Sub.: General Election to Corporation of the City of Panaji 2026.

In pursuance of Article 243 ZA of the Constitution of India and sub-rule (1) of Rule 4 of the Corporation

of the City of Panaji, I, Menino D’Souza, IAS (Retd.), State Election Commissioner, Goa do hereby declare

that the General Elections to the Corporation of the City of Panaji will be held on Wednesday, 11th March,

2026 from 8.00 hrs. to 17.00 hrs.

Sub.: Model Code of Conduct for Corporation of the City of Panaji Elections-2026.

Whereas, the elections to the Corporation of the City of Panaji (CCP) have been declared vide

Notification No. 4/53/GEN-ELN/CCP/2025-26/SEC/886 dated 16-02-2026.

And whereas, under Article 243ZA of the Constitution of India, read with Section 11(1) of the City of

Panaji Corporation Act, 2002, the State Election Commission is vested with the powers of superintendence,

direction and control for the conduct of the elections to the Corporation.

Now therefore, the State Election Commission in exercise of the powers conferred upon it do hereby

notify that the Model Code of Conduct shall be applicable from 16-02-2026 till the election process is

completed. The Code of Conduct shall be applicable to all the areas under the jurisdiction of Corporation of

In pursuance of sub-rule (1) of Rule 4 of the Corporation of the City of Panaji (Election) Rules, 2004,

the Goa State Election Commission hereby appoints in relation to the election to the Corporation of City of

Panaji by the wards specified in column (1) of the Scheduled hereto:-

a) Name of the Returning Officer or Assistant Returning Officer specified in column (2) against the ward

specified in column (1) (hereinafter referred to as “against the ward”);

b) The date and time specified in column (3) (against the ward) thereof, to be the last date and time for

making nominations;

c) The date and time specified in column (4) (against the ward) to be the date and time for the scrutiny

of nominations;

d) The date specified in column (5) (against the wards) to be the date for the publication of the list of

validly nominated candidates;

e) The date specified in column (6) (against the ward), to be the last date for withdrawal of candidature;

The date specified in column (7) (against the ward) to be the date for the publication of the list of

contesting candidates;

g) The date or dates and time specified in column (8) (against the ward), to be the date or dates on

which and the time during which the poll shall be taken;

h) The date and time specified in column (9) (against the ward), to be the date and time for counting of

votes;

i) The place specified in column (10) (against the ward), to be the place for making scrutiny and

withdrawal of nominations;

The place specified in column (11) (against the ward), to be the place for counting of votes.

Sub.: Commencement of Nomination for General Election to the Corporation of the City of Panaji 2026.

Whereas, the General Elections to 30 wards of Corporation of the City of Panaji in the State of Goa are

scheduled to be held on 11-03-2026.

And whereas, the State Election Commission has issued a public notice in Form No. I of the intended

election under sub-rule (1) of Rule 4 of the Corporation of the City of Panaji (Election Rules), 2004.

Now, therefore, the State Election Commission in exercise of powers conferred upon it under Article

243 ZA of the Constitution of India read with Rule 4 (1) do hereby notify that the nomination papers of

candidates in respect of General Elections of Corporation of the City of Panaji going to poll on 11th March,

2026, shall be accepted by the notified Returning Officer i.e. Dy. Collector & SDO, Tiswadi Taluka, Panaji-

Goa at the notified place i.e. Office of the Dy. Collector & SDO, Tiswadi Taluka, Panaji-Goa from 17th

February, 2026 to 24th February, 2026 from 10.00 hrs. to 13.00 hrs. except on 22nd February,

2026 being Sunday.
