direct the erection of cautionary signboards thereof:

of Road Transport & Highway & as published in the Official Gazette, Series I No. 15 dated 15th July, 2005,
by the Government of Goa. The signboards shall be installed as per specifications laid in the schedule under
the Goa Motor Vehicles (Amendment) Rules, 2005.
Action taken report including photographs of the work executed must be submitted to this office within
30 days.
Non-compliance of order shall attract penal provisions u/s 223 of the Bharatiya Nyaya Sanhita, 2023.

Now, therefore, I, Egna Cleetus, IAS, District Magistrate, South Goa District, in exercise of the powers
vested in me under Section 26 of the Indian Police Act, 1861, hereby call upon all the persons claiming
interest in the said vehicles to submit their claims (if any) alongwith the documentary evidence, to the Office
of the Deputy Collector & Sub-Divisional, Magistrate-I (Salcete), Margao-Goa, within a period of 06 (six)
months from the date of publication of this proclamation.
If no objections/claims are received within the stipulated period, the vehicles shall be forfeited in favour
of the State Government and shall be disposed of through public auction as provided under law or such mode
as approved by the State Government and no further claims will be entertained from anyone thereafter and
the proceeds shall be forfeited to the Government.
The list of all identified vehicles is available with the Office of the Deputy Collector & Sub-Divisional
Magistrate-I (Salcete), Margao-Goa.

by the Government of Goa vide letter No. DR/6/2024-RD-II/6614 dated 17th January, 2024 is hereby
published for the information of the members of Devasthan.
Amendment to the Bye Laws as below shall come in to force at once.
CHAPTER I
Of the institution & membership of the Temple.
Article 1 and 2 as amended and approved are as under. There is no change in the original Article 3.
Article 1: The membership of the temple, Xri Vetal Nachinolcar Devasthan and its branches, at
Nachinolwada, Advalpal, Bicholim-Goa, which is a religious corporation with the purpose of devotion, worship
and rites according to the Hindu religion shall be governed by the present Bye Laws and Devasthan
regulation.
Article 2: The main Temple is of Shri Vetal and following are the branches of the said temple, that of
1. Shri Ravalghadi, 2. Shri Ravalnath, 3. Shri Ramnath, 4. Shri Mahalaxmi, 5. Shri Brahman and seven
Temples of Kulpurush of all the respective communities of Nachinolkar Mahajan’s i.e. KulpurushTemple of
Prabhu; Kamat; Daddikar Kamat; Daivadnya; Chari; Maratha and Bhandari Community.
Sole paragraph: All the branches as also the main Temple are situated in ward Nachinolwada of the said
Village of Advalpal.
A Mahajan who is lineal descendent of the member whose name figures in the original catalogue attached
to the accord, only can apply for his enrolment with the Devasthan by filling all his details in a prescribed
form/application available with the Devasthan along with certified copies of his Birth certificate or the Birth/
/Death certificate of his ancestors who are listed in the original catalogue attached to the Bye Laws of the
Devasthan of 1958. The said application will be decided/rejected in the Managing Committee meeting and
further it will be placed before the immediate General Body Meeting for final decision/rejection as per the
decision of the Managing Committee.
Article 3:- Remains unchanged.
CHAPTER II
Of The Rights and Obligation of the Members.
Article 4: Remains the same as before.
Article 5, 6, 7 as amended and approved are as under
Article 5: All the members have equal rights for voting as far as the administration and improvement of
the said institution is concerned by being present for the meeting of the members and to propose, clarify and
discuss the subjects which are liable to be approved by the Managing Committee, as also to place before
the General Body in the forms of a proposal all that they may consider useful for the interest of the
Devasthan.
Article 6: All the members are obliged to work gratuitously for the posts for which they have been elected
or appointed, they should cooperate without any personal interest for the benefit of the Temple.
Sole Paragraph: The Administrator should not receive gratification, nor will they have a right to transport
charges.
Article 7: The duties of the members are:-
a) To pay life membership fees Rs. 5,000/- and or yearly Membership fees Rs. 200/- (subject to revision
in future).
b) To pay at the time of his enrolment an amount fixed by the Managing Committee which shall be revised
time to time by the General Body.
c) To pay regularly up to the end of each year, their annual fees which are fixed by Managing Committee
from time to time, and in case if the member fails to pay or is a defaulter in paying the annual fees then
he has to pay late fees of 5% per month.

CHAPTER III
Of the Administrative Bodies.
Article 8 as amended and approved is as under. There is no change in the original Article 9 and 10.
Article 8: The administrative bodies shall be those that are mentioned in Devasthan Rules & Regulation
in force, according to which the mode of their election or appointment, constitution, functioning and competence
shall be carried out.
Article 9: Remains unchanged.

