Notification
No. 480/Programme/2025:- Whereas, a vacancy in the office of the Vice-President of India has occurred
by reason of resignation of Sh. Jagdeep Dhankhar on 21st July, 2025; and
Whereas, under Clause (2) of Article 68 of the Constitution of India, an election to fill the said vacancy is
required to be held as soon as possible after the occurrence of the vacancy; and
Whereas, under sub-section 4 of Section 4 of the Presidential and Vice-Presidential Elections Act, 1952
(31 of 1952), the Election Commission of India is required to appoint the dates for the election to fill the office
of the Vice President of India;
Now, therefore, the Election Commission of India hereby—

PUBLISHED BY AUTHORITY
(A) calls upon the Electoral College, referred to in Article 66 of the Constitution, to elect a person to
fill the said vacancy in the office of the Vice-President of India, in accordance with the provisions of the
Constitution, the Presidential and Vice-Presidential Elections Act, 1952 (31 of 1952), and the Rules and
Orders made thereunder; and
(B) in pursuance of sub-section (1) of Section 4 of the said Act, appoints—
a) the 21st August, 2025 (Thursday), as the last date for making nominations;
b) the 22nd August, 2025 (Friday), as the date for scrutiny of the nominations;
c) the 25th August, 2025 (Monday), as the last date for the withdrawal of candidatures; and
d) the 09th September, 2025 (Tuesday), as the date on which a poll shall, if necessary, be taken.

अधिसूचना
सं. 480/कार्यक्रम/2025:- यतः, श्री जगदीप धनखड़ द्वारा 21 जुलाई, 2025 को त्यागपत्र देने के कारण भारत के
उपराष्ट्रपति का पद रिक्त हो गया है; और
यतः, भारत के संविधान के अनुच्छेेद 68 के खंड (2) के अंतर्गत, उक्त रिक्ति को भरने के लिए निर्वाचन, रिक्ति होने के
पश्चात यथाशीघ्र किया जाना अपेक्षित है; और
यत: राष्ट्रपतीय और उपराष्ट्रपतीय निर्वाचन अधिनियम, 1952 (1952 का 31) की धारा 4 की उपधारा (4) के अधीन
भारत निर्वाचन आयोग द्वारा भारत के उपराष्ट्रपति के पद को भरने के लिए निर्वाचन हेतु तारीख नियत की जानी अपेक्षित
है;
अतः, अब, भारत निर्वाचन आयोग एतद्द््वारा—
(अ) संविधान के अनुच्छेेद 66 में निर्दिष्ट निर्वाचक मंडल से यह अपेक्षा करता है कि वे संविधान के प्रावधानों के
अनुसार, राष्ट्रपतीय और उपराष्ट्रपतीय निर्वाचन अधिनियम, 1952 (1952 का 31) और तदधीन बनाए गए नियमों और
उनके तहत जारी किए गए आदेशों के उपबन्धोंों के अनुसार, भारत के उपराष्ट्रपतिके पद की उक्त रिक्ति को भरने के
लिए एक व्यक्ति निर्वाचित कर दे; और
(आ) उक्त अधिनियम की धारा 4 की उपधारा (1) के अनुसरण में निम्नलिखित निर्धारित करता है–
(क)
नाम निर्देशन करने की अंतिम तारीख – 21 अगस्त, 2025 (गुरुवार);
(ख)
नाम निर्देशनों की संवीक्षा की तारीख – 22 अगस्त, 2025 (शुक्रवार);
(ग)
अभ्यर्थिताएं वापस लेने की अंतिम तारीख – 25 अगस्त, 2025 (सोमवार); और
(घ)
वह तारीख, जिसको यदि आवश्यक हुआ तो, मतदान होगा—09 सितंबर, 2025 (मंगलवार)

Notification
480/P.O.P/2025:- In pursuance of Rule 8 of the Presidential and Vice-Presidential Elections Rules, 1974,
the Election Commission of India hereby;
(a) fixes Room No. F-101, Vasudha, First Floor, Parliament House, New Delhi as the place of polling
for the Vice-Presidential Election to be held in accordance with its Notification No. 480/Programme/2025,
dated the 07th August, 2025; and
(b) specifies the hours from 10.00 a.m. to 5.00 p.m. both inclusive to be the hours during which the
poll shall, if necessary, be taken at the said place of polling.

आयोग एतद्द््वारा;
(क) अपनी दिनांक 07 अगस्त, 2025 की अधिसूचना सं. 480/कार्यक्रम/2025 के अनुसार उपराष्ट्रपतीय निर्वाचन
के लिए मतदान का स्थान कमरा सं. एफ-101, वसुधा, प्रथम तल, संसद भवन, नई दिल्ली नियत करता है; और
(ख) 10:00 बजे पूर्वाहन से 05:00 बजे अपराहन दोनों को सम्मिलित करते हुए तक का समय ऐसे समय के रूप
में विनिर्दिष्ट करता है जिसके दौरान, यदि आवश्यक हुआ तो, उक्त स्थान पर मतदान होगा।

