Down Ramp Exit Junction.

6. Metal railings of appropriate height shall be installed on road medians, with openings only at authorized

junctions, to prevent random pedestrian crossing.

7. Cat-eyes shall be installed along the road edges to improve visibility during low-light conditions.

8. Pedestrian crossings shall be marked with white thermoplastic paint at the Down Ramp Exit Junction.

9. Traffic signboards such as “Junction Ahead”, “Go Slow”, “One Way”, “No Entry”, “Compulsory Keep

Left”, “Speed Limit”, “Pedestrian Crossing”, “Halting/Stopping Prohibited”, “Side Road Left”, “Stop”,

and “Directory” shall be installed as per IRC guidelines.

10. Red blinkers shall be installed at the junction to alert approaching motorists.

The Executive Engineer, W.D. VI (Roads), P.W.D., Fatorda, Margao-Goa is hereby directed to implement

the same and install all precautionary, informatory and mandatory signage accordingly.

An action taken report, along with photographs of the implemented measures, shall be submitted to this

office within 30 days.

Non-compliance with this order shall attract penal provisions under Section 188 of the Indian Penal Code,

1860.

(1) Every contesting bidder other than applicant should deposit in cash or in Demand Draft (DD) in the

Office of Administrator of Comunidades of North Zone, Mapusa, Bardez-Goa, in cash an amount equivalent

to five times of the initial minimum amount of lease bid as fixed above. The said EMD amount should be

deposited in this office on the previous day of auction between 10.00 a.m. to 12.00 noon and only those

persons who have deposited such amounts a list thereof will be displayed in this office notice board by

1 p.m. on the same day alongwith the cost incurred by the applicant during the process of the file till the

day of auction of the plot. Only those who fulfill the above condition laid down in this notice shall be allowed

to participate in auction on the appointed date and time subject to the other conditions.

(2) The contesting bidders other than the applicant are also required to produce an Affidavit sworn stating

that the contesting bidders, the contesting bidder’s spouse and the minor children do not own any house or

land within the State of Goa along with valid residential status of proof of fifteen years residency issued by

the competent authority.

(3) The bidders participating for the auction should obtain NOC from the concerned Comunidade 3 (three)

days before the auction and submit the same to the Office of the Administrator of Comunidades North Zone,

Mapusa or the NOC from the Administrator of Comunidades of North Zone, Mapusa.

(4) In the event of the applicant winning the bids one year’s lease rent is to be immediately deposited

in the Administrator’s office.

(5) On the day of the auction if there are no bidders then the plots will stand allotted to the applicant on

payment of one year’s lease rent to the Office of Administrator of Comunidades of North Zone, Mapusa.

(6) The persons other than the applicant winning bid should deposit one year’s lease rent and also double

the costs incurred by the applicant for processing the file on the spot. The EMD in such a case will be

adjusted against the above payments. In case successful bidders fail to deposit one year’s lease rent and

double the costs incurred by the applicants for processing the file on the spot in such a case the EMD

deposited shall be forfeited. In such case the second highest bidders and so on will be considered for

acceptance of their bids and fulfilment of payment conditions as laid down. Only cash payments shall be

accepted. Also such defaulters shall not be allowed to participate in any future auctions of Comunidade plots.

(7) The Administrator of Comunidades of North Zone, Mapusa, Bardez-Goa, reserves the right to accept

or reject any bids without assigning any reasons and the decision of the Administrator shall be final in all

matters.