CHAPTER IV
Article 11 as amended and approved is as under.
Article 11: The member or other faithful who may wish to celebrate other religious acts shall pay, besides
the respective expenses, the following charges towards the fund of the Temple:-
For each Avartana Rs. 100/-; Prassada Rs. 100/-; Abhishek Rs. 100/-; Abhishek and Panchamrut Naivedhya
Rs. 200/-; Act of offer saree (Hoti) Rs. 50/-; Laghurudra Rs. 1,000/-; Navachandi - Rs. 2,000/-; Sthal
Naivedhya Rs. 350/- (including Poojari allowance); Kumkumarchan Rs. 300/- and other religious rituals shall
be charged as per the list displayed on the notice board. As regards to the major functions to be performed
in the Devasthan, such as Navachandi, Laghurudra, wedding, thread ceremony, or any other major functions,
then the Poojari has to take prior permission from the Managing Committee of the Devasthan.
These are the current rates and may differ in future as per the decision of the Managing Committee.
CHAPTER V
The office Attendants & expenses of the Temple.
Article 12 as amended and approved is as under.
Article 12: One Bhatji (Poojari), is appointed to perform daily rites, Pooja in the Devasthan shall be duty
bound to perform the following:-
a) The Pujari whose duty is to make daily religious rite “Pooja” in the morning, offer mahanaivedhya in
the mid-day, to light the lamps & diyas of the sanctuary of each one of the Temples, as also to celebrate
the daily act of Dhuparati at sunset at 7.00 p.m. and to close the doors and windows of all the Temples at
around 8.00 p.m. at night and open the doors at early morning around 7.00 a.m. and his salary being fixed
for Rs. 96,000/- per annum, which shall be subject to revision by the General Body.
b) Expenses of the Devasthan as follows:-
1) Festival Expenses
2) Remuneration to be paid to the Poojari and Temple Attendants.
3) Miscellaneous expenses such as Publicity, Tax, Documentation, Legal Fees, Chartered Accountant
Fees, Repairs & Maintenance of the Temples, Electricity Bill, Water Bill, Telephone Bill, Oil Expenses etc.
CHAPTER VI
Of Festivities:
Article 13: There is no change in original Article 13.
Article 14 as amended and approved is as under.
Article 14: On each Monday of the month of xravana, there will be also Festivity, the entire expenses shall
be borne by the selected Mahajan who undertakes to celebrate this festivity without burdening the Temple
coffer.
Article 15: There is no change in original Article 15.

Article 16: On the twelfth day of the first fortnight of the month of Kartik, ‘Tulsi-vivaha’ will be celebrated
and in the month of Chaitra, Gudi Padva will be celebrated by the hand of the Poojari.
Article 17 as amended and approved is as under.
Article 17: On the night of the new moon of the month of kartik there will be Zatra of ‘Diuzans’ with
illumination of Diyas on all the three deepasthambas.
Article 18 as amended and approved is as under.
Article 18: On the fifth day after the Amavasha of the month of Margashirsha Shukla Panchami, Main
Annual Jatra (Calo) will be celebrated in the main Temple of Shri Vetal and at night “Tarangas” will be
decorated in the Temple of Ravalnath and after offering Pooja at 10.00 p.m. both the Tarangas, will proceed
to the enclosure of all the Temples for Darshana. On the next day, at around 4.00 p.m. the Tarangas will
proceed from the main Temple of Shri Vetal, to the enclosure of the Temple Shri Ravalghadi where Avasari
Coul Prasad will be offered. Withdrawing from the coffer a sum required for expenses of the festivity, as
per the estimate to celebrate the festivity, under the supervision and guidance of the Managing Committee.
Article 19 as amended and approved is as under.
Article 19: On the fifth day after the Amavasha of month of Falguna Shukla Panchami, “Kalsachi Zatra”
will be celebrated in the main Temple of Shri Vetal, Pooja will be offered to the Kalash of Sateri at midday,
and later at around 10.00 p.m., Pooja will be offered to the idol, in the Temple of Lord Betul Naik and also
to TeilMakho Guno. On the next day morning at around 11.00 a.m., Kalash of Sateri will proceed to the Tali
[Water Pond], where Pooja of the Kalash will be performed and then the Kalash will be proceeded to Temple
of Ravalghadi. And in the evening around 4.00 p.m., the “Tarangas” of this Temple, along with the Kalash
of Sateri, will proceed to the Sateri Shantadurga Temple at Gaokarwada, for Darshan and after returning
from Gaokarwada, avasari coul Prasad will be offered at the Temple of Ravalghadi and the festival will
conclude by offering the Khetra. Withdrawing from the coffer an amount required for the festivity as per
the estimate to celebrate the festivity, under the supervision and guidance of the Managing Committee.
Article 20: There is no change in original Article 20.
Article 21 as amended and approved is as under.
Article 21: The ‘Tarangas’ will be transported by the person of following respective communities:-
a) That the Taranga of deity Ravalnath shall be transported by the Mahajan of Ironsmiths- Chari Community,
having a proper Avsar/Bhaar on him, duly verified/finalised by the Managing Committee, only after the
confirmation from the pashani coul Prasad, in the presence of the Managing Committee, representative
Mahajan of each Community and the prevailing lawful Avsars/Bhaars of the Devasthan.
b) That the Taranga of deity Ravalghadi shall be transported by the Mahajan of Goldsmith/Chatim/Xete
Community, having a proper Avsar/Bhaar on him, duly verified/finalised by the Managing Committee, only
after the confirmation from the pashani coul Prasad, in the presence of the Managing Committee, representative
Mahajan of each Community and the prevailing lawful Avsars/Bhaars of the Devasthan.
c) That of Kalash of Sateri shall be transported by Mahajan of Saraswat Community, having a proper
Avsar/Bhaar on him, duly verified/finalised by the Managing Committee, only after the confirmation from
pashani coul Prasad, in the presence of the Managing Committee, representative Mahajan of each Community
and the prevailing lawful Avsars/Bhaars of the Devasthan.
d) That the Avsar of Brahman of the Devasthan, shall be the Mahajan of Chari Community, who also
helps/supports/assists to hold both the Tarangas of Deity Ravalghadi and Ravalnath from behind under his
supervision, during transportation/procession of the said Tarangas, having a proper Avsar/Bhaar on him, duly
verified/finalised by the Managing Committee, only after the confirmation from pashani coul Prasad, in the
presence of the Managing Committee, representative Mahajan of each Community and the prevailing lawful
Avsars/Bhaars of the Devasthan.
e) That the secret rice plate along with the Mukhawata of Ravalnath, shall be carried/hold by any Mahajan
of Chari Community, to offer secret rice, during the transportation/procession period of both the Tarangas,
on the festival days of the Devasthan.