PUBLIC NOTICE
OF
ELECTION TO THE OFFICE OF VICE-PRESIDENT OF INDIA

Whereas a notification under sub-section (1) of Section 4 of the Presidential and Vice-Presidential
Elections Act, 1952, for the holding of an election to fill the Office of Vice-President of India has been issued
by the Election Commission, I, P.C. MODY, the Returning Officer for such election, do hereby give notice that
—
(i) nomination papers may be delivered by a candidate or any one of his proposers or seconders to the
undersigned at his office in Room No. RS-28, First Floor, Parliament House, New Delhi, or if he is
unavoidably absent, to the Assistant Returning Officers, Ms. Garima Jain, Joint Secretary/Shri Vijay
Kumar, Director, Rajya Sabha Secretariat at the said office between 11 a.m. and 3 p.m. on any day (other
than a public holiday) not later than Thursday, the 21st August, 2025;
(ii) each nomination paper shall be accompanied by a certified copy of the entry relating to the
candidate in the electoral roll for the Parliamentary constituency in which the candidate is registered as an
elector;
(iii) every candidate shall deposit or cause to be deposited a sum of Rupees Fifteen Thousand only.
This amount may be deposited in cash with the Returning Officer at the time of presentation of the
nomination paper or deposited earlier in the Reserve Bank of India or in a Government Treasury and in
the latter case a receipt showing that the said deposit of the sum has been so made is required to be
enclosed with the nomination paper;
(iv) forms of nomination papers may be obtained from the above said office at the time aforesaid;
(v) the nomination papers, other than those rejected under sub-section (4) of Section 5B of the Act,
will be taken up for scrutiny at the said office in Room No. F-100, Sangoshthi-2, First Floor, Parliament
House, New Delhi, on Friday, the 22nd August, 2025 at 11 a.m.;
(vi) the notice of withdrawal of candidatures may be delivered by a candidate, or any one of his
proposers or seconders who has been authorised in this behalf in writing by the candidate, to the
undersigned at the place specified in paragraph (i) above before three o’clock in the afternoon of Monday,
the 25th August, 2025;
(vii) in the event of the election being contested, the poll will be taken on Tuesday, the 9th September,
2025 between the hours of 10 a.m. and 5 p.m. at the place of polling fixed under the rules.

सार्वजनिक सूचना

यत:, भारत के उपराष्ट्रपति पद भरने के लिए निर्वाचन करने के लिए, निर्वाचन आयोग द्वारा, राष्ट्रपतीय और
उपराष्ट्रपतीय निर्वाचन अधिनियम, 1952 की धारा 4 की उपधारा (1) के अधीन अधिसूचना जारी की गई है। ऐसे निर्वाचन
के लिए निर्वाचन अधिकारी, मैं, पी.सी. मोदी एतद्द््वारा सूचना देता हूँ कि—
(i) अभ्यर्थी या उसके किसी प्रस्थापकों या समर्थकों में से किसी एक द्वारा नामनिर्देशन पत्र निम्नहस्ताक्षरकर्ता को
कमरा संख्या आरएस 28, प्रथम तल, संसद भवन, नई दिल्ली स्थित उसके कार्यालय में या यदि वह अपरिवर्जनीय
रूप से अनुपस्थित हो, तो सहायक निर्वाचन अधिकारी, सुश्री गरिमा जैन, संयुक्त सचिव/श्री विजय कुमार, निदेशक,
राज्य सभा सचिवालय को उक्त कार्यालय में किसी भी दिन (सार्वजनिक अवकाश-दिन से भिन्न) मध्याहन पूर्व 11 बजे
से मध्याहन पश्चात् 3 बजे के बीच, बृहस्पतिवार, 21 अगस्त, 2025 तक परिदत्त किए जा सकेंगे;
(ii) प्रत्येक नामनिर्देशन पत्र के साथ उस संसदीय निर्वाचन-क्षेत्र की निर्वाचक नामावली में अभ्यर्थी से संबद्ध
प्रविष्टि की एक प्रमाणित प्रति लगाई जाएगी जिसमें अभ्यर्थी निर्वाचक के रूप में रजिस्ट्रीीकृत है;
(iii) प्रत्येक अभ्यर्थी केवल पंद्रह हजार रुपये की राशि जमा करेगा या जमा करवाएगा। यह रकम नामनिर्देशन
पत्र प्रस्तुत करते समय निर्वाचन अधिकारी के पास नकद जमा की जा सकेगी या भारतीय रिज़र्व बैंक या किसी
सरकारी खजाने में इससे पहले जमा की जा सकेगी और पश्चातकथित दशा में ऐसी रसीद का, जिसमें यह दर्शित किया
हो कि उक्त राशि जमा कर दी गई है, नामनिर्देशन पत्र के साथ लगाया जाना आवश्यक होगा;
(iv) नामनिर्देशन पत्रोंों के प्रू
प पूर्वोक्त कार्यालय से पूर्वोक्त समय पर प्राप्त किए जा सकेंगे;
(v) अधिनियम की धारा 5ख की उपधारा (4) के अधीन नामंजूर किए गए नामनिर्देशन पत्रोंों से भिन्न, नामनिर्देशन
पत्रोंों की संवीक्षा उक्त कार्यालय, कमरा संख्या एफ—100, संगोष्ठी—2, प्रथम तल, संसद भवन, नई दिल्ली में शुक्रवार,
22 अगस्त, 2025 में शुक्रवार, 22 अगस्त, 2025 को मध्याहन पूर्व 11 बजे की जाएगी;
(vi) अभ्यर्थिता वापस लेने की सूचना अभ्यर्थी, या उसके प्रस्थापकों या समर्थकों में से किसी एक द्वारा, जो अभ्यर्थी
द्वारा लिखित रूप से इस निमित्त प्राधिकृत किया गया हो, निम्नहस्ताक्षरकर्ता को उपरोक्त पैरा (i) में विनिर्दिष्ट स्थान में
सोमवार, 25 अगस्त, 2025 को अपराहन तीन बजे से पहले परिदत्त की जा सकेगी;
(vii) निर्वाचन लड़े जाने की दशा में, मतदान इन नियमों के अधीन नियत किए गए मतदान के स्थान में मंगलवार,
9 सितंबर, 2025 को मध्याहन पूर्व 10 बजे और मध्याहन पश्चात् 5 बजे के बीच होगा।
