Sub: Directives for implementation of “Swasth Nari, Sashakt Parivar Abhiyaan”– A Nationwide Health

Mission for Women and Adolescent Girls.

The Hon’ble Prime Minister of India, in his address to the nation on 17th September, 2025, launched a

historic health campaign titled “Swasth Nari, Sashakt Parivar Abhiyaan” (Healthy Women, Empowered

Family Campaign). This landmark initiative is an integral part of the national mission Viksit Bharat 2047, with

the objective of building a healthy, empowered and prosperous India.

The Hon’ble Prime Minister underlined that a healthy mother is the foundation of a healthy family and

a healthy family builds a strong nation. Women, being the strength of families and the torchbearers of society,

must receive timely healthcare and preventive support. This Abhiyaan ensures that no woman or adolescent

girl is left behind due to lack of awareness, diagnosis or access to medical facilities.

The Abhiyaan is being implemented on a nationwide scale focusing on both preventive care and curative

health services. The salient features are as follows:

i. Universal Free Health Services: Free check-ups, consultations, medicines and follow-ups at government

health centers and hospitals.

ii. Preventive Care & Early Diagnosis: Targeting common but serious health issues such as anemia,

diabetes, hypertension, cancer and arthritis.

iii. Holistic Wellness: Incorporating mental health, adolescent health, nutrition, gender equity and lifestyle

awareness.

iv. Specialist Medical Services: Expert doctors in gynecology, pediatrics, psychiatry, ophthalmology, etc.,

mobilized through medical colleges, district hospitals and partner institutions.

v. Community-Led Movement: Driven by ASHAs, ANMs, Anganwadi workers, SHGs, Cooperative Societies

and volunteers to reach the grassroots level.

vi. National Jan Andolan (People’s Movement): Strong support from public representatives, institutions and

civil society organizations making it a mass movement for women’s empowerment.

Accordingly, all Cooperative Societies, Self-Help Groups (SHGs), Federations and affiliated institutions

under the Department are hereby directed to widely publicize the objectives of the campaign among members

and the local community, mobilize women and adolescent girls to participate in the free health check-ups at

their nearest government health facilities, collaborate actively with Panchayats, Health Officers, ASHA/

/ANM workers and Anganwadi centers for field-level outreach, conduct awareness sessions, health talks and

local campaigns within their area of operation thereby encouraging family support so that women and

adolescent girls are motivated and facilitated to attend and submit to this Department a report of awareness

and mobilization activities within 30 days for monitoring and record.

This Abhiyaan is not just a programme but a collective mission of empowerment, health and national

progress. Co-operative societies and Self Help Groups being close to its members are expected to play a

pivotal role in its success by ensuring maximum participation of women and adolescent girls.

All the Co-operative Societies are requested to extend wholehearted support and cooperation so that

together we can transform this campaign into a true movement of “Swasth Nari, Sashakt Parivar and Viksit

Bharat”.

And whereas, in terms of sub-rule (1) of rule 4 of the Goa Town and Country Planning (Change of zone

of land in the Regional Plan or the Outline Development Plan) Rules, 2024 (hereinafter referred to as the

“said Rules”), the Town and Country Planning Department, after scrutinizing the said Proposals, had placed

such proposals alongwith it’s scrutiny reports before the Goa Town and Country Planning Board for its

recommendation/approval/decision;

And Whereas, the Goa Town and Country Planning Board in it’s 220th Meeting held on 10-10-2025, has

approved the said proposals as specified in above table;

Now, therefore, as required by sub-rule (2) of rule 4 of the said Rules, a notice is hereby given to the

public that the Goa Town and Country Planning Board in it’s 220h Meeting held on 10-10-2025, has approved

the said proposals for change of zones, in respect of the plots of land as specified in above table, which were

placed before it under sub-rule (1) of rule 4 of the said Rules and suggestions are hereby invited from the

public within a period of thirty days from the date of publication to this Notification in the Official Gazette.

All the proposals as specified in the above table are available for the purpose of inspection in the Regional

Plan Cell, Office of Tiswadi Taluka, Town and Country Planning Department, Kamat Tower, 5th Floor, Patto,

Panaji-Goa.

Suggestions, if any, to the said proposals as approved by the Goa Town and Country Planning Board may

be forwarded to the Chief Town Planner (Planning), 2nd Floor, Dempo Tower, Patto Plaza, Panaji Goa,

before the expiry of the said period of thirty days, so that the said proposals alongwith suggestions, if any

received, can be placed before the Goa Town and Country Planning Board for its recommendation/approval/

/decision in terms of sub-rule (3) of rule 4 of the said Rules.

40. Summary Suit No. 678 of 2017 in the Bombay City Civil Court at Bombay (Joel Juliano D’Souza &

anr. v/s Mr. Nurullah Kamruddin Veljee) was decided by the Bombay City Civil Court at Bombay.

Notice is hereby given that under Rule 64 of Order 21 of C.P.C. 1908, and order has been passed by

this Court for sale of the attached flat mentioned in the annexed schedule, in satisfaction of the claim of the

decree-holder in the suit mentioned in the margin, amounting with costs and interest upto date of the sale

to the sum of Rs. 79,39,341/-.

The sale will be by public auction and the articles will be put up for sale in the lots specified in the

schedule. The sale will be of the flat of the Judgment debtor above named as mentioned in the schedule

below and the liabilities and claims attaching to the said flat, so far as they have been ascertained, are those

specified in the schedule against such lot.

In the absence of any order of postponment the sale will be held by commencing on 4th November, 2025

at 10.00 a.m. In the event however the debt of above specified and the cost of the sale being tendered or

Court, but the Court will not be answerable for any error, mis-statement or omission in this proclamation.

2. The amount by which the biddings are to be increased shall be determined by the officer conducting

the sale. In the event of any dispute arising as to the amount bid or as to the bidder, the lot shall at

once be again put up to auction.

3. The highest bidder shall be declared to be the purchaser of any lot, provided always that he is legally

qualified to bid and provided that it shall be in the discretion of the Court or officer holding the sale

to decline acceptance of the highest bid when the price offered appears so clearly in adequate as to

make it advisable to do so.

4. For reasons recorded, it shall be in the discretion of the officer conducting the sale to adjourn it subject

always to the provisions of rule 69 of Order XXI.

5. In the case of movable property/flat, the price of each lot shall be paid at the time of sale or as soon

6. In the case of immovable property/flat, the person declared to be the purchaser shall pay immediately

after such declaration a deposit of 25 per cent on the amount of his purchase-money to the officer

conducting the sale, and in default of such deposit the property/flat shall forthwith be put up again and

re-sold.

7. The full amount of the purchase-money shall be paid by the purchaser before the Court closes on the

fifteenth day after the sale of the property/flat, exclusive of such day, or if the fifteenth day be a Sunday

or other holiday, then on the first office day after the fifteenth day.

8. In default of payment of the balance of purchase-money within the period allowed, the propety/flat shall

be re-sold after the issue of a fresh notification of sale. The deposit, after defraying the expenses of

the sale, may, if the Court thinks fit, be forfeited to Government and the defaulting purchaser shall

forfeit all claim to the property or to any part of the sum for which it may be subsequently sold.