Sole paragraph:- The finalisation/confirmation of the Avsar (Bhaar) shall be as per the decision of the
Managing Committee of the Devasthan. If any Mahajan on whom the Avsar/Bhaar prevails, desires to
withdraw voluntarily to serve/act as the Avsar of the Devasthan, due to his inability to perform his sacred
duty for any reasons or in case of his sudden demise, in such a circumstances the Managing Committee of
the Devasthan take steps for replacement of the new Avsar/Bhaar of the respective family/community, by
following the procedure laid down in the Article 21 of the accord. No claim of similar Avsar/Bhaar on any
other Mahajan shall be entertained by the Managing Committee of the Devasthan.
Article 22: There is no change in original Article 22.
CHAPTER VII
Of Penalties
Article 23 as amended and approved is as under. There is no change in the original Article 24 and 25.
Article 23:
a) A member who, by acts of commission or omission or in any manner, causes damages or loss to the
movable or immovable properties of the Devasthan or causes violence in the temple premises, besides being
penalised as per law, his membership will be suspended by the Managing Committee for a period up to one
year, after giving him chance to present his case and in case the Managing Committee is not satisfied initially
with the improvement of his conduct, then such suspension period will be extended for an equal amount of
period, unless and until the General Body decides in its meeting to revoke his suspension in such a situation
by majority of 75% votes of members present, on the day of General Body Meeting.
b) A member who files false, frivolous vexatious, fictitious cases/petition/complaints/suits, against the
Devasthan/Managing Committee deliberately, which results in financial losses to the Devasthan coffer, his
membership/mahajanship shall be suspended for a period up to one year, after following Principle of Natural
Justice and shall be liable to defray all the monetary loss incurred by the Devasthan for defending such
cases. Further, General Body will have the right to extend the period of suspension or to withdraw the
mahajanship rights of such member, who fails to compensate the Devasthan for loss.
c) A member who indulges in criminal acts such as assault or causes physical injury to Mahajan/member,
devotees, worshippers or misbehaves with the members of the committee, shall be treated as serious fault
on the association and will be expelled from the community of Mahajan’s/association, after the accused
Mahajan is heard before hand and giving opportunity to defend him.
d) A Mahajan who encroaches and usurps on the Devasthan properties/lands, and or claims Mundkarial,
Tenancy rights or other rights over Devasthan properties, his such act will be construed as serious fault,
harmful and detrimental to the interest of Devasthan and such a Mahajan automatically will lose or ceases
to be a member of Devasthan, after the decision of the General Body and after giving personal hearing to
the member concerned. Such a Mahajan or his male descendants will be permanently debarred from seeking
or claiming membership of Devasthan, on the grounds that name of his ancestor was shown in the original/
/first Catalogue of Mahajans.
Sole Paragraph: Mahajanship is not an absolute right and enrolling authority i.e. Managing Committee/
/General Body will be a de-rolling authority or the General Body also will have powers to de-roll the
membership of a Mahajan, depending upon the seriousness of the offence/faults. Decision of the General
Body by majority regarding seriousness of fault, will be final.
